3. “
Vocational Education and Training (VET) is a critical element in
supporting and accelerating development, inclusive growth and
poverty reduction through economic transformation and job
creation. Formal vocational training and new forms of skills
development should equip people with the skills enabling them to
get good jobs and to face the key challenges posed by globalisation,
the informal economy and, in the shorter term, recovery from the
global crisis.
4.
5. INTERESTING FACTS
Weak employment growth indicates that there may be an oversupply of people with high-
level qualifications in the short term, but by 2020, Europe will have the most highly-
qualified workforce in its history.
VET often does not adequately prepare young people for jobs and for the fast-changing
world of modern economies
In the period up to 2020 most job openings will be in services, but due to replacement
demand there will also be significant numbers of job opportunities in manufacturing, crafts
and agriculture
The trend towards more skill-intensive jobs at all levels will continue and many traditional
manual or routine jobs will decline
The trend towards more service-oriented economies will continue and most new job growth
will be in the service sector
Total numbers of job openings will be positive, however results indicate some risk of job
polarisation as the new jobs will be created mostly on the top or bottom of the job spectrum
than equally distributed across.
Despite signs of polarisation of job growth, most jobs will require medium-level
qualifications (including many vocational qualifications).
7. THE GOAL
By 2020, substantially reduce the proportion of youth not in employment, education or
training
Promote development-oriented policies that support productive activities, decent job
creation, entrepreneurship, creativity and innovation, and encourage the formalization
and growth of micro-, small- and medium-sized enterprises, including through access to
financial services
