The panel will discuss what we know about the use of e-cigarettes and explore the upside (benefits), and the downside (harm), of use. The goal is a thoughtfully informed discussion on this controversial issue.
Phillip Gardiner, DrPH, is a Public Health activist, administrator, evaluator and researcher. For the past 25 years, he has worked on studies ranging from Hypertension, Multiculturalism and AIDS, to Breast Cancer, Prostate Cancer, Diabetes and Smoking. Dr. Gardiner has maintained his community activism to address racial disparities in health, through writing, organizing, evaluating and public speaking. Dr. Gardiner is the Policy and Regulatory Sciences and Neurosciences and Nicotine Dependence Program Officer for the Tobacco Related Disease Research Program (TRDRP), University of California Office of the President. Most recently, Dr. Gardiner led a live Webcast Panel on Electronic Cigarettes in 2013, with over 1400 registrants. Dr. Gardiner is also an adjunct faculty member at Touro University in Vallejo, a graduate medical college, where he teaches a course on Health Disparities. Dr. Gardiner is Co-Chair of the African American Tobacco Control Leadership Council (AATCLC), a group of Black professionals dedicated to fighting the scourge of tobacco in the African American community.

The panel will discuss what we know about the use of e-cigarettes and explore the upside (benefits), and the downside (harm), of use. The goal is a thoughtfully informed discussion on this controversial issue.
Phillip Gardiner, DrPH, is a Public Health activist, administrator, evaluator and researcher. For the past 25 years, he has worked on studies ranging from Hypertension, Multiculturalism and AIDS, to Breast Cancer, Prostate Cancer, Diabetes and Smoking. Dr. Gardiner has maintained his community activism to address racial disparities in health, through writing, organizing, evaluating and public speaking. Dr. Gardiner is the Policy and Regulatory Sciences and Neurosciences and Nicotine Dependence Program Officer for the Tobacco Related Disease Research Program (TRDRP), University of California Office of the President. Most recently, Dr. Gardiner led a live Webcast Panel on Electronic Cigarettes in 2013, with over 1400 registrants. Dr. Gardiner is also an adjunct faculty member at Touro University in Vallejo, a graduate medical college, where he teaches a course on Health Disparities. Dr. Gardiner is Co-Chair of the African American Tobacco Control Leadership Council (AATCLC), a group of Black professionals dedicated to fighting the scourge of tobacco in the African American community.

Dr. Konstantinos Farsalinos presented research on the safety of electronic cigarettes. He discussed the basic ingredients of e-cigarettes and found that glycerol, propylene glycol, and flavors were generally safe, but thermal degradation can produce low levels of toxic aldehydes. Flavorings were also found to potentially cause cytotoxicity depending on the specific flavor and amount used. Heavy metals in e-cigarettes were found to be at levels below acceptable daily intake limits for inhalation medications. Overall, e-cigarettes were estimated to pose around 5% of the risk of smoking, and promoting their use could avert thousands of smoking-related deaths each year by providing an alternative to smoking.

This report explores the significance of border towns and spaces for strengthening responses to young people on the move. In particular it explores the linkages of young people to local service centres with the aim of further developing service, protection, and support strategies for migrant children in border areas across the region. The report is based on a small-scale fieldwork study in the border towns of Chipata and Katete in Zambia conducted in July 2023. Border towns and spaces provide a rich source of information about issues related to the informal or irregular movement of young people across borders, including smuggling and trafficking. They can help build a picture of the nature and scope of the type of movement young migrants undertake and also the forms of protection available to them. Border towns and spaces also provide a lens through which we can better understand the vulnerabilities of young people on the move and, critically, the strategies they use to navigate challenges and access support.
The findings in this report highlight some of the key factors shaping the experiences and vulnerabilities of young people on the move – particularly their proximity to border spaces and how this affects the risks that they face. The report describes strategies that young people on the move employ to remain below the radar of visibility to state and non-state actors due to fear of arrest, detention, and deportation while also trying to keep themselves safe and access support in border towns. These strategies of (in)visibility provide a way to protect themselves yet at the same time also heighten some of the risks young people face as their vulnerabilities are not always recognised by those who could offer support.
In this report we show that the realities and challenges of life and migration in this region and in Zambia need to be better understood for support to be strengthened and tuned to meet the specific needs of young people on the move. This includes understanding the role of state and non-state stakeholders, the impact of laws and policies and, critically, the experiences of the young people themselves. We provide recommendations for immediate action, recommendations for programming to support young people on the move in the two towns that would reduce risk for young people in this area, and recommendations for longer term policy advocacy.

Working with data is a challenge for many organizations. Nonprofits in particular may need to collect and analyze sensitive, incomplete, and/or biased historical data about people. In this talk, Dr. Cori Faklaris of UNC Charlotte provides an overview of current AI capabilities and weaknesses to consider when integrating current AI technologies into the data workflow. The talk is organized around three takeaways: (1) For better or sometimes worse, AI provides you with “infinite interns.” (2) Give people permission & guardrails to learn what works with these “interns” and what doesn’t. (3) Create a roadmap for adding in more AI to assist nonprofit work, along with strategies for bias mitigation.

Vaping and the Smoking Ordinance
- 1. PUBLIC HEALTH CONCERNS ABOUT VAPING AND E-CIGARETTE USAGE Proposed Changes to Smoking Ordinance
- 2. WHAT ARE E- CIGARETTES/VAPING? • E-cigarettes are battery-powered smoking devices that use cartridges filled with liquids. Those cartridges contain nicotine, flavoring and other chemicals. • The liquid is heated up by the device and produces a vapor, which is where the term “vaping” originates.
- 3. WHAT ARE E- CIGARETTES/VAPING? • Besides nicotine, a popular substance used in e-cigarettes is THC, (tetrahydrocannabidoil), the active ingredient in marijuana that produces a high. CBD (cannabidiol) is also used but does not produce a high. • E-cigarettes can be purchased online and in stores, including specialty tobacco stores or vape
- 5. HEALTH EFFECTS • EVALI (Electronic Vaping Associated Lung Injury) – A recently coined phrase from the CDC to describe widespread lung illnesses from vaping and e-cigarette use. • Dangerous chemicals found in e-cigarettes include propylene glycol, glycerol, and diacteyl. • Along with chemicals to produce flavoring, they are linked to cancer as well other serious lung conditions. When these liquids are heated up, they produce fine particles that are released into the lungs.
- 6. HEALTH EFFECTS • A common ingredient in e-cigarette flavoring is diacetyl, which causes bronchiolitis obliterans. Also known as popcorn lung, it scars the tiny air sacs in the lungs, causing thickening and narrowing of the airways and leading to wheezing and shortness of breath. • Addictive nicotine can harm adolescent brain development. The brain continues developing into the mid-20s. Nnicotine can harm the parts of the brain that control attention, learning, mood, and impulse control, and can be a gateway to using other substances.

- 11. FEDERAL RESPONSE • The FDA will take steps to remove most unauthorized flavored e-cigarettes from the market. It applies to mint, fruit, and dessert flavors, but not menthol or tobacco- flavored products. • Teens will likely switch to menthol flavoring or use a tank instead of disposable e-cigarettes since the ban on the flavors was not extended to tanks. • Companies that do not cease manufacture, distribution, and sale of unauthorized, flavored, cartridge-based e- cigarettes (other than tobacco or menthol) within 30 days risk FDA actions.
- 12. PROPOSED ORDINANCE CHANGES First ordinance passed in 2009 with minor revisions in 2010. Electronic cigarettes were included in the first ordinance. In 2019, the City of Bryan passed its first smoking ordinance, and it included more specific language related to vaping and e-cigarette use. We are proposing to add similar language that expressly includes vaping in sections where vaping is not stated.
- 13. PROPOSED ORDINANCE CHANGES Proposed language changes: Amend definitions of smoking to include vaping, and add a vape shop definition. Amend minors’ age to 21 with an exception for military service, following recent changes to state law. Add that vape possession and use of e-cigarettes by minors is prohibited.
