8. Vai trò của ODA đối với các nước
Bổ sung cho nguồn vốn trong nước:
+ Giảm gánh nặng cho ngân sách nhà nước.
+ Xây dựng, cải tạo cơ sở hạ tầng.
ODA dưới dạng viện trợ không hoàn lại giúp các
nước nhận viện trợ tiếp thu những thành tựu
khoa học, công nghệ hiện đại và phát triển nguồn
nhân lực.
Giúp các nước đang phát triển hoàn thiện cơ cấu
kinh tế:
+ Nguồn bổ sung ngoại tệ.

Tăng khả năng thu hút vốn đầu tư trực tiếp
nước ngoài FDI và tạo điều kiện để mở rộng
đầu tư phát triển trong nước ở các nước đang
và chậm phát triển.
Giúp xóa đói, giảm nghèo cải thiện sự chênh
lệch đời sống của người dân ở các nước đang
và kém phát triển.
Giúp các nước đang phát triển tăng cường
năng lực thể chế.

Thực trạng
Quá trình thu hút và sử dụng ODA ở Việt Nam bắt đầu
vào năm 1993.
Tổng vốn ODA cam kết mà các nhà tài trợ dành cho
Việt Nam tính đến thời điểm tháng 12/2011 đạt trên 64.322
tỷ USD, trong đó tổng vốn giải ngân đạt 33.414 tỷ
USD, chiếm trên 61% tổng vốn ODA ký kết.
Về phía cộng đồng tài trợ, hiện có 51 nhà tài trợ, bao
gồm 28 nhà tài trợ song phương và 23 nhà tài trợ đa
phương.

ODA là nguồn vốn quan trọng cho việc phát triển kinh
tế khi nguồn vốn này được giải ngân cho nhiều ngành
kinh tế, kỹ thuật.
Nguồn nhân lực của Việt Nam được nâng cao về
trình độ khoa học công nghệ.
Điều chỉnh cơ cấu kinh tế theo khu vực địa lý.
Khiến Việt Nam trở nên hấp dẫn hơn trong con
mắt các nhà đầu tư nước ngoài, thu hút lượng vốn
