This memorandum recommends transferring detainee Nabu Abdul Ghani, an Afghan national held at Guantanamo Bay, based on the following: 1) Ghani traveled to Konduz, Afghanistan in 2001 searching for his son but was unable to leave after the Taliban surrendered. He was captured and transferred between Afghan and U.S. custody before arriving at Guantanamo Bay in 2002. 2) Ghani has been cooperative during interrogations but provided no valuable or actionable intelligence. He is assessed as having no affiliation with al-Qaeda or being a Taliban leader and no further intelligence value. 3) Ghani has not expressed violent thoughts or made threats. Therefore, he does not
