Location: 128 MW Keyal Khwar Hydropower Project is located on the right tributary of River Indus
in District Kohistan (Lower) KP.
Cost: As per approved 2nd Revised PC-I, Project Cost is Rs. 26,084.178 Million. 3rd Revision of
PC-I (Rs. 49,648.67 Million) is under process.

4. PROJECT FINANCING (3rd Revised PC-I)
WAPDA Portion
• WAPDA shall arrange 21.21 % of the Project cost equal to Rs. 10,533 Million for this Project as
Equity from its own resources
Donors Loan
• 78.79% of the total Project cost is proposed to be financed from foreign bank loans amounting
Rs. 39,115 Million
i. KfW approved Loan
• Loan agreement of Euro 97 Million was signed during 2008-09. The deadline for the
disbursement was extended till 31st Dec, 2023
ii. AFD Proposed Loan
• Implementation of Environmental and Social (E&S) Studies, as per World Bank Guidelines
2017, are under process, through Grant by AFD, being pre-requisite of Loan approval. Credit
Facility Agreement (CFA) and Project Agreement (PA) were finalized. Federal Cabinet has
approved the AFD Loan of Euro 120 Million. Signing of Loan Agreement and Project
Agreement between EAD , AFD and WAPDA is scheduled on 16.01.2023.
5. PROJECT STATUS / PROGRESS
• Land Acquisition:
Total land of 940 Kanals and 06 Marlas for the Project components has been acquired at a cost of 568.9
Million PKR. Mutation process in the name of WAPDA has also been completed.
• O&M Colony Pattan
Construction of WAPDA Colony at Pattan has almost been completed.
• PC-I (3rd Revision)
In the Pre CDWP meeting held on 09.12.2021, Energy Wing of the Planning Commission raised
observations of the submitted PC-I (3rd Revision) amounting to Rs. 49,648.67 Million, with the remarks
that after completion of the Bidding process the PC-I be resubmitted on the basis of lowest bids for Civil
and E&M Contracts. At present the bidding process of both Main Civil and E&M Contracts is under way.
• Expenditure
An amount of PKR 4,509.11 Million has been spent till December 2022, on account of Land acquisition,
Ventilation Tunnel, O&M Colony, Consultant’s fee, Supervisory charges and Admin expenditure.
6. PROJECT STATUS / PROGRESS
• Contract-01:
The Contract for Ventilation Tunnel of Power House was completed in May 2014 at a cost of Rs.112.88
Million.
• Civil Works Contract:
• Due to termination of Main Civil Works Contract in 2017 because of Contractor’s Non-performance,
the retendering process for both Major Contracts was initiated.
• Evaluation of Pre-qualification applications for Civil Works Contractors has been completed.
• Award of Main Civil Works is scheduled in June 2023. Bidding Documents were sent to KfW in the
Mid of December 2022 for review and issuance of NOL to proceed further in the bidding process.
NOL is awaited from KfW.
• Electrical and Mechanical (E&M) Contract:
• Final Evaluation Report for Prequalification of E&M Contractors submitted by the Consultants on
09.01.2023, has been submitted to KfW on 13.01.2023, for issuance of NOL in respect of the
Prequalified Companies.

• Online meetings / correspondence are regularly being held
between project office and KfW from time to time almost on
monthly basis Donors Missions conduct visits to WAPDA House
and they also visited site in May 2022. Latest meeting has been
held on 12.01.2023.
• For financial closure, Loan negotiation meetings of AFD, EAD and
WAPDA were held on 15th March 2022, 1st Aug, 2022 and 8th
Sep 2022. Federal Cabinet has approved the AFD Loan of Euro
120 Million. Signing of Loan Agreement and Project Agreement
between EAD , AFD and WAPDA is scheduled on 16.01.2023.

8. PROJECT ISSUES / BOTTLENECKS
• Termination of Civil Works Contract on Dec 08, 2017 due to Contractor’s
non-performance because of internal rift / disputes of both JV partners.
• After expiry of loan of Euro 100 Million from EIB in 2018, financial gap of Euro 100 Million
• Revision of PC-I is envisaged due to inflation, significant devaluation of PKR & escalation
• Access Road from Karakoram Highway (KKH) to Dam Site severely damaged / washed
away due to heavy floods of July / August 2022.

9. WAY FORWARD
• Re-tendering of both Civil and E&M Works Contracts is under process. Request for
issuance of NOL for bidding documents of Civil works has been submitted to KfW in
Mid December 2022. PQ Evaluation Report of E&M Contractors has been submitted to
KfW for issuance of NOL in respect of Prequalified Companies.
• Financial close after signing of Loan Agreement (Euro 120 M) between EAD & AFD is
being achieved.
• 3rd Revised PC-I amounting to Rs. 49,648.67 Million will be resubmitted after
completion of bidding process.
• Re-alignment / Redesign of access road in Keyal Valley required due to damage to the
existing road of C&W Department during the recent floods of August, 2022.
• For redesigning of the damaged access road report of topographic survey (carried out
through drone) of the area upto Dam site from KKH has been submitted on 11.01.2023
by the Consultants hired by AFD. The Report has been provided to the Project
Consultants on 13.01.2023 to proceed further.
