This document provides an update on water supply conditions and drought response activities in California:
- The northern Sierra snowpack is only 64% of normal for this time of year, reducing expected water supplies.
- The State Water Project initial allocation for 2016 is 10%, subject to change based on winter precipitation. Allocations have ranged from 5-65% in recent years.
- Local water storage levels and precipitation in the San Diego region are below normal levels due to ongoing drought conditions.
- Water use reductions under the state's emergency regulation have ranged from 2-13% across different local water agencies from June-October 2015. The state may extend mandatory conservation measures into 2016 if drought persists.

ICLR: Lessons learned from the 2013 Calgary floods (March 26, 2015)glennmcgillivray
• Internationally, overland flood is the most common natural peril
• Flooding – both riverine and urban - caused by extreme precipitation events –rain and snow – are worsening and will continue to worsen as a result of climate change
• Densification of cities is also a major contributing factor leading to an increase in both frequency and severity of riverine and urban flooding and will continue to be a key factor in the years ahead
• Lessons can be taken from virtually all flooding events, and applied to other high risk areas, regardless of where they are located
• As such, this session will consider the 2013 Calgary, Alberta, Canada floods – Canada’s most expensive natural catastrophe loss ever – as a case study and look at a number of lessons learned from the event.
In June 2013, southern Alberta in Canada experienced extensive damage from riverine flooding. More than 250 mm of rain fell over a 36 hour period just outside the City of Calgary (population 1 million) and rapidly flowed east. These storms also brought heavy rains in many urban centres, overwhelming sewer systems. Total insured losses exceeded CAD 1.7b with economic losses at around CAD 6b, making the event the costliest natural catastrophe in Canadian history. Actions to prevent or reduce the risk of flood damage must include actions to address both riverine and urban flooding. Many of these actions will be outlined in this presentation.
In December 2014 WRT held a Catchment Based Approach and Catchment Restoration Fund Conference in Exeter. The Environment Agency's David Baxter presented an overview of the River Basin Management Planning Process and the Catchment Based Approach
Inspire, enable, finance and scale. This World Water Week 2016 presentation looks at leading cases and opportunities available to cities in Latin America and the Caribbean to implement water management that protects, restores and mimics the natural water cycle.
Efficient Use of Water - Drew Beckwith, Western Resources Associatesrshimoda2014
Three sources of water are generally cited for to support continued population growth in the West: new diversions from rivers, transfers from agriculture to cities, or reduced use through conservation. Municipal conservation is the cheapest of the three, and often has the least impact on Western rivers.
This presentation describes the potential for conservation to reduce future demands, provide examples of implementation (including rate structures, water loss reduction, and indoor and outdoor best practice programs), and discuss Colorado state-level resources available to develop and implement conservation plans. Important concerns and issues regarding water conservation will also be addressed, including cost to the consumer, water quality, and impacts to return flows.
As part of the seminar held by the International Food Policy Research Institute (IFPRI) in collaboration with IWMI, World fish and ICARDA “Options for improving irrigation water efficiency for sustainable agricultural development”.

In a May 9, 2024 paper, Juri Opitz from the University of Zurich, along with Shira Wein and Nathan Schneider form Georgetown University, discussed the importance of linguistic expertise in natural language processing (NLP) in an era dominated by large language models (LLMs).
The authors explained that while machine translation (MT) previously relied heavily on linguists, the landscape has shifted. “Linguistics is no longer front and center in the way we build NLP systems,” they said. With the emergence of LLMs, which can generate fluent text without the need for specialized modules to handle grammar or semantic coherence, the need for linguistic expertise in NLP is being questioned.
Welcome to the new Mizzima Weekly !
Mizzima Media Group is pleased to announce the relaunch of Mizzima Weekly. Mizzima is dedicated to helping our readers and viewers keep up to date on the latest developments in Myanmar and related to Myanmar by offering analysis and insight into the subjects that matter. Our websites and our social media channels provide readers and viewers with up-to-the-minute and up-to-date news, which we don’t necessarily need to replicate in our Mizzima Weekly magazine. But where we see a gap is in providing more analysis, insight and in-depth coverage of Myanmar, that is of particular interest to a range of readers.

Governor Brown
November 13, 2015 Executive Order
Statewide Reduction Mandate
If drought persists through January
2016, SWRCB shall extend restrictions
until Oct. 31, 2016 to achieve statewide
reduction in urban potable water usage
SWRCB shall consider modifying existing
restrictions to:
Address uses of potable and non-potable water
Incorporate insights gained from existing restrictions
12. 12
Drought-Resilient Supply Credit
Basis and Rationale
1. Provides a more sustainable, balanced
approach to managing California’s
drought
2. Protects California’s economy
Current regulation relies just on reduction
mandates, which can limit growth
3. Allows communities to realize the
reliability benefits from investments in
drought-resilient supplies
Investments consistent with Governor’s Action
Plan to increase self-reliance
Provides incentive for communities to invest
Desalination
Potable Reuse
Water-Use Efficiency
13. 13
Drought-Resilient Supply Credit
Alternative Path to Compliance
Reduction target is met through combination of
conservation and drought-resilient supplies
Include conservation savings floor of 8% to ensure
balanced approach to managing droughts
Applies to potable reuse, desalination, long-term
transfers of conserved water or other potable
drought-resilient supplies
14. 14
Proposed Alternative Path to Compliance

A 2013 Base Period Month 3,000 3,000
B Conservation Standard 20% 20%
C=A*B Total Reduction Target 600 600

D Drought-resilient supplies available 200 500
E=C-D Conservation savings 400 100
F=E/A Does savings drop below 8%? 13% (no) 3% (yes)
Determine sustainable supplies and conservation applied to reduction target,
assuming 8% conservation floor
