In this context, requirement of a deep-sea port in Bangladesh is felt indispensable to cope with the present trend of open market economy. The aims of this paper was to find out the necessity of third sea port to mitigate the existing and forthcoming national and international demand with respect to the physical constrains of existing port infrastructure and transport facilities in Bangladesh and finally, various dilemma on adopting international influential proposals towards planning and financing this mega project. Specially, it was an analytical research using secondary data from various sources, based on avaiable port facilities and performance of Bangladeshi seaports incompare to the international set standard and how important to establish a new deep sea port using our available resources and finally the encountered diplomatic constrains towards implementation . Even though the visible strong need, a lot of initiatives, plenty of commercial incentives to build a new deep sea port, the projects is yet to find any rhythm to materialize; as China, Japan, and India fight for the right to provide financing, and with that a ticket to establish their influence in the country as well as in the sub-continent. Now, time will reveal, how efficiently the matter is handled by the government and the people of Bangladesh under such influential circumstances. Until now, relatively little (numerical) research on deep sea port development in Bangladesh had been conducted, apart from a few of the literature publications on some of the national or international newspapers to consider as a reference. Therefore, this paper will assist both government policy maker, private intellectuals and prospective researchers for their further study towards deep sea port development in Bangladesh that will play a vital role in national and regional development. Overall, despite the available strengths and opportunities countering the weakness and threats illustrated in this article, in a nut shell, deep sea port development in Bangladesh is crucial and true time to take all necessary measures by the government and other concerned authorities for making congenial atmosphere with the local and international investors towards developing the deep sea port soonest.

Railway engineering is a multi-faceted engineering discipline dealing with the design, construction and operation of all types of railway systems. It encompasses a wide range of engineering discipline as Civil engineering, electrical engineering, mechanical engineering and computer engineering. A great many other engineering sub-disciplines are also called upon to combine and create railroad engineering. The civil engineers plan the railway track, design the alignment and right of way and finally they operate.
Rapid development of Bangladesh over last 4 decades has been underpinned by large-scale investment in the transport sector, albeit mostly in road infrastructure. There is a growing consensus that continued road building to deal with increasing demand for transport is neither environmentally nor financially sustainable. Railways pose less carbon emission and its land utilization efficiency is very high as a mode of mass transport. A properly integrated transport plan should utilize the best features of road and rail, and these two modes can largely complement one another. Railways surely can play vital role especially for a densely populated country like Bangladesh. Government’s recent policies for a paradigm shift away from road construction towards investment in railways and inland water transport is a way forward towards developing sustainable transport in Bangladesh.

Padma Bridge is one of the most challenging projects in the world. We are constructing the Bridge on the second largest river flow in the world. Every second, approximately 140,000 cubic metre water flows through the project area. Twenty second flowing of that amount will be sufficient to meet one day drinking water demand of Dhaka city. Another challenge is scour depth. We have also considered earthquake related dangers. That's why we are using the second most powerful pile hammer in the world for this project.
River training is another challenge. It requires huge amount of money. Last year there was serious river erosion in the Mawa area, and as a consequence we had to change our design to cope with such types of calamities. It might take more than three years to complete the river training works.

As part of the Civil Society Fund by The Asia Foundation, CUTS International and its strategic partners are implementing the project titled ‘Expanding Tradable Benefits of Trans-boundary Water: Promoting Navigational Usage of Inland Waterways in Ganga
and Brahmaputra Basins’. As part of this project, CUTS has implemented a study in partnership with Unnayan Shamannay, Bangladesh titled – ‘Prospects of cross-border trade via small mechanised boats between Dhubri (India) and Chilmari (Bangladesh)’.Dhubri in Assam, India and Chilmari in Kurigram, Bangladesh are two economically backward areas located on the banks of river Brahmaputra, which are also along the currently functional routes No. 1 and 2 of India and Bangladesh Protocol on Inland Water Transit and Trade (PIWTT) routes. These two locations are the last river ports of either country, also serving as the last declared customs and immigration points of each country. The goal of this study is to support the facilitation of cross-border local trade using small mechanised boats in the international border area of Dhubri (Assam, India) and Chilmari (Kurigram, Bangladesh) along the banks of the Brahmaputra river for CUTS International Page 2 of 2 improved livelihoods and local economy. The objectives of the study are as follows: i) To analyse social, economic and environmental implications of cross-border value chains using small mechanized boats across Dhubri (Assam, India) and Chilmari (Kurigram, Bangladesh); and ii) To sensitize policy makers about the issues at grassroots and challenges at policy level to facilitate cross border movement of small mechanized boats.

TRANSPORTATION
Chittagong Port handles major share of containers
reaching Bangladesh, of which 70% are known to
originate from or are destined to Dhaka-
Narayanganj region. Of this, major volume is
transported by Roads; and less than 10% by
Railways.
17. BANGLADESH –INDIA CONTAINER
TRANSPORTATION THROUGH
IWT
• Currently about 220 plus 700- 1200 DWT dry cargo
vessels ply between Kolkata/ Haldia Port and Dhaka
regions through the bordering inland waterways of
Bangladesh & India.
• With the ICT projects in Dhaka, the conditions will be in
place to set up container transport services by inland
river barges from Kolkata Port that would be faster, safer
cheaper of transport Bangladesh and India. and than the
current mode of transport
18. GOVT. INITIATIVES FOR
IMPROVEMENT OF IWT
•Capital and maintenance dredging
•Until recently, however, the maintenance of river network
by dredging and development of IWT sector had received
little attention from the subsequent Government of
Bangladesh with only limited resources allocated to its
development.
•The GOB now have taken extensive measures to equip
itself with new dredgers, enhanced fund allocation by
many folds, invited private sector participation in dredging
in bigger scale to revive the dwindling river network.
19. ADVANTAGE OF
STAKEHOLDERS FOR USING
IWT
• Cut off time for export shipment can be brought down to 6
hrs. Or less.
• Export loose cargo can be stuffed in containers closer to
home under self control.
• LCL import cargoes can be de-stuffed closer to home and
brought to respective warehouses within city limits in short
spell without fear of pilferage/ damage on the way.
• Raw cotton and textile products in FCL can now reach
factories in greater Dhaka within 24 hrs of landing in Ctg
Port.
20. CONTD….• Importers of fresh fruits can now release their cargo
from reefer containers close to their ware houses to
avoid wastage.
• Heavy industrial chemicals/ raw materials/ machinery
laden containers will avoid best part of the bumpy road of
the Dhaka-Ctg corridor.
• Back haul of empty Containers will be safer and
cheaper
• Most importantly, no hold ups in the river route, as like
roads.

weather conditions
•Inclusion of Myanmar in the development of cross-
border IWT

the conception of an IWT policy
