This document summarizes Egypt's efforts towards developing a more sustainable energy economy through improving energy efficiency and increasing the use of renewable energy. It discusses key initiatives such as promoting efficient lighting, developing energy efficiency indicators, enacting building codes, and establishing standards and labels for appliances. While progress has been made, issues remain such as strengthening efficiency policies for industry and transport. Going forward, the document recommends further developing Egypt's institutional framework, strategies, plans and financial support for transitioning to a more sustainable energy system.

In 2011, the European Commission concluded in its white paper “Roadmap to a Single European Transport Area” that the phase-out of fossil fuels driven cars by 2050 was necessary to achieve its energy and climate objectives. In 2019, as part of the European Green Deal, the Commission is proposing to revise the regulation on CO2 standards for cars and vans, to ensure a clear pathway towards zero-emission mobility.
Greenhouse gas (GHG) emissions due to road transport have grown since 1990 by 20.5%, and now account for one-fifth of EU GHG emissions – and they keep growing. The picture is similar regarding final energy consumption. Road transport uses 24% of EU final energy, having grown by 28% since 1990.
The good news is that a zero-emission technology is ready today for market uptake: the battery electric vehicle. From day one this vehicle completely cuts local GHG and air pollutant emissions and emits three times less GHG emissions on a well-to-wheel basis. On a life cycle basis (“cradle to grave”), a battery electric vehicle also generates significantly less GHG emissions than cars using gasoline or diesel. Moreover, the full decarbonisation of the electricity system, which is foreseen well before 2050, will enable battery electric vehicles to make transport fully climate-neutral.
Electrifying road transport is also the fastest and most cost-effective way to achieve energy efficiency goals because it is the asset with the highest replacing rate (average car ownership period 5-7 years1)and is currently at least 2.5 times more efficient than alternative technologies.
On 28 November 2019 the European Parliament declared a climate emergency and its Members asked for immediate and ambitious action to limit the effects of climate change2. Battery electric vehicles are ready to contribute to addressing this challenge. What is needed now is to accelerate the deployment of full electric vehicles.
Copper is one of the main materials that makes this transition possible. On average a battery electric vehicle requires three times more copper than a vehicle driven by a combustion engine. Half of it is in the battery system, mainly as foil in the anode of the cell working as current collector and heat dissipator. About one quarter is in the drive motors and their control system, and the other quarter is in wire harness, connectors and electronics. In addition, copper plays a role in the charging infrastructure and in the generation of renewable electricity to power the vehicles.

Energy sufficiency refers to a situation where everyone has access to the energy services they need, whilst the impacts of the energy system do not exceed environmental limits. The level of ambition needed to address energy sufficiency is higher than in the case of energy efficiency.

Access to energy is at the heart of the economic development of any country. This slide shows the fundamental differences between renewable and non-renewable energy sources. To cope with climate change and to guarantee the planet survival, the world needs to take urgent action. In this scenario, solar energy is leading the energy shift. Furthermore, with declining investments cost, producing solar electricity for the purpose of self-consumption is on the rise. A solar self- consumption installation uses the PV electricity generated on-site to meet the energy needs of the consumer while minimizing or excluding the use of electricity from the utility grid.
Already by 2021, every new building in Europe has to meet the standard of nearly zero-energy buildings.
During 2012, a consortium led by Ecofys undertook a study for the European Commission to provide guidance to Member States and the EC with regards to the implementation of the requirements for nearly zero-energy buildings under the Energy Performance of Buildings Directive (EPBD). The study features benchmarks for nearly zero-energy buildings for different European climates, an analytical framework for evaluating Member States national plans for increasing the number of such buildings, a reporting template for these plans and an analysis of the convergence between cost optimal levels and nearly zero-energy buildings.
Course on Regulation and Sustainable Energy in Developing Countries - Session 10Leonardo ENERGY
Session 10 will focus on how actual energy efficiency improvements can be achieved in organisations of different sizes. The presentation will start with a discussion of the status of energy efficiency in major developing countries. A variety of tools for working towards higher energy efficiency will be discussed, including benchmarking, energy audits, process analysis, and energy management schemes.
Kornelis Blok (1956) studied experimental physics at Utrecht University and received a Ph.D. degree in 1991 on a thesis ‘On the Reduction of Carbon Dioxide Emissions’. In 1984 he was one of the founders of Ecofys, where he is now Director of Science. Dr. Blok has extensive research and consultancy experience in the field of energy efficiency improvement and clean energy production. He played an important role in the development of European energy policies and international climate policies and has worked in many countries around the globe. He is also with Utrecht University, where he holds a professorship in Sustainable Energy. He is supervising the master programme Energy Science. He authored and co-authored 90 articles in peer-reviewed scientific journals, several books and over 200 research reports, conference contributions and other scientific publications. He was a lead author for the Third and Fourth Assessment Reports of the Intergovernmental Panel on Climate Change, the institution that was award the Nobel Peace Prize in 2007. With his company he won the Erasmus award for the most innovative company of the Netherlands in 2008.

The Energy Efficiency Directive (EED) was adopted in 2012 and is one of the EU’s four key Directives addressing energy efficiency in stationary (i.e. non transport) end-uses (the others being the Energy Performance in Buildings Directive, The Ecodesign Directive and the Energy Labelling Directive). Given that the other Directives cover the energy performance of buildings and equipment the EED is designed to address energy savings opportunities that are not readily addressed by the other Directives. It has its origin in the preceding Energy Services Directive, which was repealed when the EED was adopted. The Energy Efficiency Directive establishes a set of binding measures intended to help the EU reach its 20% energy efficiency target by 2020. Under the Directive, all EU countries are required to use energy more efficiently at all stages of the energy chain from its production to its final consumption. EU countries were required to transpose the Directive's provisions into their national laws by 5 June 2014.

Most of the lighting used in Egypt is to a great extent
responsible for the system peak time electricity
production; in addition to high electricity bills, it has a
negative impact on the environment by requiring the
combustion of greater quantity of fuel in power plants
resulting in atmospheric pollutants shown to cause global
warming.

equipment through its efficient utilization, it was

Compact Fluorescent Lamps and Electronic Ballasts have
been targeted to reduce the share of lighting in total energy
consumption, based on the following:
• Simple technology, does not need special preparation.
• Simple and short pay back period.
• Direct and high impact on energy saving and CO2 reduction.

Using CFL lamp saves 80% of the electricity consumed by the
equivalent incandescent one, therefore leading to a corresponding
average energy savings per one lamp over its lifetime of about 750
kWh and a corresponding fuel savings of 225 kg oil equivalent and
675 kg CO2 reductions.
Using of low Wattage tubular fluorescent lamps leads to energy
savings are 10% of its current consumption.
Replacing gradually, magnetic ballasts by electronic ones, leads to
energy savings of around 30%.
Based on current market prices and electricity tariff, CFL is
financially feasible for residential, commercial and industrial users

efficient lighting in the residential sector:
The residential sector consumes 41% of the total electricity
consumption out of which 34% for lighting purposes (13%
of the total consumption) mainly consumed during peak
hours.
Principal barriers to increasing the market penetration of
energy efficient lighting in this sector:
Low awareness by consumers and, to some extent, retailers
concerning the benefits of energy efficient lighting
Lack of experience, and in some cases trust, of the targeted
consumers regarding the performance and quality of new
lighting products;
Usually higher upfront costs of energy efficient lighting
compared to the alternatives with lower efficiency .

Energy Efficiency Program for Street Lighting
Energy consumption of street lighting in Egypt reached 6.1
TWh in year 2010/2011 representing 4.9% of the total
electricity consumed by the country with a cost of about L.E
2.8 billion.
Upon recommendations of the Supreme Council of Energy,
an energy efficiency street lighting program is currently
implemented in coordination between the Ministry of
Finance, Ministry of Local Development and Ministry of
Electricity and Energy.
