• Vision Statement
– The Energy Policy outlines the following goals – “energy security”, “affordable and
reliable energy supply”; poverty reduction”; “increase foreign exchange earnings”
– EE&C can address the goals by:
• Reducing national energy demand through DSM programs
– Promoting high efficiency appliances
– Promoting fuel switching to renewable resources – electric hot water to solar systems
– Adoption of efficient cooking methods – fuel efficient stoves, LPG
• Core Values of Energy Efficiency
– Economic value – increased competitiveness in Industrial sector through adoption
of efficient technologies lower production costs increase turn-over
lower prices for end-users
– Social Values – improved living standards of consumers through the adoption of
EE technologies (lighting, refrigeration, cooling, cooking etc) lower bills
higher disposable income
– Environmental Values – reduction in greenhouse gas (GHG) emissions from power
plants, industrial processes and biomass in households preservation of natural
forest resources in Myanmar

1. The comprehensive energy database is need to establish.
2. Law and Regulations need to be develop carefully and urgently.
3. The capacity of the stakeholders who are responsible will be built up.
4. International and National Organizations will be more cooperated.
5. Coordination amongst multiple agencies responsible is need to promote
for EE policies and Implementation
6. Financial mechanism shall be created for implementation of EE activities.
7. Public awareness is needed to implement frequently along with the EE
promotion activities.

 Objective: To promote Energy Efficiency and Energy Savings in energy intensive
prioritized sectors:
• Industry
• Commercial, Office and Residential Buildings
• Transportation
 Expected energy savings:
• 2006 – 2010: 3 – 5% of total energy consumption
• 2011 – 2015: 5 – 8% of total energy consumption
(in comparison with the business as-usual scenario without EE improvements in
social economic forecast)

 Law on Energy Saving and Efficiency (No. 50/2010/QH12): Enforced since
1st January 2011. Provides regulations:
1) Energy labels;
2) EE requirements in building codes and construction practices;
3) Requirements for key utilities to offer EE plans;...
4) Energy efficiency standards for appliances, equipment, technology
and products;
 Decision 28/2014/QĐ-TTg on 7 April 2014 (effective from 1 June 2014),
provided subsides for the poor or low income households equivalent to 30
kWh/month. The amount depends on the average retail price set
according to a formula by the Government.

• AC: 68% of air conditioners is correct labeled and 36% of A/Cs displaying 4-5 stars
energy label for better EE from 15-30%;
• Fluorescent ballast: 28% of ballasts display the endorsement label for the better
energy performance from 20-30% of ballasts in the market;
• Motor: 103 motors models display endorsement label for the better energy
performance of 6%;
• Fan : 38% of products correctly labeled, of which 96% of labeled fans display 4-5
stars energy label for better EE of 15-20%;
• CFL : 50% of CFLs display endorsement label for the better energy performance of
5%;
• Rice cooker : 50% of product correctly labeled of which 48% of labeled ones display
the 4-5 stars energy label for better EE of 15-20%;
• 1/2014:
• Refrigerator, 609 models of refrigerators granted certification for energy labels;
• Air conditioner, 60 models of air conditioner granted certification for energy labels.
