Program Manager (U.S. Army Command Sergeant Major) 2009 - Present
• Organizational Director for three separate military units in excess of 350 personnel. Enforced the executive
leadership policies, Standard Operating Procedures, and organizational requirements.
• Saved over 1,000 hours in a 12-month period by devising a plan to adjust the organizations Operations Center
schedule which optimized the ability of an organization comprised of 5,000 employees to complete additional duties
and training; resulted in 25% increase in productivity.
• Taught, mentored and advised the provincial leadership and staff of the Ninewa police force as the Senior Chief
Intelligence Manager/Trainer for the US Army Ninewa Provincial Transition Team in Mosul, Iraq for 14 months. The
police force was comprised of over 27,500 personnel. Trained Iraqi police in areas of intelligence, communications,
crime scene investigation, evidence and detainee handling and processing; optimized the capabilities of Multi-
National Forces to perform their mission to established standards with minimal external support after training was
complete.
• Selected as the Senior Program Manager (Battalion Command Sergeant Major) by Senior Executives (Brigade
Commander and Command Sergeant Major) over 60 other Senior Program Managers due to proven leadership and

UNITED STATES ARMY – Various Locations
Senior Site Lead (U.S. Army Intelligence and Electronic Warfare NCOIC) 1996 –2009
• Supervised, trained, and mentored 81 employees while simultaneously serving as the Program Manager overseeing
the design, implementation, testing, quality assurance, and deployment of six prototype Quick Reaction Capability
(QRC) Intelligence and Electronic Warfare systems and managed resources in excess of $16M; resulted in four of the
six systems being adopted by the US Army and put into service worldwide.
• Program Manager for an electronic maintenance shop of 64 military and civilian employees. Scheduled and
conducted required maintenance/services and production planning for over 2,000 pieces of Electronic Warfare
equipment in excess $20M.
• Performed organizational support maintenance on Intelligence and Electronic Warfare systems. Ensured
maintenance management and quality assurance/quality control (QA/QC), to include service schedules, work order
flow, equipment accountability and maintenance records consistently exceeded Department of the Army standards.
• Used technical knowledge of shop operations to implement an ordering tracking system which over the next year
ordered in excess of $2M in parts, shop and bench stock which was an increase of 33% over the previous year;
resulted in the Operational Readiness Rate to increase from 76% to 98%.
• Implemented training and certifications for 12 employees on Intelligence and Electronic Warfare systems;
completed required training 30 days ahead of schedule. Resulted in an increase of 25% productivity in less than a
12-month period for over 70 Intelligence and Electronic Warfare systems.
• Reduced excess warehouse inventory by 1,645 line items valued at over $2.4M in less than six months which
enabled INSCOM to purchase additional equipment to support the Global War on Terrorism.
• Maintained 232 pieces of electronic equipment with zero calibration deficiencies as the Test Measurement and
Diagnostic Equipment coordinator; resulted in a 100% Operational Readiness Rate exceeding Department of the
Army standard of 90%.
• Drafted over 40 statements of work for Electronic Warfare systems for INSCOM defense contractors. Performed
quality assurance to ensure contract was performed in accordance within the parameters of the statement of work.
