10. PROGRAM GOAL
Beginning SY 2024-2025, learners at risk are
benefitting from appropriate equity initiatives such as
Alternative Delivery Mode One-Stop-Shop Schools
(MISOSA, IMPACT, Open High School System, Night
Schools, Rural Farm Schools, School Initiated
Intervention, Internet-based Distance Education
Program, Homeschooling and Education in
Emergencies) and are able to finish appropriate key
stage.

● By 2025, at least 80% of learners at-risk benefitted from
appropriate equity initiatives such as ADM, attained key
stage standards, and finished the appropriate key stage.
● By 2030, 90% of learners at-risk benefitted from

stage standards, and finished the appropriate key stage.

that are responsive to the needs, context, circumstances,
and diversity of learners.

children and youth who are out of school, adults who
failed to finish basic education, learners with special
needs, learners with extreme difficulty in accessing
schools or those who attend overpopulated schools, and
learners in emergency situations.
