The formation of the Department of Homeland Security (DHS) is an example of a government-wide change initiative to address concerns stemming from a traumatic event. Leading the concerns was dissatisfaction with the way in which the multitude of departments responded, communicated and coordinated their efforts on a macro scale. A lack of an integrated command system was at the heart of this dissatisfaction. The Command systems were designed to work independently, not together. Although New York City mayor, Rudolph Giulianni, instituted a plan to minimize potential conflict among responding agencies, which may have areas of overlapping expertise and responsibility at a local level, the equivalent did not exist at the federal level. The DHS is the federal equivalent to establish channels of communication necessary for smooth operation.
The purpose of this memorandum addresses the following:

The DHS is the collective of more than twenty federal offices. Cyber attacks are constantly evolving and so are the technologies use to protect from them. In order for the National Cyber Security Division to effectively deter them not only do they have to stay up-to-date but also so do all of the strategic plans and directives that they use.
Another initiative is the Federal Law Enforcement Training Center (FLETC) that emerged in the 1980s. This initiative puts forth “efforts to counter international hijackings and financial crimes” (UMUC, 2012). It now also extends law enforcement abroad to help against terrorist activity, international crime, and drug-trafficking (UMUC, 2012). It does those with the partner of Department of State. A challenge that the FLETC faces in providing an effective deterrent to cybersecurity threats are their international limitations. All though they have partnered abroad with select foreign nations they still have restrictions and limitations as to what exactly they can do.

It isn't so much what role the private sector plays in the determination of risks related to the challenges at the local level. It becomes more of what isn't the private sector doing and why aren't they contributing resources to Homeland Security. The private sector continually dedicates resources, funding, and personnel in support of Homeland Security and the operations associated with the partnership. "Within homeland security, there are five partnership archetypes that encompass the types of relationships we share with the private sector" (Department of Homeland Security, 2014, p. 61). These partnership archetypes allow Homeland Security and private sector organizations to utilize such models when challenges, roles, and responsibilities are defined. When challenges, roles, and responsibilities are not defined the problem increases, therefore the flexibility of the models can occur to achieve the desire outcome. The archetypes contribute to the private sector in the determination of risks related to the six challenges associated with Homeland Security. This is because the models can be applied to any situation or involvement between the two at the local level. When a model isn't achievable, the method or intertwining or conjoint models helps achieve in determination.
A specific example of how a privately owned or operated companies and business add or reduce risk in one of the six strategic challenge areas is the Air Cargo Advance Screening (ACAS) Program. This program correlates to the terrorism strategic challenge because it requires the partnership between the federal industry and the airline industry. This requires airline industries to submit documentation of air cargo in advance regarding shipments arriving to the U.S. from foreign locations. Granted this was originally a voluntary process that airlines already participated in, however, in June 2018 it become a requirement. "This is a necessary measure as the Department of Homeland Security (DHS) continues to raise the baseline on aviation security worldwide" (Department of Homeland Security, 2018, p. 1). It is a practical application in mitigating future terrorism because it requires airlines to submit the documentation of air cargo at the earliest possibility before the cargo is loaded on the plane that it's being transported to the U.S. This program aids in the reduction and helps reduce terrorism because terrorism will employ any means necessary to send and receive the necessary tools and equipment to commit terrorist acts against U.S.

These capabilities bring a completely new set of challenges for defending cyberspace over the other domains. The military plays an important role in the defense of the networks. They have five strategic goals:
Ensure that there are forces and capabilities ready to carry out cyber operations
Defend the DoD network and data as well as mitigate the risks to the mission
Defend the U.S. and its vital interests against cyberattacks that could disrupt or destroy them.
Build cyber capabilities to control conflict escalation and shape the conflict.
Increase international security by building alliances that will deter shared threats (DOD 2015).
There can be many issues involved with these tasks. Much of the critical infrastructure is owned by civilian companies. It does not fall under the direct control of the government. This can bring a conflict of interest for those that own the systems. The goal of these companies is to make money. On the other hand network defense costs money and it is difficult to show the return on investment that companies are looking for when they invest in something. Another aspect is perception. Does the military involvement in helping to secure a civilian asset give the perception that the military is watching your controlling the population? These examples show the importance of collaboration between the military and the private sector. The military must understand what type of support the companies need in order to be able to provide that support. Private sector companies must have not only security in place but also contingency plans and define what help they will need from the military to be able to carry those out (Kramer, Butler and Lotrionte 2017). The challenges of cybersecurity are too great for any one entity to tackle alone. There must be cooperation with military, CIA, FBI, local law enforcement, private sector companies, and other countries. Each play a role in cyber defense. There must be intelligence gathering, defense of our own assets, and possible retaliation against the attacker.
Retaliation brings its own set of new challenges. One of the advantages of cyberattacks for the attacker is anonymity. Unlike traditional warfare in can be difficult to tell where the attack came from. Even if it is possible to track down where the attack originated can we be sure that the attack came from a nation state or just an individual within that nation without ties to the government? A lack of an integrated command system was at the heart of this dissatisfaction. The Command systems were designed to work independently, not together. Although New York City mayor, Rudolph Giulianni, instituted a plan to minimize potential conflict among responding agencies, which may have areas of overlapping expertise and responsibility at a local level, the equivalent did not exist at the federal level. The DHS is the federal equivalent to establish channels of communication necessary for smooth operation.
The purpose of this memorandum addresses the following:
· Mission - What does the organization do?
· Vision - What does the organization expect to accomplish?
· Values - What cultural and behavioral norms are established at the senior leadership level and how are they manifested at the operational levels?
· Structure - How is it organized at the senior management level, i.e. what are the executive-level departments or lines of business?
· Implementation - How are organizational Mission, Vision and Values implemented within the departments or lines of business?
· Context - What are the contextual factors (internal and external) that influence the organization's culture and performance?
· Opportunity - What opportunities exist for an HR intervention that will help advance the organizational mission?
The DHS is the collective of more than twenty federal offices. The DHS was formed in response to the terror attacks on September 11th, 2001 when a need for coordination and improved communication among the various government offices became apparent. Since its inception in November 2002, DHS seeks to unify and integrate information and activities to ensure domestic safety and prevention of future terrorist attacks. The DHS officially opened its doors in March 2003 and subsequently went through reorganization in July 2005.

A challenge that the National Cyber Security Division faces in providing an effective deterrent to cybersecurity threats are the constant evolving technologies. These include for both good and bad. Cyber attacks are constantly evolving and so are the technologies use to protect from them. In order for the National Cyber Security Division to effectively deter them not only do they have to stay up-to-date but also so do all of the strategic plans and directives that they use.
Another initiative is the Federal Law Enforcement Training Center (FLETC) that emerged in the 1980s. This initiative puts forth “efforts to counter international hijackings and financial crimes” (UMUC, 2012). It now also extends law enforcement abroad to help against terrorist activity, international crime, and drug-trafficking (UMUC, 2012). It does those with the partner of Department of State. A challenge that the FLETC faces in providing an effective deterrent to cybersecurity threats are their international limitations. All though they have partnered abroad with select foreign nations they still have restrictions and limitations as to what exactly they can do.

It isn't so much what role the private sector plays in the determination of risks related to the challenges at the local level. It becomes more of what isn't the private sector doing and why aren't they contributing resources to Homeland Security. The private sector continually dedicates resources, funding, and personnel in support of Homeland Security and the operations associated with the partnership. "Within homeland security, there are five partnership archetypes that encompass the types of relationships we share with the private sector" (Department of Homeland Security, 2014, p. 61). These partnership archetypes allow Homeland Security and private sector organizations to utilize such models when challenges, roles, and responsibilities are defined. When challenges, roles, and responsibilities are not defined the problem increases, therefore the flexibility of the models can occur to achieve the desire outcome. The archetypes contribute to the private sector in the determination of risks related to the six challenges associated with Homeland Security. This is because the models can be applied to any situation or involvement between the two at the local level. When a model isn't achievable, the method or intertwining or conjoint models helps achieve in determination.
A specific example of how a privately owned or operated companies and business add or reduce risk in one of the six strategic challenge areas is the Air Cargo Advance Screening (ACAS) Program. This program correlates to the terrorism strategic challenge because it requires the partnership between the federal industry and the airline industry. This requires airline industries to submit documentation of air cargo in advance regarding shipments arriving to the U.S. from foreign locations. Granted this was originally a voluntary process that airlines already participated in, however, in June 2018 it become a requirement. "This is a necessary measure as the Department of Homeland Security (DHS) continues to raise the baseline on aviation security worldwide" (Department of Homeland Security, 2018, p. 1). It is a practical application in mitigating future terrorism because it requires airlines to submit the documentation of air cargo at the earliest possibility before the cargo is loaded on the plane that it's being transported to the U.S. This program aids in the reduction and helps reduce terrorism because terrorism will employ any means necessary to send and receive the necessary tools and equipment to commit terrorist acts against U.S.

They have five strategic goals:

Build cyber capabilities to control conflict escalation and shape the conflict.

There can be many issues involved with these tasks. Much of the critical infrastructure is owned by civilian companies. It does not fall under the direct control of the government. This can bring a conflict of interest for those that own the systems. The goal of these companies is to make money. On the other hand network defense costs money and it is difficult to show the return on investment that companies are looking for when they invest in something. Another aspect is perception. Does the military involvement in helping to secure a civilian asset give the perception that the military is watching your controlling the population? These examples show the importance of collaboration between the military and the private sector. The military must understand what type of support the companies need in order to be able to provide that support. Private sector companies must have not only security in place but also contingency plans and define what help they will need from the military to be able to carry those out (Kramer, Butler and Lotrionte 2017). The challenges of cybersecurity are too great for any one entity to tackle alone. There must be cooperation with military, CIA, FBI, local law enforcement, private sector companies, and other countries. Each play a role in cyber defense. There must be intelligence gathering, defense of our own assets, and possible retaliation against the attacker.
Retaliation brings its own set of new challenges. One of the advantages of cyberattacks for the attacker is anonymity. Unlike traditional warfare in can be difficult to tell where the attack came from. Even if it is possible to track down where the attack originated can we be sure that the attack came from a nation state or just an individual within that nation without ties to the government? The tragedies of 9/11 marked a turning point in the perception of the word “crisis,” especially to people in the United States who had never experienced such an attack on their own soil. The attacks were also a turning point in the perceptions of crisis management and crisis communications.
A crisis management/communications plan saved the lives of numerous people in the World Trade Center (WTC) on that fateful day. Rick Rescola was head of security for Morgan Stanley, which occupied 40 floors in one of the WTC towers. After the 1993 terrorist attack on the WTC, Rescola formed a crisis management team to try to avert an attack or to help employees survive another attack. The team members were in agreement that another attack would occur, and that it would probably occur at the WTC because of the symbolism of the towers being the tallest in the United States.
Team Rescola, as it was called, determined that the next attack would not be a ground attack, because the garage was protected after the 1993 incident. They even took a test flight around the buildings and predicted the attack would be by air.
Crisis communications was necessary to convince employees and managers that preparations needed to be made and that training for evacuation was necessary, and to explain how it would be done. Subsequently, there were drills. Rescola had lighting put in the stairways, and every person knew where the stairways were.
When the planes struck, WTC security advised all persons that it was safer to stay in the building. Rescola and his team began to evacuate employees. A glitch occurred in that one of the stairways was blocked by debris. Visibility was hampered either by smoke or darkness or both. Survivors and some of Rescola’s team members, consultants who were not in the building at the time, told the History Channel that team Rescola went to each floor and yelled, “Is anyone here?” If so, they led them out by alternate stairways. They say the team saved 95 percent of the total number of Morgan Stanley employees.
However, there was not enough time for them to reach every floor. Rescola and some of his team members died when the buildings collapsed. His wife said, when she saw the buildings go down on television, she knew her husband was there still trying to get everyone out.

2. Imagine the employees who objected to the training: what would be persuasive messages to them?

Are Graphic Novels Literature: MAUS: a Survivor’s Tale as a Model
Literature has an ever-broadening definition. Oxford advanced learner’s English dictionary defines literature as a piece of writing that is valued as a work of art. With such a broad definition who is to say that newspapers, graffiti, advertisement and even shopping lists are not literature. For many years graphic novels have been considered immature and lacking of literary qualities and the debate of whether or not they are a form of literature has been put on pause. After the winning of Art Spiegelman’s graphic novel Maus: a Survivor’s Tale with Pulitzer’s literary prize, and Alan Moore’s graphic novel Watchmen being listed as one of all-time best novels by Time magazine, the subject has been opened for debate again.
This research aims to address the highly controversial topic of whether graphic novels are literature or not, and intends to answer the question by conducting a study on Art Spiegelman’s graphic novel Maus: a Survivor’s Tale. The presented research will try to answer the main question Are Graphic Novels Literature?. The research will study Maus: a Survivor’s Tale by applying elements of literature such as plot, symbols, characters, themes, tone and setting.

- 1. The U.S. Department of Homeland Security has identified what is determined to be critical infrastructure assets that are designated as potentially being of terrorist interest. Although the final responsibility and mission for protecting those assets and sectors of each remains with the DHS, the initial accountability rests with local ownership and authorities. The DHS has formulated a National Infrastructure Protection Plan to explain and describe the national responsibility. A very significant majority of the infrastructure elements are under private or corporate ownership and maintenance and must share the bulk of responsibility for protection and security under their own mission plans for security. Assignment Guidelines Address the following in 3–4 pages: What is the National Infrastructure Protection Plan (NIPP)? When was it created? Who created it? Why was it created? Explain. How important is the private sector with regard to critical infrastructure protection? Why? What types of strategies can be used for critical infrastructure protection (CIP)? What strengths currently exist in the United States with regard to CIP? Explain. What weaknesses still need to be addressed? Why? How can federal agencies effectively cooperate with private sector organizations? Explain. What types of information should be disseminated to private sector organizations that are responsible for key assets? Explain. What types of information, if any, should be withheld from the private sector? Why?
