The knowledge management is a model involving the information system in the knowledge
processing. “Tim Penyelesaian Kerugian Negara” (TPKN) is one of sources of information related to the
state loss settlement, so it needs the development of knowledge management system on the state loss
settlement to ease the users when looking for the references of knowledge as completely as possible,
accurately, and quickly. This research aims to develop the system of knowledge management on the state
loss in LAPAN (SIMAPKLA). The used research methodology is Knowledge Management System Life
Cycle (KMSLC). The tacit, explicit knowledge is taken from the experts and it is stored in the Knowledge
Base (KB). The design model uses the approach with the orientation of object and implementation with Yii
Framework and blackbox testing. The menu on this system includes home, about us, dictionary, news,
meeting schedulles, knowledge about state loss, e-document, progress, forum, and contact us. Based on a
series of tests, in the aspect of functionality, this system is suitable and useful to share knowledge and
know the development of state loss settlement.

institution. This study reveals that all variables which
include the model of TAM theory have a positive impact
on the user's performance. It also improvesthe
effectiveness of the information system within the
government institution, especially the implementation of
the financial management information system.

The Philippine Government, specifically the Commission on Audit, has made efforts to develop an Accounting System called the e-NGAS. It has an objective to improve productivity, transparency and accountability in financial management. However, as a system was introduced for agency adaptation, after a decade many agencies have not yet adopted it and it includes some agencies in the Province of Nueva Ecija. The researcher believes that understanding the factors of not adapting to the said system is the first step for a successful system implementation. Thus, this study seeks to identify, summarize, and better understand the factors that could affect user resistance. Adapted from the Theory of resistance by Klaus and Blanton (2010), factors are classified into four determinants as Organizational, Individual, Technical and Process Factors. However, technical factors are not included in the analysis of this study and are recommended for future studies. A total of thirty Government Accounting Employees from agencies that do not yet adapt to the eNGAS have answered the given structured questionnaire. And as a result, it reveals that Organizational and Process factors significantly affect the users. The factors such as lack of communication, lack of top management support, lack of training, lack of resources, work inconvenience, needed changes in employee's jobs and skills and communication process are among the factors specifically identified by the respondents. Through the information brought about by these studies, the researcher aims that it can help the eNGAS Steering Committee to develop more comprehensive strategies that can address such said factors.

The coronavirus disease-19 (COVID-19) pandemic has spread to various countries including Indonesia. Thus, implementing large-scale social restrictions (Bahasa: Pembatasan Sosial Berskala Besar (PSBB)) has resulted in the paralysis of the economy in Indonesia. including micro, small, and medium enterprises (MSMEs) have decreased turnover and even went out of business. The Department of Cooperatives and Small and Medium Enterprises (SMEs) in Pesawaran Regency, Lampung, oversees 3,808 MSMEs, whose development should be monitored as a basis for determining policies. However, there are problems in classifying MSMEs according to their categories because they have to check the existing data one by one, so it takes a long time. Therefore, this study proposed the C4.5 algorithm to solve this problem. In addition, this research compared with the naïve Bayes algorithm to find out which algorithm had a good performance and is suitable for this case. The results showed that 91% of MSMEs were included in the micro category, 8% was in a small category, and 1% was in the medium category. Based on the results, it explained that the C4.5 algorithm was bigger than naïve Bayes with a difference in the value of 3.79%. It had an accuracy value of 99.2%. Meanwhile, naive Bayes was 95.41%.

Taxpayers will judge by the first impression when communicating with the people engaged in service delivery and 2) Attention. When delivering services, staff should consistently pay attention to and understand what is expected by taxpayers. If the public hasy shown enthusiasm in paying taxes, Samsat staff should make the required action immediately to respond to the public enthusiasm.

Today’s concept of Open Government Data (OGD) for openness, transparency and ease of
access of data owned by government agencies becomes increasingly important. This initiative emerges
from the demand of data usersforthe data belongs to the government agencies. The data services
providing an easy access, cheap, fast, and interoperability are needed by the users and becomes
important indicator performance for respective government agencies. Statistical Data and Metadata
Exchange (SDMX) is a new standard format in the data dissemination activities particularly in the
exchange of statistical data and metadata via Internet. In this respect SDMX support the implementation of
OGD project. This paper is on the technical design, development and implementation of data and
metadata exchange service of statistical data using SDMX format to support interoperability data through
web services. Three results are proposed: (i) framework for standardization of structure of statistical
publications data model with SDMX; (ii) design architecture of data sharing model; and (iii) web service
implementation of data and metadata exchange service using Service Oriented Analysis and Design
(SOAD) method. Implementation at Statistics Indonesia (BPS) is chosen as a case study to prove the
design concept. It is shown through quantitative assessment and black box testing that the design
achieves its objective.

So, there is need to find the determinants which influence employee’s adoption and uses of e-procurement systems. This research study assesses the organizational and individual determinants that influence the use of e-procurement system in Uttarakhand public sector. This study provides managers with the valuable information to take intervention programs to achieve greater acceptance and usage of e-procurement system. Data collected for this study by the means of a survey conducted in Uttarakhand state in 2011. A total 1200 questionnaire forms were distributed personally and online to employees using e-procurement system in Uttarakhand.
An Analysis of the Adaptation of Electronic new Government Accounting System ...IJAEMSJORNAL
The Philippine Government, specifically the Commission on Audit, has made efforts to develop an Accounting System called the e-NGAS. It has an objective to improve productivity, transparency and accountability in financial management. However, as a system was introduced for agency adaptation, after a decade many agencies have not yet adopted it and it includes some agencies in the Province of Nueva Ecija. The researcher believes that understanding the factors of not adapting to the said system is the first step for a successful system implementation. Thus, this study seeks to identify, summarize, and better understand the factors that could affect user resistance. Adapted from the Theory of resistance by Klaus and Blanton (2010), factors are classified into four determinants as Organizational, Individual, Technical and Process Factors. However, technical factors are not included in the analysis of this study and are recommended for future studies. A total of thirty Government Accounting Employees from agencies that do not yet adapt to the eNGAS have answered the given structured questionnaire. And as a result, it reveals that Organizational and Process factors significantly affect the users. The factors such as lack of communication, lack of top management support, lack of training, lack of resources, work inconvenience, needed changes in employee's jobs and skills and communication process are among the factors specifically identified by the respondents. Through the information brought about by these studies, the researcher aims that it can help the eNGAS Steering Committee to develop more comprehensive strategies that can address such said factors.
Implementation of the C4.5 algorithm for micro, small, and medium enterprise...IJECEIAES
The coronavirus disease-19 (COVID-19) pandemic has spread to various countries including Indonesia. Thus, implementing large-scale social restrictions (Bahasa: Pembatasan Sosial Berskala Besar (PSBB)) has resulted in the paralysis of the economy in Indonesia. including micro, small, and medium enterprises (MSMEs) have decreased turnover and even went out of business. The Department of Cooperatives and Small and Medium Enterprises (SMEs) in Pesawaran Regency, Lampung, oversees 3,808 MSMEs, whose development should be monitored as a basis for determining policies. However, there are problems in classifying MSMEs according to their categories because they have to check the existing data one by one, so it takes a long time. Therefore, this study proposed the C4.5 algorithm to solve this problem. In addition, this research compared with the naïve Bayes algorithm to find out which algorithm had a good performance and is suitable for this case. The results showed that 91% of MSMEs were included in the micro category, 8% was in a small category, and 1% was in the medium category. Based on the results, it explained that the C4.5 algorithm was bigger than naïve Bayes with a difference in the value of 3.79%. It had an accuracy value of 99.2%. Meanwhile, naive Bayes was 95.41%.

This particular article aims to analyze and describe: the complexity of realizing good governance in public services. The research method used is the qualitative method. The findings indicate that punctuality in service delivery is affected by apparatuses’ physiological (physical and mental) abilities. Physiological abilities can be measured through 1) Attitudes. The success in service delivery rests on all people engaged inservice delivery. Either directly or indirectly, the image of Samsat Gorontalo will be depicted by its service delivery. Taxpayers will judge by the first impression when communicating with the people engaged in service delivery and 2) Attention. When delivering services, staff should consistently pay attention to and understand what is expected by taxpayers. If the public hasy shown enthusiasm in paying taxes, Samsat staff should make the required action immediately to respond to the public enthusiasm.
The purpose of this study is to determine the competence of human resources that affect an employee's financial reporting to be part of the management process must have three competencies, namely technical competence, human relations competence and conceptual competence. So that the financial statements have a very important meaning because it is a form of accountability in carrying out its activities during a performance-based budget year. The submitted financial statements are required to be timely, complete / complete, valid, and accountable which are prepared based on accounting principles. The unit of analysis in this study is the financial institution of universities in Palembang-Indonesia. The results show that the competence of human resources that affect an employee's financial reporting affects the value of financial reporting significantly. Furthermore, it was found that financial reporting could change because of the human resource survey survey at universities in Palembang.

This document summarizes research on knowledge sharing and transfer among frontline personnel at PT Wahana Ottomitra Multiartha, Tbk, a leading finance company in Indonesia. The researchers developed several models to improve knowledge sharing, including a basic model of the frontline system, a knowledge transfer model focusing on the roles of supervisors and experienced/new frontline officers, and a knowledge sharing model illustrating the connection between tacit and explicit knowledge. A knowledge update model was also proposed to prioritize new knowledge related to core frontline procedures. important indicator performance for respective government agencies. Statistical Data and Metadata
Exchange (SDMX) is a new standard format in the data dissemination activities particularly in the
exchange of statistical data and metadata via Internet. In this respect SDMX support the implementation of
OGD project. This paper is on the technical design, development and implementation of data and
metadata exchange service of statistical data using SDMX format to support interoperability data through
web services. Three results are proposed: (i) framework for standardization of structure of statistical
publications data model with SDMX; (ii) design architecture of data sharing model; and (iii) web service
implementation of data and metadata exchange service using Service Oriented Analysis and Design
(SOAD) method. Implementation at Statistics Indonesia (BPS) is chosen as a case study to prove the
design concept. It is shown through quantitative assessment and black box testing that the design
achieves its objective.

applications. The antennas had been designed, simulated and parametrically studied in CST Microwave
studio. By introducing u-slot, dual-band operation with its operating mode centered at frequency 2.4GHz,
3.65GHz and 5.2GHz had been obtained. The gain and directivity had been improved by adjusting the
parameters of the antennas. The gain of the proposed designs was 6.019dBi, 4.04dBi and 6.22dBi and
directivity was 6.02dBi, 4.05dBi and 6.22dBi at resonant frequencies 2.4GHz, 3.6GHz and 5.2GHz
respectively. The patch antennas had been proposed to be used in portable devices that require
miniaturized constituent parts.

This document describes an improved ant colony optimization (ACO) algorithm for 3D robot path planning to avoid obstacles. It proposes modifying the pheromone updating and transition probability functions of the ACO algorithm. Specifically, it introduces a distance factor to the transition probability function to encourage paths closer to a direct line between start and end points. It also uses fuzzy control to vary the pheromone amount based on iteration count and path length, rather than a fixed value. Simulation results show the improved ACO finds better paths with fewer iterations than the conventional ACO algorithm.

A kind of fuzzy-PID controller with adjustable factor is designed in this paper. Scale factor’s selfadjust
will come true. Fuzzy control algorithm is finished in STEP7 software, and then downloaded in S7-
300 PLC. WinCC software will be used to control the change-trend in real time. Data communication
between S7-300 PLC and WinCC is achieved by MPI. The research shows that this fuzzy-PID controller
has better robust capability and stability. It’s an effective method in controlling complex long time-varying
delay systems.
This paper proposed a nonlinear robust control for spacecraft attitude based on passivity and
disturbance suppression vector. The spacecraft model was described using quaternion. The control law
introduced the suppression vector of external disturbances and had no information related to the system
parameters. The desired performance of spacecraft attitude control could be achieved using the designed
control law. And stability conditions of the nonlinear robust control for spacecraft attitude were given. The
stability could be proved by applying Lyapunov approach. The verification of the proposed attitude control
method was performed through a series of simulations. The numerical results showed the effectiveness of
the proposed control method in controlling the spacecraft attitude in the presence of external disturbances.
The main benefit of the proposed attitude control method does not need angular velocity measurement
and has its robustness against model uncertainties and external disturbances.

The automatic monitoring system of communication base which is an important means to realize
modernization of mobile communication base station management. In this paper, we implement a
monitoring system for communication base with three essential functions which are telemetry, remote
control and communication. In this system, data acquisition unit, data transmit unit and monitoring centre
unit are combined to form this monitoring system. The system can check the communication base status
anytime through GSM SMS (short message service), and can send predefined command to perform
remote data collection and monitoring in the special conditions. It is suitable especially for the alarm of
unusual situation, the monitoring of environmental information and entrance guard information. The paper,
firstly, proposes the architecture of the monitoring system; secondly, proposes the terminal of monitoring
system. The data collection terminal is studied and designed, including hardware design based on
embedded system and software design. Finally, presents implmentation and results. The monitoring
system can improve the integrity, reliability, flexibility and intellectuality of monitoring system. The system
with modular structure, which is low-cost, fitter and easier to move and operate, can be expanded
according to practical need and is reliable and effective through field test.

The dental implant surgical applications full of risk because of the complex anatomical
architecture of craio-maxillofacial area. Therefore, the surgeons move towards computer-aided planning
for surgeries and then implementation using robotic assisted tele-operated techniques. This study divided
into four main parts. The first part is developed by computer-aided surgical planning by image modalities.
The second part is based on Virtual Surgical Environment through virtual force feedback haptic device.
The third part is implemented the experimental surgery by integrating the prototype surgical manipulator
with the haptic device poses using inverse kinematics method. The fourth part based on monitoring the
robotic manipulator pose by using image guided navigation system to calculate the position error of the
surgical manipulator. Thus, this tele-robotic system is able to comprehend the sense of complete practice,
improve skills and gain experience of the surgeon during the surgery. Finally, the experimental outcomes
show in satisfactory boundaries.
This paper proposes an adaptation mechanism based on adaptation planning graph for servicebased
business processes. First, a three-layer representation model of service-based business process is
introduced. Second, control-flow patterns of tasks, goal, logic model of service-based business process
and adaptation planning graph are introduced to enforce reliability of composite web services at run-time.
Finally, a simulation example of adaptation in service-based business processes is given. Simulations
prove that this approach can efficiently guarantee the reliability of composite services at run-time.

In order to stabilize planar inverted pendulum, after analyzing the physical characteristics of the
planar inverted pendulum system, a pendulum nine-point controller and a car nine-point controller for Xaxis
and Y-axis were designed respectively. Then a fuzzy coordinator was designed using the fuzzy
control theory based on the priority of those two controllers, and the priority level of the pendulum is higher
than the car. Thus, the control tasks of each controller in each axis were harmonized successfully. The
designed control strategy did not depend on mathematical model of the system; it depended on the control
experience of people or the control experts. The compared experiments showed that the control strategy
was easy and effective, what was’s more; it had a very good robust feature.

The measurement data of parameter in the electrical equipment contains many noises in subway
integrated monitoring system. To eliminate the impact of gross error in the measurement data, a
polynomial least square curve fitting algorithm is used in this paper. Based on the Rajda criterion, the
algorithm gives the variance estimation of the noises, and then uses dynamic threshold to detect and
replace the measurement data with gross error by statistical estimation. Finally, a data processing
procedure has been presented to deal with the gross error. The practical application indicates that the
proposed algorithm can effectively eliminate the gross error in many types of measurement signals so as
to ensure the reliability of the monitoring system.

According to principle of transient electromagnetic method as well as its signal characteristics,
this paper designed and implemented a time-domain airborne electromagnetic weak signal data
acquisition system. With the use of the floating-point amplification technology, the system amplifies the
weak transient electromagnetic signal dynamically. CPLD and DSP were used as the decoding control
circuit and the main controller for processing the sampled data, respectively. The transient electromagnetic
signal acquisition system, which was designed with a dynamic range up to 144dB and a sampling rate up
to 100 kHz, meets the requirements of the high sampling rate with high precision and it has been applied in
the time-domain fixed-wing airborne electromagnetic mineral exploration.
INS/GPS integrated navigation system is studied in this paper for the hypersonic UAV in order to
satisfy the precise guidance requirements of hypersonic UAV and in response to the defects while the
inertial navigation system (INS) and the global positioning system (GPS) are being applied separately. The
information of UAV including position, velocity and attitude can be obtained by using INS and GPS
respectively after generating a reference trajectory. The corresponding errors of two navigation systems
can be obtained through comparing the navigation information of the above two guidance systems.
Kalman filter is designed to estimate the navigation errors and then the navigation information of INS are
corrected. The non-equivalence relationship between the platform misalignment angle and attitude error
angle are considered so that the navigation accuracy is further improved. The Simulink simulation results
show that INS/GPS integrated navigation system can help to achieve higher accuracy and better antiinterference
ability than INS navigation system and this system can also satisfy the navigation accuracy
requirements of hypersonic UAV.

The space target recognition algorithm, which is based on the time series of radar cross section
(RCS), is proposed in this paper to solve the problems of space target recognition in the active radar
system. In the algorithm, EMD method is applied for the first time to extract the eigen of RCS time series.
The normalized instantaneous frequencies of high-frequency intrinsic mode functions obtained by EMD are
used as the eigen values for the recognition, and an effective target recognition criterion is established.
The effectiveness and the stability of the algorithm are verified by both simulation data and real data. In
addition, the algorithm could reduce the estimation bias of RCS caused by inaccurate evaluation, and it is
of great significance in promoting the target recognition ability of narrow-band radar in practice.

improve the speed of matching. Experiment results show the time performance of the improved algorithm
is better than traditional BM algorithm, AC algorithm and the AC-BM algorithm. It can improve the
efficiency of on-line monitoring of anti-money laundering.
Design of a Subsequent Water Detection System Controlled by the MicrocontrollerNooria Sukmaningtyas
This article instructs the subsequent water detection system design and implementation of sanitary
ware. This system used C8051f040 Microcontroller as the main control module and communication
module which controlled the operation of the entire system, touch screen as a position machine,and
made use of metal probing technique and weighing sensor technology to realize data test, collection,
display, storage and export. At last, the experimental results showed that this system meets the expected
requirement and can measure the subsequent water more accurately.
DEEP LEARNING FOR SMART GRID INTRUSION DETECTION: A HYBRID CNN-LSTM-BASED MODELgerogepatton
As digital technology becomes more deeply embedded in power systems, protecting the communication
networks of Smart Grids (SG) has emerged as a critical concern. Distributed Network Protocol 3 (DNP3)
represents a multi-tiered application layer protocol extensively utilized in Supervisory Control and Data
Acquisition (SCADA)-based smart grids to facilitate real-time data gathering and control functionalities.
Robust Intrusion Detection Systems (IDS) are necessary for early threat detection and mitigation because
of the interconnection of these networks, which makes them vulnerable to a variety of cyberattacks. To
solve this issue, this paper develops a hybrid Deep Learning (DL) model specifically designed for intrusion
detection in smart grids. The proposed approach is a combination of the Convolutional Neural Network
(CNN) and the Long-Short-Term Memory algorithms (LSTM). We employed a recent intrusion detection
dataset (DNP3), which focuses on unauthorized commands and Denial of Service (DoS) cyberattacks, to
train and test our model. The results of our experiments show that our CNN-LSTM method is much better
at finding smart grid intrusions than other deep learning algorithms used for classification. In addition,
our proposed approach improves accuracy, precision, recall, and F1 score, achieving a high detection
accuracy rate of 99.50%.

Climate change's impact on the planet forced the United Nations and governments to promote green energies and electric transportation. The deployments of photovoltaic (PV) and electric vehicle (EV) systems gained stronger momentum due to their numerous advantages over fossil fuel types. The advantages go beyond sustainability to reach financial support and stability. The work in this paper introduces the hybrid system between PV and EV to support industrial and commercial plants. This paper covers the theoretical framework of the proposed hybrid system including the required equation to complete the cost analysis when PV and EV are present. In addition, the proposed design diagram which sets the priorities and requirements of the system is presented. The proposed approach allows setup to advance their power stability, especially during power outages. The presented information supports researchers and plant owners to complete the necessary analysis while promoting the deployment of clean energy. The result of a case study that represents a dairy milk farmer supports the theoretical works and highlights its advanced benefits to existing plants. Car accident rates have increased in recent years, resulting in losses in human lives, properties, and other financial costs. An embedded machine learning-based system is developed to address this critical issue. The system can monitor road conditions, detect driving patterns, and identify aggressive driving behaviors. The system is based on neural networks trained on a comprehensive dataset of driving events, driving styles, and road conditions. The system effectively detects potential risks and helps mitigate the frequency and impact of accidents. The primary goal is to ensure the safety of drivers and vehicles. Collecting data involved gathering information on three key road events: normal street and normal drive, speed bumps, circular yellow speed bumps, and three aggressive driving actions: sudden start, sudden stop, and sudden entry. The gathered data is processed and analyzed using a machine learning system designed for limited power and memory devices. The developed system resulted in 91.9% accuracy, 93.6% precision, and 92% recall. The achieved inference time on an Arduino Nano 33 BLE Sense with a 32-bit CPU running at 64 MHz is 34 ms and requires 2.6 kB peak RAM and 139.9 kB program flash memory, making it suitable for resource-constrained embedded systems.

US$942.95 thousand, ¥237.18 million, EUR4.67 million; AUD306.10 thousand.
The problems of state loss management in LAPAN are (1) the need to improve
Guidance of State Loss Settlement in LAPAN as regulated in Decree of LAPAN No:
Kep/190/X/2004 that is not relevant anymore with the development of regulation and legislation,
2) the importance of understanding on the state loss settlement in every work unit, (3) the
transfer of human resource as the management of state loss cases that is not followed by the
transfer of knowledge, (4) Few source documents that hamper the state loss settlement, (5)
difficulty in knowing the stages of every case of state loss.
Based on the aforementioned problem, it needs SIMAPKLA that is interaction of
technology and mechanism to support the process of knowledge management [7]. Web based
application using the Knowledge Management System and utilize the current technology, so
that any data, information and knowldege could be processed accurately and quickly accessible
[8], and SIMAPKLA using it.
The previous research related to the development is to plan Knowledge Management
System for the Integrated One-Stop Licensing Service, in order to anticipate several problems in
the interaction of work, problem solution, including the loss of tacit, explicit knowledge from the
employees of Integrated One-Stop Licensing Service (PPTSP) due to the rotation and mutation
in the development of career for the employees [9]. Besides, other researches develop the
system of knowledge management in the choosing of seed and high-yielding varieties of rice in
which farmers, people, organization, and experts can easily and quickly get the knowledge
about the seed and variety of rice as well as the consultation with model of linear cycle of
Giarrantano and Rilley [10]. Moreover, the research is about planning an application of
knowledge management as the media to document the knowledge and facility to support a
culture of knowledge sharing in the subdivision of Oracle Financial in Orang Tua Group [11].
Knowledge can use to get form solution for the ultimate question [12]. The difference from the
previous researches is the used method in developing the Knowledge Management System and
the taken object and case study. The system to develop is based on information and monitoring
on every case of state loss.
SIMAPKLA is expected as the Work Unit media (chairman of work unit, officials making
the commitment, provider team of goods and service), TPKN, and internal auditor of LAPAN to
share knowledge about state loss. Besides, SIMAPKLA is useful to track the development of
state loss settlement.
2. Research Method
The used methodology in planning SIMAPKLA is with Knowledge Management System
Development Life Cycle [13] as seen in Figure 1.

The stages of this research include the evaluate existing infrastructure, form the KM
team, knowledge capture, design KMS blueprint, verify and validate the KM system, implement
KM system, and testing KM system.
Evaluate existing infrastructure by learning the on-going system is done until the
condition of current can be known. Analyzing the infrastructure of LAPAN, analyzing system
related to infrastructure, reviewing document, observation, and interview. The analyzed
infrastructure in this research is about the analysis of technological infrastructure from
hardware, software, and human resource. A stage of form the KM team is done with the
purpose to build the knowledge management system.
In the stage of knowledge capture [14], the knowledge is categorized into as follows:
a) Explicit knowledge is from several media related to the state loss settlement in LAPAN
(documents of Report of Examination from BPK, Inspektorat of LAPAN, Follow-up
Observation of Compensation, Follow-up Observation on Report of Examination of BPK,
TPKN Report, and legislation.
b) The tacit knowledge is from the experts related to the state loss settlement from the State
Losses Settlement Team of LAPAN including Biro Umum, Inspektorat, and Biro Renor.
c) Knowledge Developer gets the knowledge from the experts and it is used to develop the
knowledge base that will be used in searching the knowledge.
The stage of design KM blueprint uses the object-oriented approach with UML [15]. It is
categorized based on the system behaviour including use case diagram for every doer, the
planning of database with Entity Relationship Diagram (ERD) and interface including menu,
sketch, and display. In the stage of verify KM system, the program is verified whether the
knowledge related to the state loss settlement is true or not. The outcome of knowledge is
checked to know whether it is true or not. The validation of system is done to ensure that the
system is based on need and demand of users.
The implementation stage is implemented with Yii Framework and MySQL database.
The system checking uses the blackbox [16]. The testing process is conducted with a series of
test cases to know the system functionality.
3. Result and Analysis
Based on the stages in the previous chapters, the results of every stage are as follows:
3.1. Evaluate Existing Infrastructure
In this stage, the discussion is the evaluation on the infrastructure availability in terms of
technology, including software, hardware, and human resource. The evaluation on infrastructure
availability in terms of technology is implemented by doing interview with Sub-division
Pemasyarakatan dan Sarana Informasi Kedirgantaraan (PSIK) of Biro Kerjasama dan Humas
(KSH) from LAPAN Topology of Central LAPAN network in Rawamangun is shown in Figure 2
and that of LAPAN network is in Figure 3.

The network infrastructures of LAPAN are:
a) Firewall, switch, and Wi-Fi;
b) In the central office of LAPAN, the connecting media of every core switch to distribution
switch with FO, from the distribution switch to user with UTP cable and wireless.
3.2. Form the KM Team
The team is formed to build the knowledge management system of state loss
settlement from the people directly and indirectly involved in the building of system, namely:
a) The Project Manager has the role as the responsible person in the development of
knowledge management system for state loss settlement.
b) The source of knowledge has the role as the experts in their own field in building a
Knowledge Base;
c) The data collector has the role to collect data/document related to the state loss;
d) The system analyst has the role to plan the development of knowledge management
system of state loss settlement in which the plan will be used as the reference by the
programmer for the implementation;
e) The programmer has the role to manage the coding from the result of System Analyst
planning.
3.3. Knowledge Capture
The knowledge exchange is only when during the case of state loss. When there is a
case of state loss, the users ask questions via email or phone to State Losses Settlement Team
of LAPAN and the solution on the problem is searched. Then, the meeting is conducted to
discuss the case after the case is given to State Losses Settlement Team of LAPAN. There is
no online media to exchange the knowledge related to the state loss settlement that can be
used as the learning media of work unit about the state loss settlement and to understand the
development of the settlement in every Work Unit in LAPAN. Besides, there is no document
storage (repository) in LAPAN related to the state loss, so it will be difficult to know the state
loss and its development. So, it needs the storage into a knowledge base that can be used to
help users know the knowledge base about the state loss and its development.
With the Knowledge Management System of State Loss Settlement, it is expected to
support the process of knowledge sharing related to the state loss settlement more effectively,
so Work Unit can learn to handle every case of state loss. Work Unit can be more independent
in solving every case of state loss with the reference on the Knowledge Base. Meanwhile, the
discussion forum can facilitate the Work Unit to participate in discussing certain topic related to
state loss settlement. E-document is provided to share document related to state loss. The
knowledge map is in Figure 4.

In this stage, Use Case Diagram functions to describe the built system behaviour. Use
case on SIMAPKLA is shown in Figure 5, 6, and 7 including the actors as the visitor of the
system (Work Unit in LAPAN with limited access to search, download document, and ask the
questions related to the state loss, admin as the IT staff in TPKN-LAPAN with the role to
manage system, secretariat of TPKN-LAPAN with the role to manage dictionary, news, meeting
agenda, e-document, TP/TGR, members of TPKN-LAPAN with the role to enter the knowledge
related to the state loss and answer the question from every users, and head and vice-head of
TPKN-LAPAN with the highest access to edit the knowledge on state loss and agreement on
the knowledge from members of TPKN and use case including the management of home,
profile, dictionary, knowledge of state loss, news, validation, meeting agenda, e-document,
forum, TP/TGR, contact and admin.

In the planning of database with ERD [17]. It has sixteen entities, consist of: pegawai,
level, profile, dictionary, knowledge, meetingschedule, news, edocument, debitur, loss,
payment, category, thread, question_answer, customercare, and contact. ERD of SIMAPKLA is
shown in Figure 9.

After the database planning, it needs the interface planning. In this stage, the interface
is designed with every page containing header, footer, and the centre with two parts, in which
the left part is menu navigation and the left part is content describing every chosen menu, The
homepage is divided into administrator page and user page. The navigation of SIMAPKLA is
shown in Figure 10.

3.5. Verify and Validate the KM System
The verification and validation on the feedback related to knowledge about the state
loss is implemented in this stage. The input of knowledge is verified; it is proven that the entered
knowledge is related to the state loss and the way to solve it.
3.6. Implement and testing KM System
SIMAPKLA is built from PC with the specifications as follow: Windows 7/8 as its
operating system, My Structure Query Language (MYSQL) as the data storage media, Microsoft

Visio 2007 and Smartdraw 2013 for the phase of system design. Yii Framework is one of
frameworks of open source application implementing the principles of Model View Controller
(MVC) with PHP programming language and facility of Gii code generator [18]. The
specifications of hardware are Intel Core i3 processor, Memory of 2048 MB, hard disk drive with
the capacity of 500 GB, monitor with resolution of 1600 x 900. In the testing stage, the blackbox
testing is used by testing the functionality of SIMAPKLA. Based on the testing stage, there is
valid result after some test cases on administrator and user pages. SIMAPKLA is suitable with
the given command in terms of its functionality.
4. Conclusion
There is no online media to exchange the knowledge related to the state loss settlement
that can be used as the learning media of work unit about the state loss settlement and to
understand the development of state loss settlement. So, SIMAPKLA is required. SIMAPKLA is
built with KMSLC method. The tacit, explicit knowledge is taken from the experts and it is stored
in the Knowledge Base (KB). The design model uses the approach with the orientation of object
and implementation with yii Framework. The menu on this system includes home, about us,
dictionary, news, meeting schedulles, knowledge about state loss, e-document, progress, and
forum. The test is conducted by testing the functionality of system with a series of test cases.
Based on the result of test, the knowledge management system of state loss is suitable with the
given command in terms of functionality. So, it can be concluded that SIMAPKLA is suitable with
need and has the function as the media to share knowledge on state loss and monitor the
development of state loss settlement.
