Germany has continued to improve its environmental performance over the past decade. It has ambitious climate targets with the aim to reach climate neutrality by 2045 and achieve negative emissions after 2050. Nevertheless, Germany will need to further accelerate climate action, particularly in the buildings and transport sectors, and address the triple crisis of energy, climate and biodiversity in an integrated and holistic manner. As part of its energy crisis response, Germany has taken a series of measures, which are historic in size and scope. They are set to massively accelerate its green energy transition in the coming years. It is also scaling up its engagement on climate change adaptation across all government levels and has initiated an ambitious programme to foster investments in nature-based solutions. This is the fourth OECD Environmental Performance Review of Germany. It provides 28 recommendations to help Germany further improve its environmental performance.

The term Peak Oil was created in 2000 after Jean Laherrère and Colin Campbell wrote an article in 1998 in Scientific American which title was "the End of Cheap Oil".
This paper was ignored until 2005 when oil price reached 50$/b anf fully accepted in 2008 when 140 $/b was reached. With the burst of shale oil, many papers have been published on the "Peak Oil Myth" and the fact that the USA would become energy independent thanks to the shale oil & gas revolution.
However the oil production peaked in many countries and the end of cheap oil is more than ever a reality that will strongly impact our economies. New oil projects with higher extraction costs require $100/b+ oil price to be profitable while oil demand (and GDP) contracts when oil price surpasses $120/b !

ABSTRACT
This paper assesses how much oil remains to be produced, and whether this poses a significant constraint to
global development. We describe the different categories of oil and related liquid fuels, and show that public-
domain by-country and global proved (1P) oil reserves data, such as from the EIA or BP Statistical Review, are
very misleading and should not be used. Better data are oil consultancy proved-plus-probable (2P) reserves.
These data are generally backdated, i.e. with later changes in a field's estimated volume being attributed to the
date of field discovery. Even some of these data, we suggest, need reduction by some 300 Gb for probable
overstatement of Middle East OPEC reserves, and likewise by 100 Gb for overstatement of FSU reserves. The
statistic that best assesses ‘how much oil is left to produce’ is a region's estimated ultimately recoverable resource
(URR) for each of its various categories of oil, from which production to-date needs to be subtracted. We use
Hubbert linearization to estimate the global URR for four aggregate classes of oil, and show that these range from
2500 Gb for conventional oil to 5000 Gb for ‘all-liquids’. Subtracting oil produced to-date gives estimates of
global reserves of conventional oil at about half the EIA estimate. We then use our estimated URR values,
combined with the observation that oil production in a region usually reaches one or more maxima when roughly
half its URR has been produced, to forecast the expected dates of global resource-limited production maxima of
these classes of oil. These dates range from 2019 (i.e., already past) for conventional oil to around 2040 for ‘all-
liquids’. These oil production maxima are likely to have significant economic, political and sustainability con-
sequences. Our forecasts differ sharply from those of the EIA, but our resource-limited production maxima
roughly match the mainly demand-driven maxima envisaged in the IEA's 2021 ‘Stated Policies’ scenario. Finally,
in agreement with others, our forecasts indicate that the IPCC's ‘high-CO2’ scenarios appear infeasible by
assuming unrealistically high rates of oil production, but also indicate that considerable oil must be left in the
ground if climate change targets are to be met. As the world seeks to move towards sustainability, these per-
spectives on the future availability of oil are important to take into account.

The history of oil industry is full of booms and busts; the latest downturn is the deepest since 1990s starts from Jun 2014. The price of oil has been cut roughly by more than 60 percent since the June 2014. Crude oil prices tried to recover few times last year but a barrel of oil has sunk to its lowest level since 2004.

Huit ans après la COP21, la transition énergétique est en panne sèche. Malgré les bonnes volontés, des normes de plus en plus sévères et des investissements pharaoniques dans les énergies renouvelables, nous échouons à décarboner l’économie mondiale. Huit ans après Le Bourget, l’Humanité persiste dans sa schizophrénie climatique. Alors que le réchauffement s’accélère en rythmant notre quotidien, la consommation mondiale de combustibles fossiles bat des records d’année en année.
Et le ciel continue de s’assombrir. Tandis que les pays émergents, Chine et Inde en tête, continuent de privilégier légitimement leur développement en augmentant significativement leur consommation de fossiles, une « bulle verte » est en train d’exploser en Europe. Eoliennes, panneaux solaires, hydrogène, voitures électriques et même Pompes à Chaleur tous les indicateurs sont dans le rouge vif. La faute notamment au prix des matières premières et aux taux d’intérêts qui ont érodé un peu plus la rentabilité déjà faible de projets verts.
Les politiques publiques aujourd’hui engagées nous dirigent vers le scénario SSP4 du GIEC correspondant à un réchauffement de 2,7° à l’horizon 2100. Un scénario principalement dans les mains des pays émergents. Comptant aujourd’hui pour 82% de la population mondiale, ils représenteront 90% des émissions à l’horizon 2050.
Face à cette situation il est impératif de changer de logiciel s’attaquant en priorité à l’électricité charbonnière (27% des émissions mondiales) concentrée à 93% dans un « club » de 14 pays produisant plus de 100 TWh/an. Parallèlement il faudrait constituer un « fonds climat » permettant d’aider les pays les plus pauvres à s’adapter aux conséquences du réchauffement dont 90% des victimes se situent dans les pays émergents.
Pour conjuguer les deux objectifs, nous proposons d’instaurer une taxe à l’importation égale à un quart du pourcentage électrique charbonnier sur les biens en provenance du « club des 14 ». Collectés par un organisme international, les fonds seraient ensuite redistribués aux pays les plus pauvres pour qu’ils puissent à la fois assurer leur transition et surtout s’adapter au réchauffement.
La méthode est triplement vertueuse. Renchérissant le prix des produits exportés, elle encouragerait le « Club 14 » à déplacer rapidement son électricité charbonnière vers des sources décarbonées, elle inciterait le consommateur à réorienter ses achats vers
des produits à empreinte carbone plus faible, elle permettrait aux pays les plus pauvres de financer massivement leurs projets d’atténuation et surtout d’adaptation indispensables à leur survie face au réchauffement climatique. Elle ne pourrait toutefois s’appliquer qu’avec un assentiment mondial voté au niveau de la Conférence des Parties.

Le 7 novembre 2023, à partir de 18h à la salle de spectacle Oésia de Notre Dame d’Oé, Nicolas Meilhan a animé un échange avec les dirigeants d’entreprise autour du thème suivant : « Sobriété et transition énergétique : Quels impacts sur les entreprises, quelles perspectives ? ».
Nicolas Meilhan est ingénieur de formation, consultant spécialisé sur les questions énergétiques, de la transition et de la mobilité. Membre de l’association sur l’étude du pic pétrolier, largement suivi sur les réseaux sociaux (52K abonnés sur X ), certaines de ses interviews sur Youtube comptent plus de 700 000 vues.
Cette soirée avait pour objectif de mettre en évidence les liens entre disponibilité en énergie et croissance économique et de faire un point sur les projections de disponibilité à l’avenir.
Dans un souci de rendre aussi opérationnel que possible cet échange, des dirigeants d’entreprise et acteurs du territoire qui ont amorcé des changements significatifs ont été invités à venir témoigner de leurs démarches sur scène.
Enfin, nous avons abordé les conséquences de la transition énergétique sur l’emploi en esquissant le changement de visage d’une économie française qui aurait réalisé sa transformation.
Un temps d’échange avec les dirigeants était également prévu avant un cocktail convivial qui clôtura l’événement.
