The Covenant of Mayors is a European movement involving local authorities that commit to reducing CO2 emissions by at least 20% by 2020. Synergies between ESIF funds, Horizon 2020 and other research programmesParma Couture
Improving linkages between various EU Funds is the best way to enhance the impact of research and innovation (R&I) investments. By coordinating different forms of support, these links help creating competitiveness, jobs and growth in the EU by combining, for example, European Structural and Investment Funds (ESIF), Horizon 2020 and other EU R&I instruments. Such a cross-cutting approach will be beneficial for gaining international quality of R&I projects, particularly in this area, where the EU is competing on the global stage.
To make these linkages a reality, national and regional authorities involved in the implementation of ESIF programmes focusing on research, innovation and competitiveness must seize the opportunity to ensure coordination and complementarities with instruments like Horizon 2020, COSME, Erasmus+, CreativeEurope and the Connecting Europe Facility. This means joint efforts at EU, national and regional levels in boosting the quality of programmes to achieve better results and higher impacts of the investments.
The European Commission has published guidance for policy-makers and implementing bodies on synergies between the different EU programmes investing into research, innovation and competitiveness, providing possible scenarios for their application in practice.

Summary of Intelligent Energy Europe (IEE) project-SMILEGOV
The IEE funded project Smarter Multi Level Governance (SMILEGOV) is examining the major barriers to creating a low carbon society on islands. It is bringing together the various stakeholders and the multilevels of governance required to achieve the EU target of 20% reduction in Carbon and 20% increase in renewable energies by the year 2020, ie less than 6 years from now. The crux of the project is to engage all stakeholders including islanders to agree to the Pact of Islands. The pact asks for commitment to examine and agree an island energy action plan within 12 months of signing the document.
Using the Pan European Island programme SMILEGOV, we are working with other islands as per the Pact of Islands. To date, Arainn Mhor is creating a story board, a platform to collaborate, creating a model that others can emulate by working together.

Diabetes is a rapidly and serious health problem in Pakistan. This chronic condition is associated with serious long-term complications, including higher risk of heart disease and stroke. Aggressive treatment of hypertension and hyperlipideamia can result in a substantial reduction in cardiovascular events in patients with diabetes 1. Consequently pharmacist-led diabetes cardiovascular risk (DCVR) clinics have been established in both primary and secondary care sites in NHS Lothian during the past five years. An audit of the pharmaceutical care delivery at the clinics was conducted in order to evaluate practice and to standardize the pharmacists’ documentation of outcomes. Pharmaceutical care issues (PCI) and patient details were collected both prospectively and retrospectively from three DCVR clinics. The PCI`s were categorized according to a triangularised system consisting of multiple categories. These were ‘checks’, ‘changes’ (‘change in drug therapy process’ and ‘change in drug therapy’), ‘drug therapy problems’ and ‘quality assurance descriptors’ (‘timer perspective’ and ‘degree of change’). A verified medication assessment tool (MAT) for patients with chronic cardiovascular disease was applied to the patients from one of the clinics. The tool was used to quantify PCI`s and pharmacist actions that were centered on implementing or enforcing clinical guideline standards. A database was developed to be used as an assessment tool and to standardize the documentation of achievement of outcomes. Feedback on the audit of the pharmaceutical care delivery and the database was received from the DCVR clinic pharmacist at a focus group meeting.

The objective of this work is to contribute to valorization de Nephelium lappaceum by the characterization of kinetics of drying of seeds of Nephelium lappaceum. The seeds were dehydrated until a constant mass respectively in a drying oven and a microwawe oven. The temperatures and the powers of drying are respectively: 50, 60 and 70°C and 140, 280 and 420 W. The results show that the curves of drying of seeds of Nephelium lappaceum do not present a phase of constant kinetics. The coefficients of diffusion vary between 2.09.10-8 to 2.98. 10-8m-2/s in the interval of 50°C at 70°C and between 4.83×10-07 at 9.04×10-07 m-8/s for the powers going of 140 W with 420 W the relation between Arrhenius and a value of energy of activation of 16.49 kJ. mol-1 expressed the effect of the temperature on effective diffusivity.

Micro RNAs (miRNAs) are small non-coding RNAs molecules having approximately 18-25 nucleotides, they are present in both plants and animals genomes. MiRNAs have diverse spatial expression patterns and regulate various developmental metabolisms, stress responses and other physiological processes. The dynamic gene expression playing major roles in phenotypic differences in organisms are believed to be controlled by miRNAs. Mutations in regions of regulatory factors, such as miRNA genes or transcription factors (TF) necessitated by dynamic environmental factors or pathogen infections, have tremendous effects on structure and expression of genes. The resultant novel gene products presents potential explanations for constant evolving desirable traits that have long been bred using conventional means, biotechnology or genetic engineering. Rice grain quality, yield, disease tolerance, climate-resilience and palatability properties are not exceptional to miRN Asmutations effects. There are new insights courtesy of high-throughput sequencing and improved proteomic techniques that organisms’ complexity and adaptations are highly contributed by miRNAs containing regulatory networks. This article aims to expound on how rice miRNAs could be driving evolution of traits and highlight the latest miRNA research progress. Moreover, the review accentuates miRNAs grey areas to be addressed and gives recommendations for further studies.
2. The Covenant of Mayors is the mainstream
European movement involving local and regional
authorities, voluntarily committing to increasing
energy efficiency and use of renewable energy
sources on their territories. By their
commitment, Covenant signatories aim to meet
and exceed the European Union 20% CO2
reduction objective by 2020.
3. After the adoption, in 2008, of the EU
Climate and Energy Package, the European
Commission launched the Covenant of Mayors
to endorse and support the efforts deployed
by local authorities in the implementation of
sustainable energy policies. Indeed, local
governments play a crucial role in mitigating
the effects of climate change, all the more
so when considering that 80% of energy
consumption and CO2 emissions is associated
with urban activity.
4. For its unique characteristics - being the only
movement of its kind mobilising local and
regional actors around the fulfilment of EU
objectives - the Covenant of Mayors has been
portrayed by European institutions as an
exceptional model of multi-level governance.
5. In order to translate their political
commitment into concrete measures and
projects, Covenant signatories notably
undertake to prepare a Baseline Emission
Inventory and submit, within the year
following their signature, a Sustainable
Energy Action Plan outlining the key actions
they plan to undertake.
6. Beyond energy savings, the results of signatories’
actions are manifold: creation of skilled and stable
jobs, not subject to delocalisation; healthier
environment and quality of life; enhanced economic
competitiveness and greater energy independence.
These actions serve as examples for others to
follow, notably through referring to the
“Benchmarks of Excellence”, a database of best
practices submitted by Covenant signatories. The
Catalogue of Sustainable Energy Action Plans is
another such unique source of inspiration, as it
shows at a glance the ambitious objectives set by
other signatories and the key measures they have
identified to reach them.
7. In signatories’ countries
While an increasing number of municipalities
are showing the political will to sign up to
the Covenant, they do not always have the
financial and technical resources to live up
to their commitments. For this reason, a
special status within the Covenant has been
granted to public administrations and
networks which are in a position to assist
signatories in fulfilling their ambitious goals.
8. Covenant Coordinators - including provinces,
regions and national authorities – provide
strategic guidance, financial and technical
support to signatories.
Network of local authorities, known as Covenant
Supporters, commit to maximize the impact of
the initiative through promotional activities,
liaison with their members and experience-
sharing platforms.
9. From the Covenant of Mayors Office
Promotional, technical and administrative assistance is
provided on a daily basis to Covenant signatories,
Covenant Coordinators Covenant Coordinators The
European Commission defines “Covenant Coordinators”
as those public administrations which provide strategic
guidance, financial and technical support to
municipalities signing up to the Covenant of Mayors but
lacking necessary skills and/or resources to fulfil their
requirements. The Commission distinguishes between
Territorial Coordinators, which are sub-national
decentralized authorities - including provinces, regions
and public groupings of municipalities - and National
Coordinators, which are national public bodies -
including national energy agencies and ministry of
energy. and Covenant Supporters by the Covenant of
Mayors Office (CoMO), managed by a consortium of
networks representing local and regional authorities.
10. From the Joint Research Centre
In cooperation with the CoMO, the Joint
Research Centre of the European Commission
assists signatories with scientific and technical
questions, mostly related to emission
inventories and action plans.
Signatories are guided through the process
thanks to a number of tools and methodologies
which have been developed in coordination
with the CoMO.
11. From the EU institutions
Alongside the European Commission, the
Covenant benefits from full institutional
support, including from the Committee of the
Regions, which supported the initiative since its
inception; the European Parliament, where the
two first signing ceremonies were held; and the
European Investment Bank, which assists local
authorities in unlocking their investment
potentials.
