Groundwater management in Texas has evolved from the rule of capture that provided landowners rights to unlimited groundwater, to the establishment of groundwater conservation districts (GCDs) in 1997 as the preferred method of management. GCDs work to balance groundwater production and conservation based on desired future conditions set through joint planning processes. There are over 100 confirmed GCDs in Texas that regulate wells, production, and work to understand and protect aquifers through local management and rulemaking. Key issues for GCDs include long-term permitting, brackish water production, and the relationship between oil/gas and groundwater production and protection.

Colorado's and other States' Tools for Protecting Instream Flows - Ted Kowals...rshimoda2014
My presentation focuses on the State of Colorado’s tools available for protection of in stream values: Recreational In-Channel Diversions, instream flow water rights, and alternative management tools that involve the State as a partner with other interested federal agencies and stakeholders (i.e. alternatives to Wild and Scenic Rivers designation, ESA Recovery Implementation Programs). The presentation discusses the nuts and bolts of these different types of state tools for river protection; the benefits and drawbacks of using these state tools; and how these state tools work with various tools that the federal agencies and stakeholders have available for flow protection.
