A certification that adequate groundwater is available that is
prepared by a Texas licensed professional engineer or geoscientist.

4. Requires plat applications to include a groundwater availability certification.
Exceptions for (1) Gulf Coast and Carrizo-Wilcox Aquifers and (2) 10 parts or less.
