Tercer Informe Trimestral de la Comisión de Turismo de Rioverde Julisa Amador Nieto
El informe trimestral de la Comisión de Turismo describe las actividades realizadas entre abril y junio de 2016, incluyendo reuniones sobre el informe de Semana Santa, esfuerzos para proteger sitios turísticos naturales como Los Peroles y Las Grutas, y visitas a comunidades y autoridades para promover la declaración de áreas naturales protegidas. La comisión trabajó con funcionarios municipales, estatales y federales para generar planes que fomenten un turismo sustentable y protejan los ecosistemas.
This report explores the significance of border towns and spaces for strengthening responses to young people on the move. In particular it explores the linkages of young people to local service centres with the aim of further developing service, protection, and support strategies for migrant children in border areas across the region. The report is based on a small-scale fieldwork study in the border towns of Chipata and Katete in Zambia conducted in July 2023. Border towns and spaces provide a rich source of information about issues related to the informal or irregular movement of young people across borders, including smuggling and trafficking. They can help build a picture of the nature and scope of the type of movement young migrants undertake and also the forms of protection available to them. Border towns and spaces also provide a lens through which we can better understand the vulnerabilities of young people on the move and, critically, the strategies they use to navigate challenges and access support.
The findings in this report highlight some of the key factors shaping the experiences and vulnerabilities of young people on the move – particularly their proximity to border spaces and how this affects the risks that they face. The report describes strategies that young people on the move employ to remain below the radar of visibility to state and non-state actors due to fear of arrest, detention, and deportation while also trying to keep themselves safe and access support in border towns. These strategies of (in)visibility provide a way to protect themselves yet at the same time also heighten some of the risks young people face as their vulnerabilities are not always recognised by those who could offer support.
In this report we show that the realities and challenges of life and migration in this region and in Zambia need to be better understood for support to be strengthened and tuned to meet the specific needs of young people on the move. This includes understanding the role of state and non-state stakeholders, the impact of laws and policies and, critically, the experiences of the young people themselves. We provide recommendations for immediate action, recommendations for programming to support young people on the move in the two towns that would reduce risk for young people in this area, and recommendations for longer term policy advocacy.

In this talk, Dr. Cori Faklaris of UNC Charlotte provides an overview of current AI capabilities and weaknesses to consider when integrating current AI technologies into the data workflow. The talk is organized around three takeaways: (1) For better or sometimes worse, AI provides you with “infinite interns.” (2) Give people permission & guardrails to learn what works with these “interns” and what doesn’t. (3) Create a roadmap for adding in more AI to assist nonprofit work, along with strategies for bias mitigation.
Combined Illegal, Unregulated and Unreported (IUU) Vessel List.Christina Parmionova
The best available, up-to-date information on all fishing and related vessels that appear on the illegal, unregulated, and unreported (IUU) fishing vessel lists published by Regional Fisheries Management Organisations (RFMOs) and related organisations. The aim of the site is to improve the effectiveness of the original IUU lists as a tool for a wide variety of stakeholders to better understand and combat illegal fishing and broader fisheries crime.
To date, the following regional organisations maintain or share lists of vessels that have been found to carry out or support IUU fishing within their own or adjacent convention areas and/or species of competence:
Commission for the Conservation of Antarctic Marine Living Resources (CCAMLR)
Commission for the Conservation of Southern Bluefin Tuna (CCSBT)
General Fisheries Commission for the Mediterranean (GFCM)
Inter-American Tropical Tuna Commission (IATTC)

The Combined IUU Fishing Vessel List merges all these sources into one list that provides a single reference point to identify whether a vessel is currently IUU listed. Vessels that have been IUU listed in the past and subsequently delisted (for example because of a change in ownership, or because the vessel is no longer in service) are also retained on the site, so that the site contains a full historic record of IUU listed fishing vessels.
Unlike the IUU lists published on individual RFMO websites, which may update vessel details infrequently or not at all, the Combined IUU Fishing Vessel List is kept up to date with the best available information regarding changes to vessel identity, flag state, ownership, location, and operations.

INTRODUCCIÓN:
En este trimestre destaca que la Comisión de Desarrollo y Equipamiento Urbano nos
dedicamos a difundir la convocatoria para la conformación del Consejo de Desarrollo
Urbano y Vivienda, para lo cual visitamos personalmente algunas organizaciones con la
intención de invitarlos a atender dicha convocatoria. Tal fue el caso de la Unidad Académica
Multidisciplinaria Zona Media, el Colegio de Ingenieros, Colegio de Arquitectos y la Cámara
de la Industria y la Construcción por mencionar algunos. De igual forma estuvimos presentes
en la toma de protesta del Consejo en cuestión.
Por otro lado, hemos dado seguimiento muy de cerca de las acciones que se están llevando
a cabo por parte de la Dirección de Desarrollo e Imagen Urbana en cuanto a la regularización
de fraccionamientos, para lo cual además se ha trabajado en conjunto con la Comisión de
Agua Potable, Alcantarillado y Saneamiento y con el organismo operador de agua potable
SASAR. También hemos sido vigilantes de los procesos para la autorización de
fraccionamientos nuevos, para lo cual estuvimos presentes en la reunión de la Mesa
Colegiada para el Análisis de Proyectos Inmobiliarios.

Urbano llevamos una invitación al Colegio de Ingenieros Civiles y a la Unidad Académica
Multidisciplinaria Zona Media para atender la convocatoria para la conformación del
Consejo de Desarrollo Urbano y Vivienda, de la cual dejamos una copia.

Difusión de la convocatoria del Consejo de Desarrollo Urbano
4 de abril
Como parte de las actividades encaminadas a dar difusión y promoción a la Convocatoria
Pública para la Integración del Consejo Municipal de Desarrollo Urbano y Vivienda, este día
como Presidenta de la Comisión acudí en compañía del Arq. Luis Demetrio Meza, Director
de Desarrollo e Imagen Urbana a una entrevista en las estaciones de radio la “M Mexicana”
y “La Espectacular”, en las cuales hablamos de los requisitos de la misma e invitamos a la
población y la sociedad civil organizada a participar.

11 de abril
En esta reunión se revisaron temas como los permisos de construcción, rampas del primer
cuadro de la ciudad, situación del Fraccionamiento La Hacienda, área de donación del
Fraccionamiento Morelos y Registro Público de la Propiedad.

12 de abril
Este día se le dio atención a una residente del Fraccionamiento Morelos, quien se encuentra
inconforme ya que actualmente no cuentan con un área verde en el mismo. Los integrantes
de la Comisión de Desarrollo Urbano nos comprometimos a analizar el tema y darle una
respuesta respecto a la situación.

Recorrido por calle Cinco de Mayo
22 de abril
Las regidoras presidentas de las comisiones de Desarrollo Urbano y Obras Públicas
realizamos un recorrido por la calle Cinco de Mayo, donde se están llevando a cabo obras
de cambio de líneas de agua, así como la rehabilitación de rampas para personas con
discapacidad. Se verificó el estado de las rampas y se hicieron algunas observaciones
respecto a rampas que están en desuso y se deben eliminar.

respectiva. Este día por tanto, correspondía la verificación de la documentación de quienes
acudieron a realizar su registro en tiempo y forma.

Este día a solicitud del Director de Desarrollo Urbano acudimos algunos integrantes de la
comisión para analizar la Ley de Desarrollo Urbano respecto al procedimiento que se debe
seguir para la autorización de fraccionamientos una vez que se ha cumplido con el proceso
de análisis de la mesa colegiada. Fue de vital importancia la presencia del síndico, quien nos
orientó sobre el procedimiento que la Dirección debe seguir.

Los integrantes del el Comité de Revisión de las Representaciones al Consejo de Desarrollo
Urbano y Vivienda de Rioverde nos reunimos con el objetivo de aprobar la integración de
los miembros del Consejo Municipal de Desarrollo Urbano y Vivienda a que hace referencia
la fracción V del artículo 32 de la Ley de Ordenamiento Territorial y Desarrollo Urbano del
Estado. Dicho Comité estuvo conformado por los regidores y síndico integrantes de la
Comisión de Desarrollo y Equipamiento Urbano, así como el Director de Desarrollo e Imagen
Urbana.

Reunión de la Comisión de Desarrollo Urbano y Agua Potable
7 de mayo
Debido a la inquietud de los regidores integrantes de las comisiones de Agua Potable,
Alcantarillado y Saneamiento y Desarrollo y Equipamiento Urbano de saber la situación en
la que se encuentran el Fraccionamiento San Isidro y el Fraccionamiento Gabriel Martínez,
se llevó a cabo una reunión para analizar problemáticas del sitio, sobre todo respecto al área
de donación y área verde correspondiente a los mismos y el estado de la urbanización de
ambos, principalmente en cuanto al agua potable, puesto que hay inconformidades de la
población.
Se aclaró la situación por parte de los directores de Desarrollo e Imagen Urbana, así como
del director de SASAR, con los que nos comprometimos a encontrar una solución al
problema.

Visita de campo a Prolongación de Calle Escandón

Por indicaciones del Presidente Municipal, Ramón Torres, la dirección de Desarrollo Urbano
se encuentra trabajando en la apertura de la Prolongación de Calle Escandón, por lo que
acudimos por invitación del director a una visita de campo a dicha calle, en donde se está
trabajando con los vecinos para poder lograr este objetivo.

Toma de protesta del Consejo de Desarrollo Urbano y Vivienda

Con la participación de seis organismos de la sociedad civil organizada, como son el Colegio
de Ingenieros, el Colegio de Arquitectos, la Cámara Mexicana de la Industria y la
Construcción, la Unidad Académica Multidisciplinaria Zona Media, COPARMEX y CANACO
SERVYTUR, además de los funcionarios que por ley se mencionan, se dio paso a la instalación
y toma de protesta del Consejo Municipal de Desarrollo Urbano y Vivienda.

El acto que se desarrolló en el auditorio del Instituto Municipal de Arte y Cultura, fue
presidido por el Alcalde José Ramón Torres García, quien luego de tomar protesta a los
presentes, tuvo a bien proponer al Titular de Desarrollo e Imagen Urbana, arquitecto Luis
Demetrio Meza Morales, como Coordinador General de este nuevo organismo.
Refirió que el este Consejo Municipal de Desarrollo Urbano y Vivienda corresponde a una
instancia permanente de participación social, que tendrá como objetivo el brindar asesoría
y consulta, en materia de ordenamiento territorial de los asentamientos humanos, así como
de desarrollo urbano de los centros de población y vivienda, en el municipio.

En la reunión estuvimos presentes los Regidores del Ayuntamiento, Saúl Moreno Martínez y
Julissa Amador Nieto, así como el Síndico Municipal, Ulises Salazar Ledezma, todos
integrantes de la Comisión de Desarrollo y Equipamiento Urbano y quienes estuvimos
trabajando en la Convocatoria que dio lugar a la conformación de este Comité. Además
estuvieron presentes el Secretario del Ayuntamiento, Lic. Rubén González Juárez, el Lic.
Moisés Molina, titular de Participación Ciudadana y Directores de distintos departamentos.

Reunión con funcionarios sobre fraccionamientos
14 de mayo
Por indicación del Presidente Municipal se analizaron problemáticas que existen en varios
fraccionamientos del Municipio, analizando cuáles son las cuestiones que se han incumplido
para que de esta manera la Dirección de Desarrollo Urbano pueda proceder a exigir a que
los fraccionadores cumplan con sus obligaciones.

Los temas que se trataron en esta reunión fueron la situación sobre inmuebles de valor
patrimonial del Municipio de Rioverde, respecto a los cuales se acordó hacer una
actualización del padrón de estos predios por parte de la Dirección.

Una vez ahí y con el apoyo de los funcionarios presentes se aclararon las dudas del
interesado y quedó claro que todo se encuentra en regla, persistiendo una queja del
ciudadano respecto a la obra de electrificación, de la cual le indicamos que nosotros no
autorizamos el proyecto, por lo que deberá dirigirse a la Comisión Federal de Electricidad.

Sesión ordinaria de la Comisión de Desarrollo e Imagen Urbana
12 de junio de 2019
Se dio seguimiento a los acuerdos previos realizados en sesiones anteriores, de lo cual se
dio cuenta que la Dirección ya se encuentra actualizando el padrón de inmuebles de valor
histórico del centro de Rioverde, con lo cual se espera tener información actual que permita
tener un control sobre las acciones de construcción que se lleven a cabo en estos inmuebles,
ya que están sujetos a legislación del INAH y es del interés de esta comisión que esto se
respete y que se conserve el patrimonio histórico del municipio, para lo cual la Dirección
también solicitará un delegado de esta dependencia federal para que tenga presencia en
Rioverde.
También se dio seguimiento a los trabajos que se realizan para la apertura de la Calle
Prolongación de Calle Escandón y rescate de área verde del Fraccionamiento San Isidro.

Por otro lado, se comentó por parte del Director de Desarrollo Urbano que la Ley establece
que se debe rendir un informe trimestral al Cabildo respecto a las autorizaciones que se han
realizado de fraccionamientos nuevos, explicando que sólo se ha autorizado un
fraccionamiento, siendo éste el del Campanario, mismo que ya fue autorizado sobre el
procedimiento establecido en la nueva Ley de Ordenamiento Territorial y Desarrollo Urbano
del Estado. También se nos informó acerca de otros desarrolladores que se han acercado
para obtener autorizaciones, requiriendo por parte de los integrantes de la Comisión que se
nos tenga más informados, a lo cual el Director accedió a invitarnos a las reuniones de la
Mesa Colegiada.

Reunión de la Comisión de Desarrollo y Equipamiento Urbano
26 de junio de 2019
Este día fuimos requeridos por el Director de Desarrollo e Imagen Urbana para que nos
aclarara una solicitud que le fuera hecha por el síndico para investigar sobre la venta de lotes
sin servicios en un fraccionamiento del municipio.
El director nos explicó que se realizó inmediatamente una visita de inspección al lugar, así
como la revisión de la página de red social a través de la cual se ofrecía la venta y al constatar
que se estaban ofreciendo a la venta lotes sin servicios (lo cual es ilegal) se pusieron en
contacto con el vendedor, quien a su vez indicó que fue un error y que ya el fraccionador
está en la mejor disposición de regularizar dicho fraccionamiento. Nos informó que ya se
está en proceso por tanto de regularizar el fraccionamiento y se pidió retirar esa publicidad.
