Synopsis (short abstract) In December 2023, the UN General Assembly proclaimed 30 May as the International Day of Potato.
This report explores the significance of border towns and spaces for strengthening responses to young people on the move. In particular it explores the linkages of young people to local service centres with the aim of further developing service, protection, and support strategies for migrant children in border areas across the region. The report is based on a small-scale fieldwork study in the border towns of Chipata and Katete in Zambia conducted in July 2023. Border towns and spaces provide a rich source of information about issues related to the informal or irregular movement of young people across borders, including smuggling and trafficking. They can help build a picture of the nature and scope of the type of movement young migrants undertake and also the forms of protection available to them. Border towns and spaces also provide a lens through which we can better understand the vulnerabilities of young people on the move and, critically, the strategies they use to navigate challenges and access support.
The findings in this report highlight some of the key factors shaping the experiences and vulnerabilities of young people on the move – particularly their proximity to border spaces and how this affects the risks that they face. The report describes strategies that young people on the move employ to remain below the radar of visibility to state and non-state actors due to fear of arrest, detention, and deportation while also trying to keep themselves safe and access support in border towns. These strategies of (in)visibility provide a way to protect themselves yet at the same time also heighten some of the risks young people face as their vulnerabilities are not always recognised by those who could offer support.
In this report we show that the realities and challenges of life and migration in this region and in Zambia need to be better understood for support to be strengthened and tuned to meet the specific needs of young people on the move. This includes understanding the role of state and non-state stakeholders, the impact of laws and policies and, critically, the experiences of the young people themselves. We provide recommendations for immediate action, recommendations for programming to support young people on the move in the two towns that would reduce risk for young people in this area, and recommendations for longer term policy advocacy.

comisiones deben entregar al Ayuntamiento, en sesión ordinaria, informe trimestral
que permita conocer y transparentar el desarrollo de sus actividades, trabajo y
gestiones realizadas”, me permito presentarle el segundo informe trimestral de la
Comisión de Desarrollo y Equipamiento Urbano, mismo que comprende los meses

INTRODUCCIÓN:
Durante este trimestre, el trabajo de la comisión se ha centrado en la capacitación respecto
a los temas del ordenamiento territorial y el desarrollo urbano, así como también la vigilancia
respecto de los procesos de autorización de fraccionamientos y regularización de los
mismos.
En este sentido, resulta fundamental el funcionamiento que se dio en este periodo por
primera vez, de la mesa colegiada para el análisis de proyectos de fraccionamientos, la cual
ha permitido mejorar el proceso de autorización de los mismos y asegurar que el proceso
cuente con el respaldo técnico y multidisciplinario necesario para su buen desarrollo. En
cuanto a la regularización de fraccionamientos, se ha estado pendiente respecto a los
términos para la urbanización de los fraccionamientos autorizados en la administración
anterior, así como también el caso de Los Nogales, donde se busca conservar el patrimonio
natural e histórico que ahí se encuentra.

Buscando remediar el problema que existe en el municipio debido a la irregularidad de
muchos fraccionamientos, se establecieron ideas para atacar estos problemas, como son:
comenzar a actuar sobre la lista de fraccionamientos autorizados y poner fecha de entrega
o municipalización y dar seguimiento a su estatus, publicar una lista de fraccionamientos
irregulares en la página de internet, hacer lista de áreas de donación y verificar que se
encuentren escrituradas y en caso de áreas verdes, debidamente arborizadas.

Visita a Puerto de Martínez
3 de enero
Con el objetivo de conocer un proyecto de desarrollo inmobiliario en la comunidad de
Puerto de Martínez, este día acudimos los integrantes de la Comisión a este lugar
precisamente, donde visitamos físicamente el espacio donde se pretende llevar a cabo un
fraccionamiento habitacional y pudimos conversar con las personas que lo están
promoviendo.
La visita fue de gran utilidad, ya que nos permitió comprender mejor el proyecto. A su vez,
los integrantes de la comisión le hicimos saber a los interesados que deben cumplir con
todos los requisitos que marca la Ley de Ordenamiento Territorial y Desarrollo Urbano del
Estado para que el fraccionamiento pueda ser autorizado.

En esta reunión se acordaron los puntos a tratar en lo que sería la visita de trabajo a la

El objetivo de esta reunión fue darle seguimiento a los asuntos tratados en una reunión
anterior respecto al ordenamiento del Centro Histórico y rehabilitación de rampas para

En esta reunión se vieron los puntos que se trataron en la visita que realizamos algunos
integrantes de esta comisión a la Secretaría de Desarrollo Urbano, Vivienda y Obras Públicas.
Dichos asuntos fueron el proceso para la actualización del Plan de Ordenamiento de la Zona
Conurbada, el cual pasa a ser Zona Metropolitana, así como las diversas figuras que deben
crearse como son los Consejos de Desarrollo Urbano y Vivienda, Consejo del Centro
Histórico, Consejo Metropolitano y Comisión Metropolitana entre otros.
Por otro lado, el director nos informó acerca de dudas que se resolvieron en casos concretos
de solicitudes de fraccionamientos.
Por último analizamos la propuesta de Convocatoria para la Conformación del Consejo de
Desarrollo Urbano y Vivienda Municipal, la cual les hice llegar a los compañeros con tiempo
para su análisis y tras lo cual se decidió que ésta se lanzara la siguiente semana.

Capacitación sobre Ley de Ordenamiento Territorial y Desarrollo Urbano

Los regidores y síndico integrantes de la Comisión de Desarrollo y Equipamiento Urbano, en
compañía del Director de Desarrollo e Imagen Urbana asistieron a una capacitación sobre la
Ley de Ordenamiento Territorial y Desarrollo Urbano del Estado, impartida por la Secretaría
de Desarrollo Urbano, Vivienda y Obras Públicas (SEDUVOP) con el objetivo de conocer las
responsabilidades que conlleva esta nueva ley, así como el proceso a seguir para la
elaboración de los Programas de Ordenamiento a nivel municipal.

Gestión de rampas para el Centro Histórico
5 de febrero
Con el objetivo de continuar construyendo rampas de acceso a personas con discapacidad,
y contribuir así a hacer efectivo el derecho al libre tránsito, la movilidad y la accesibilidad
universal, durante este mes la presidenta de comisión se encontró gestionando y trabajando
con las áreas de desarrollo urbano, obras públicas y SASAR, un presupuesto y respectivo
apoyo económico por parte del alcalde Ramón Torres, para la construcción de más rampas
en el primer cuadro de la ciudad.

Reunión de trabajo de la Comisión de Desarrollo y Equipamiento Urbano
12 de febrero
En esta reunión se repasaron las observaciones que nos hicieron saber el personal de la
Secretaría de Desarrollo Urbano, Vivienda y Obras Públicas en la visita de trabajo que
realizamos en semanas anteriores. Posteriormente, se recibió a un interesado en un proceso
de regularización de un predio, caso que fue consultado en esta visita a la SEDUVOP, por lo
que en esta reunión se le hizo saber al interesado la opinión de la dirección y de la comisión
respecto a cómo se debe regularizar su predio tomando en cuenta las observaciones de la
dependencia estatal.

Reunión de la Comisión de Desarrollo y Equipamiento Urbano
14 de febrero
Esta reunión a la que fueron citados todos los integrantes del Ayuntamiento, regidores y
síndicos, tenía la finalidad de explicar a los compañeros el desenlace del proceso de
regularización del predio al que se hace referencia en el párrafo anterior, ya que fue un
asunto que en su momento se analizó por el Cabildo.

Comisión de Desarrollo Urbano y Vivienda
27 de febrero
En esta ocasión la comisión estuvo en una reunión en la cual se nos informó acerca del
proceso de regularización del fraccionamiento propiedad del sindicato de maestros de la
sección 52 del Sindicato Nacional de Trabajadores del Estado (SNTE). En la reunión
estuvieron presentes integrantes de dicho sindicato, quienes se mostraron en la mejor
disposición de seguir el proceso sugerido para regularizar dicho fraccionamiento.

Reunión con Coordinador de Participación Ciudadana
7 de marzo
En esta reunión se revisaron las propuestas de convocatorias para la conformación del
Comité de Ciudades Hermanas y el Consejo de Desarrollo Urbano y Vivienda. Ésta última fue
revisada previamente por la Comisión de Desarrollo y Equipamiento Urbano. El objetivo fue
ver los detalles para la publicación de la misma con el coordinador de Participación
Ciudadana.

Reunión informativa de Desarrollo Urbano y Catastro
13 de marzo
En esta reunión los departamentos de Desarrollo Urbano y Catastro analizaron la situación
de un predio el cual presenta discrepancias entre sus medidas y colindancias. Se analizó el
deslinde catastral y se llegó a un acuerdo sobre una mayor coordinación entre ambas
direcciones para que esto no se vuelva a repetir y evitar complicaciones para los mismos
departamentos.

Reunión informativa sobre fraccionamiento
19 de marzo
Este día la presidenta de comisión solicitó al Director de Desarrollo Urbano que informara
acerca de la situación del fraccionamiento Los Nogales, ya que preocupa, por un lado, la
situación de los sabinos que se encuentran dentro del predio y que están considerados
patrimonio natural del municipio, y por el otro las obras de remodelación que se están
llevando a cabo sobre el edificio principal, mismo que también es considerado como
patrimonio histórico y arquitectónico.
Al respecto, el director nos informó que el desarrollador del fraccionamiento le hizo llegar
el reglamento del mismo, a lo cual le sugerimos que se integrara el cuidado que deberá
haber con los sabinos. De igual manera insistimos en verificar que se contara con los
permisos de construcción para la remodelación en comento.

Mesa Colegiada
21 de marzo
Estuve presente en la reunión de la Mesa Colegiada para el Análisis de Proyectos de
Fraccionamiento, en el cual se analizó la propuesta del Fraccionamiento El Campanario. Una
vez que el director de desarrollo urbano expuso el proyecto, así como la lotificación
propuesta, las áreas de Ecología, Protección Civil, Tránsito, SASAR e IMPLAN dieron sus
puntos de vista, haciendo algunas sugerencias que tienen que ver con la previsión del
derecho de vía, así como incorporar un carril de desaceleramiento para ingresar al
fraccionamiento. De igual forma se pidió un plano ampliado para ver los fraccionamientos y
predios continuos y asegurar la continuidad de la traza urbana y las calles.
Las direcciones tendrán cinco días hábiles para presentar sus sugerencias por escrito, mismas
que el director deberá considerar y el fraccionador deberá incorporar a su proyecto como
condicionante para su autorización.

Reunión de trabajo con Director de Desarrollo Urbano
26 de marzo
Para dar una mayor difusión a la convocatoria para la conformación del Consejo de
Desarrollo Urbano y Vivienda, este día con el apoyo del Arq. Luis Meza, director de Desarrollo
e Imagen Urbana, nos dedicamos a elaborar una lista de organizaciones y asociaciones que
por su importancia y representatividad deben estar integradas en este consejo. La intención
es llevar las convocatorias personalmente a éstas, para garantizar que se integren en este
organismo de participación ciudadana.
