In his remarks, Father Liberato Apusen thanked participants and emphasized the importance of member participation in cooperatives. Vice Chairperson Josefina Bitonio then presented the 2015 accomplishments of RCDC-I which included participation in cooperative events and information dissemination sessions. She also discussed projects conducted including a tourism cluster congress. Following presentations, elections were held for 2016 officers with Divina Quemi being elected Chairperson. The body also approved a resolution to classify tourism cooperatives as their own cooperative type.

This report explores the significance of border towns and spaces for strengthening responses to young people on the move. In particular it explores the linkages of young people to local service centres with the aim of further developing service, protection, and support strategies for migrant children in border areas across the region. The report is based on a small-scale fieldwork study in the border towns of Chipata and Katete in Zambia conducted in July 2023. Border towns and spaces provide a rich source of information about issues related to the informal or irregular movement of young people across borders, including smuggling and trafficking. They can help build a picture of the nature and scope of the type of movement young migrants undertake and also the forms of protection available to them. Border towns and spaces also provide a lens through which we can better understand the vulnerabilities of young people on the move and, critically, the strategies they use to navigate challenges and access support.
The findings in this report highlight some of the key factors shaping the experiences and vulnerabilities of young people on the move – particularly their proximity to border spaces and how this affects the risks that they face. The report describes strategies that young people on the move employ to remain below the radar of visibility to state and non-state actors due to fear of arrest, detention, and deportation while also trying to keep themselves safe and access support in border towns. These strategies of (in)visibility provide a way to protect themselves yet at the same time also heighten some of the risks young people face as their vulnerabilities are not always recognised by those who could offer support.
In this report we show that the realities and challenges of life and migration in this region and in Zambia need to be better understood for support to be strengthened and tuned to meet the specific needs of young people on the move. This includes understanding the role of state and non-state stakeholders, the impact of laws and policies and, critically, the experiences of the young people themselves. We provide recommendations for immediate action, recommendations for programming to support young people on the move in the two towns that would reduce risk for young people in this area, and recommendations for longer term policy advocacy.

The best available, up-to-date information on all fishing and related vessels that appear on the illegal, unregulated, and unreported (IUU) fishing vessel lists published by Regional Fisheries Management Organisations (RFMOs) and related organisations. The aim of the site is to improve the effectiveness of the original IUU lists as a tool for a wide variety of stakeholders to better understand and combat illegal fishing and broader fisheries crime.
To date, the following regional organisations maintain or share lists of vessels that have been found to carry out or support IUU fishing within their own or adjacent convention areas and/or species of competence:
Commission for the Conservation of Antarctic Marine Living Resources (CCAMLR)
Commission for the Conservation of Southern Bluefin Tuna (CCSBT)
General Fisheries Commission for the Mediterranean (GFCM)
Inter-American Tropical Tuna Commission (IATTC)

Indian Ocean Tuna Commission (IOTC)
Northwest Atlantic Fisheries Organisation (NAFO)
North East Atlantic Fisheries Commission (NEAFC)
North Pacific Fisheries Commission (NPFC)
South East Atlantic Fisheries Organisation (SEAFO)
South Pacific Regional Fisheries Management Organisation (SPRFMO)
Southern Indian Ocean Fisheries Agreement (SIOFA)
Western and Central Pacific Fisheries Commission (WCPFC)
The Combined IUU Fishing Vessel List merges all these sources into one list that provides a single reference point to identify whether a vessel is currently IUU listed. Vessels that have been IUU listed in the past and subsequently delisted (for example because of a change in ownership, or because the vessel is no longer in service) are also retained on the site, so that the site contains a full historic record of IUU listed fishing vessels.
Unlike the IUU lists published on individual RFMO websites, which may update vessel details infrequently or not at all, the Combined IUU Fishing Vessel List is kept up to date with the best available information regarding changes to vessel identity, flag state, ownership, location, and operations.

INTRODUCCIÓN:
Durante este periodo la comisión estuvo trabajando prioritariamente en tres temas:
Primero, el proceso de hermanamiento con el municipio de El Mante, Tamaulipas. Para esto
se estuvo dando acompañamiento al alcalde respecto al proceso que se debe seguir según
el nuevo Reglamento de Ciudades Hermanas para la suscripción del mismo. Para esto, se
acudió a una reunión de trabajo con el municipio de El Mante, cuyo objetivo fue definir los
ámbitos de cooperación y las actividades específicas a desarrollar como parte del
hermanamiento. También se apoyó en la revisión del proyecto de acuerdo de
hermanamiento y se hicieron las observaciones correspondientes, lo que finalmente
desembocó en la autorización del acuerdo de hermanamiento con Ciudad Mante.
En segundo lugar, la comisión trabajó en la redacción de la convocatoria pública para la
conformación del Comité de Ciudades Hermanas, lo anterior de acuerdo a lo establecido en
el Reglamento de Ciudades Hermanas y el Reglamento de Integración y Funcionamiento de
los Organismos de Participación Ciudadana del Municipio de Rioverde.
En tercer lugar, se ha estado trabajando en temas metropolitanos con el municipio de
Ciudad Fernández. La presidenta de comisión ha estado acudiendo a las reuniones de la
Asociación de Municipios Conurbados y se han comenzado los acercamientos para la

ratificación del hermanamiento con este municipio, empezando a su vez a definir las posibles
áreas de cooperación.
GESTIONES Y ACTIVIDADES REALIZADAS:
Sesión ordinaria de la Comisión de Migración y Cooperación Internacional e Intermunicipal
8 de enero
Reunidos con la finalidad de revisar el tema de Hermanamientos, fueron citados los
miembros de la Comisión de Migración y Cooperación Internacional e Intermunicipal, así
como los titulares de Ciudades Hermanas y Fomento Económico.
La conclusión a la que se llegó es que para que el Cabildo apruebe los hermanamientos,
según el Reglamento de Ciudades Hermanas, debe presentarse un plan de trabajo por cada
uno de ellos, por lo que la tarea a la que debemos avocarnos es a elaborar dichos planes de
trabajo.
Los presentes nos dividimos los hermanamientos y quedamos pendientes de elaborar sus
respectivos planes de trabajo para presentarlos a finales de mes o inicios de febrero.

Visita de trabajo al Municipio de El Mante, Tamps.

Como parte de los trabajos que desempeño como presidenta de la Comisión de Migración
y Cooperación Internacional e Intermunicipal, la que suscribe, M.A.P. Julia Isabel Amador
Nieto, desde la administración anterior, he tenido la oportunidad de impulsar el tema de
ciudades hermanas, destacando la propuesta y posterior autorización que se hizo a través
de esta comisión del Reglamento de Ciudades Hermanas del Municipio. Precisamente es
desde finales de la gestión anterior que estuve presente en los primeros acercamientos de
las autoridades de El Mante con nuestro alcalde Ramón Torres García, a quien el alcalde
Mateo Mateo Vázquez Ontiveros, de El Mante, le externó su intención de hermanarse con
Rioverde.
A partir de entonces y como parte del conocimiento acerca del proceso para llevar a cabo
el hermanamiento, se me fue encomendada por el presidente la tarea de comenzar dicho
proceso al interior del municipio de Rioverde. Debido a esto, es de mi conocimiento que
para autorizar un hermanamiento, no sólo es necesario presentar el acuerdo mismo, sino
también un programa operativo anual (POA), el cual debe realizarse según las áreas de
interés de ambos municipios para trabajar como parte del hermanamiento y las actividades
específicas a llevar a cabo. Así, fue necesario organizar una reunión de trabajo para ir
definiendo la integración de este POA, misma que giró en torno a cuatro áreas que
previamente El Mante definió: turismo, cultura, desarrollo rural y agua y saneamiento.

Se convocaron a los directores y funcionarios de cada área respectiva y se realizó una visita
al municipio de El Mante, donde en una mesa de trabajo se fueron definiendo los temas y
fechas tentativas para las actividades propuestas. Por otro lado, debido a que el alcalde de
Rioverde realizó la visita también, llevó a cabo una agenda paralela de cortesía por parte de
su homólogo, misma que tuvo la finalidad de conocer el municipio de El Mante y refrendar
los lazos de hermanamiento con dicha ciudad.

Sesión ordinaria de la Asociación de Municipios Conurbados
22 de febrero
Las autoridades municipales de Rioverde asumieron el día de hoy la Coordinación General
de la Asociación de Municipios Conurbados de Rioverde y Ciudad Fernández, la cual
mantendrán por espacio de 1 año y 6 meses; acordándose a la vez iniciar los trámites de
donación de un terreno para la construcción de la sede de la Guardia Nacional.
Lo anterior se desarrolló durante la reunión efectuada esta mañana, en donde el Alcalde de
Rioverde, José Ramón Torres García, recibió esta responsabilidad por parte de su homologo
de Ciudad Fernández, José Alfredo Pérez Ortíz.

Se informó que, de acuerdo a los estatutos de esta Asociación, la coordinación de la misma
recaerá en cada uno de los municipios, por espacio de 1 año y medio, por lo que Rioverde
estará al frente, en el período que corresponderá del 22 de febrero del 2019 al 31 de mayo
del 2020.
En la sesión efectuada en el salón de Cabildo de la Presidencia Municipal de Ciudad
Fernández, se convino también en iniciar los trámites para la donación de un terreno
propiedad de esta asociación, para que sea donado al gobierno federal, para que se lleve a
cabo la construcción de lo que serán las instalaciones de la Guardia Nacional.
Se informó que dicho terreno, se encuentra en la comunidad de Puestecitos, ubicado a un
costado de la carretera libre que comunica al municipio de Cerritos, el cual cuenta con una
superficie de 4.2875 hectáreas.
En la misma reunión estuvieron presentes los Secretarios de ambos Ayuntamientos, Rubén
González Juárez e Irma Salazar Juárez; los Regidores del Ayuntamiento de Rioverde, Julissa
Amador Nieto y Jafet Pérez Flores, además del Director del Instituto Municipal de Planeación,
Adrián Esteban Peña Romo.

Sesión ordinaria de Cabildo en la que se aprobó el Hermanamiento con Ciudad Mante
28 de febrero
Fue aprobado en la sesión ordinaria de cabildo el acuerdo de hermanamiento entre los
municipios de Rioverde y Ciudad Mante, el cual permitirá compartir experiencias exitosas
de ambos municipios, además de lograr una mayor promoción turística.

Reunión de la Comisión de Migración y Cooperación Internacional e Intermunicipal
5 de marzo
En esta reunión se tomó el tema de los hermanamientos del municipio de Rioverde. El
objetivo fue que el encargado de esta área, el Lic. Alfonso Salazar, nos explicara cuáles
hermanamientos tiene Rioverde y cómo se van a trabajar durante esta administración.
Como presidenta de la Comisión, la cual también me tocó presidir en a administración
anterior, expliqué que se cuenta con un Reglamento de Ciudades Hermanas, el cual es un
instrumento que permite regular la actividad derivada de los acuerdos de hermanamiento

con el fin de que dichas actividades tengan beneficios tangibles para el municipio y no
queden solamente en una foto o una buena intención.
Existen varios mecanismos dentro del reglamento que permiten regular esta actividad. La
primera es que se establece que para autorizar la suscripción de un hermanamiento se debe
presentar el acuerdo por escrito y también un programa operativo anual por cada ámbito
de cooperación de cada hermanamiento. Los programas operativos anuales o POA,
permitirán conocer a detalle las actividades planteadas, así como los beneficios e impacto
que se generará a raíz de dicho evento. De esta manera se pretende que los hermanamientos
se lleven a cabo de forma planeada, ordenada y presupuestada.
El segundo mecanismo es la creación del Comité de Ciudades Hermanas, el cual es un
organismo auxiliar del Ayuntamiento para la asesoría y vigilancia de los temas relacionados
con los hermanamientos. Es decir, el Comité puede verificar que efectivamente se esté
realizando lo que se establece en los POAs, así como también puede hacer sugerencias para
modificarlos, involucrar a los sectores de la sociedad para trabajar en nuevos ámbitos de
cooperación e incluso proponer nuevos hermanamientos.
De esta forma, explica el titular de Ciudades Hermanas, se está trabajando en el diseño de
los POAs del hermanamiento con Laredo, Texas y con Ciudad Mante, Tamaulipas, siendo
éste último el primero del que se suscribirá formalmente el acuerdo dentro de esta
administración. Menciona que también se están generando los acercamientos con
autoridades de Ciudad Fernández para hacer lo propio.

Por último dice que se tiene el antecedente de que hay hermanamientos en tiempos pasados
con la ciudad de Campbell, California y Xicoténcatl, Tamaulipas y no se descarta que se
pudiera trabajar también con ellos, pero eso sería posteriormente.
Finalmente la presidenta de la comisión procede a dar lectura de la propuesta de
convocatoria para el Comité de Ciudades Hermanas, misma que pone a consideración de
los integrantes de la misma, quedando que de haber sugerencia de cambios se lo hicieran
saber a la brevedad.

En esta reunión se revisaron las propuestas de convocatorias para la conformación del
Comité de Ciudades Hermanas y el Consejo de Desarrollo Urbano y Vivienda, mismas que
se estuvieron trabajando al interior de las comisiones de Migración y Cooperación
Internacional e Intermunicipal y la Comisión de Desarrollo y Equipamiento Urbano.

Reunión de la Comisión de Migración y Cooperación Internacional e Intermunicipal
11 de marzo
En seguimiento a lo acordado en Sesión Ordinaria de Cabildo del día jueves 28 de febrero,
en la que el punto cinco del orden del día establecía el análisis y autorización en su caso del
acuerdo de Hermanamiento con el Municipio de Ciudad Mante, Tamaulipas, este día se tuvo
una reunión con el objetivo de analizar y modificar de ser necesario, el documento del
acuerdo de hermanamiento.
Como fue acordado, este día se vertieron los comentarios sobre el documento y una vez
que no hubo más intervenciones, se comentó que así quedaría el documento insertado en
el acta de Cabildo correspondiente. Por otro lado, vale la pena mencionar que esta reunión
estaba programada para el día 5 de marzo, sin embargo, por acuerdo de los regidores se
movió para esta fecha ya que coincidía con otro evento.
