The technical function of GWP should: 1) Identify critical issues in regions and help implement the GWP strategy through knowledge production and ensuring uptake. 2) Be organized holistically at global, regional, and country levels with regional technical committees and expert databases. 3) Be integrated into network operations through coordination between global and regional secretariats on knowledge generation and capacity building. 4) Show intellectual leadership in key areas like IWRM, climate change, food security, and their linkages across sectors.

The Adaptation Committee collaborates with UN agencies, bodies under the UNFCCC, and other organizations. It develops thematic reports, hosts adaptation forums, and makes recommendations to the COP. Upcoming work includes analyses on adaptation finance, national adaptation planning processes, economic diversification for adaptation, and a second flexible workplan.

Peru formulated its national contributions for adaptation (NDC) through a multi-step process that included selecting thematic areas based on vulnerability criteria, developing proposals based on sectoral and national policies, reviewing proposals with competent sectors, holding public consultations, and approval by a multisectoral commission. The NDC includes detailed information for each thematic area (agriculture, water resources, forestry, industry, public health) to achieve intermediate goals. Peru proposes communicating progress on its NDC through its upcoming Biennial Update Report and by defining a structure for adaptation communications, proposing a vulnerability indicator, and developing a monitoring and reporting system to measure resilience according to its National Strategy on Climate Change.
