3. • the vision of how a decentralized IFAD will operate and of how regional
directors will exercise their responsibility in such a decentralized
environment needs still to be articulated more broadly
Corporate business processes need to adapt to decentralization
• the out-posting of CPMs is essential, but has been slow, and a
consolidated vision for organizational decentralization in the broader
sense has yet to be articulated
Limited focus and country differentiation in IFAD supported programmes
make it difficult for IFAD to build the critical mass of expertise and skills
Mechanisms to ensure cross-country and cross-regional knowledge sharing
take place
The number of country offices and costs are rising without offsetting
reductions in Rome

4. - Decentralisation Phase 1 was the change of business
model (direct supervision and out posting of CPMs +
CPOs and opening ICOs) focussed on project and
country offices.
- Decentralisation Phase 2 should focus on sub regional
hubs and wider country programs :
to take into account regional dynamics and develop
necessary tools to support ICOs (regional
strategies, be part of local policy dialogues and fora,
develop sub-regional hubs, etc.)
to avoid silos by countries and marginalization of
ICOs from IFAD HQ: decentralisation phase 2

7. Proximity to ICOs : 2 to 3 hours flight from Hanoi
Absorb time difference between Rome and Asia.
Cluster countries: managing APR portfolio with 5 to 9
hours time difference is complicated.
Help to integrate the local dynamics and policies and
technical dialogues with 2 effects: improve IFAD
visibility, raise new funding by developing new
partnerships with emerging countries.
Promote staff, experts exchanges/sharing and tools
development mutualisation
Provide business continuity, fiduciary support and
admin support to the portfolio in complement to the
country offices.

9. Results
3 objectives in 2013:
• pursue ICOs efforts to get closer to client and improve ifad
performance beyond projects into country programs
• break silos and promote exchange in a context of regional
organisations
• increase IFAD credibility/visibility and develop new partneships
3 achievements the past 2 years:
• warm welcome by country teams and intensified
exchanges: among staff and projects (design, supervisions
and field visits, learning routes)
• sharing ideas, innovations and knowledge (see incres in
publications, participation to workshops and online
platform)
• improve policy dialogue and IFAD visibility for more
partnerships (climate change, ASEAN, …).

Interaction with IFAD headquarters
Regional office will serve country offices and country programmes through the
decentralisation of various IFAD department: PTA for technical services, CFS for
fiduciary monitoring, admin, PRM for fund raising.

Expanded CPO (Ghana or Senegal type): from
the Thailand ICO the CPM will develop the
country programme in medium income

Sub-regional hub (LAC type) : based on
thematic, for example a knowledge hub like we
used to have in Dakar (multi-donor funded)
Regional country office (Nairobi type) : IFAD
pursues its decentralisation process one step
further, after country office it ensures a regional
presence for policy dialogue, it includes CPMs
and carious services of country offices
