W+ Program Proposal
The document proposes the W+ Standard and Program, which would create a standard to measure positive impacts on women's empowerment from projects supported by climate change and development programs. It would quantify and verify benefits to women across six domains: time, income/assets, health, education/knowledge, leadership, and food security. Certified projects would be issued W+ Units that could then be sold to corporate, institutional, or individual buyers interested in measuring their social impacts. The proposal seeks funding to develop the standard and methodology further, establish an administrative team, and launch an initial W+ Capacity Fund to support pilot projects generating W+ Units for prospective buyers to purchase.

The W+ Standard was developed by WOCAN to measure women's empowerment in sustainability and climate change projects. It was awarded a prestigious UN climate change award, recognizing its ability to accelerate investments that empower women while addressing climate change. The standard has been applied successfully in projects from Kenya to Nepal. It measures empowerment in six domains and generates women-benefit units that are purchased, with revenues shared among women beneficiaries. For example, a W+ Standard project in Nepal equipped rural women with biogas stoves, saving them over two hours of fuelwood collection per day and empowering them with new opportunities.
Sustainability & measurement: Fund Sustainable Water
The Fund Sustainable Water of the Netherlands Enterprise Agency (RVO.nl) has updated its policy rules on sustainability for new project proposals. This presentation introduces the major changes to sustainability checks based on financial, institutional, environmental, technical and social (FIETS) criteria. It includes details as on baseline setting and policy rules on sustainability measurement. Bond's Effectiveness Programme aims to support UK NGOs in improving how they measure, manage and demonstrate their contribution to social change through three main activities: 1) Developing a sector-wide framework of common outcome indicators and data collection tools; 2) Building knowledge and skills to measure and manage effectiveness and value for money; and 3) Creating an enabling environment that encourages improvements in effectiveness. The Impact Builder is a new tool that Bond is developing to help NGOs measure, learn from, and demonstrate outcomes and impact by providing a platform for sharing information on outcomes, indicators, and data collection tools. The tool will help NGOs start telling a more robust story about added value at both the sector and organizational levels.

The best available, up-to-date information on all fishing and related vessels that appear on the illegal, unregulated, and unreported (IUU) fishing vessel lists published by Regional Fisheries Management Organisations (RFMOs) and related organisations. The aim of the site is to improve the effectiveness of the original IUU lists as a tool for a wide variety of stakeholders to better understand and combat illegal fishing and broader fisheries crime.
To date, the following regional organisations maintain or share lists of vessels that have been found to carry out or support IUU fishing within their own or adjacent convention areas and/or species of competence:

The Combined IUU Fishing Vessel List merges all these sources into one list that provides a single reference point to identify whether a vessel is currently IUU listed. Vessels that have been IUU listed in the past and subsequently delisted (for example because of a change in ownership, or because the vessel is no longer in service) are also retained on the site, so that the site contains a full historic record of IUU listed fishing vessels.
Unlike the IUU lists published on individual RFMO websites, which may update vessel details infrequently or not at all, the Combined IUU Fishing Vessel List is kept up to date with the best available information regarding changes to vessel identity, flag state, ownership, location, and operations.

Project Developers will gain knowledge and expertise on how to measure women’s empowerment using the W+ Standard as a result of receiving this assistance. STEP 1- PROJECT IDEA NOTE (PIN) - Provide feedback on the draft Project Idea Note PIN Template: http://www.wplus.org/wplus-pin-template-v1.2 STEP 2- PROJECT DESIGN DOCUMENT (PDD) - Conduct stakeholder’s consultations and gender analysis to select W+ domains and indicators, and to recommend activities - Develop draft Monitoring and Evaluation Plan for implementation of activities and W+ measurement - Recommend mechanisms benefit sharing with local women - Prepare the draft Project Design Document for submission to the W+ Standard PDD Template: http://www.wplus.org/wplus-project-design-document-pdd-template STEP 3- MEASUREMENT - Conduct the baseline surveys, including training and supervising local women enumerators - Measure of results and prepare draft Results Report.
