It has been said that if you are measuring seat time rather than competency then you are measuring the wrong end of the student. Competency-based education has received a great deal of attention as a disruptive innovation that promises to raise quality and lower the cost of higher education. EDUCAUSE defines competency-based education (CBE) as awarding academic credit based on mastery of clearly defined competencies. In traditional higher education time is fixed and learning varies, which is why students receive grades at the end of a quarter or semester. Contrast this with competency-based education, where learning is fixed and time varies for each student. But if time varies then how do students know when they are done? Assessments play a central role in CBE because student performance must be measured against set standards.
While there are vast repositories of OERs, relatively few come with assessments to validate knowledge or check for understanding. In this demo we will show the Open Embedded Assessment (OEA) tool developed by MIT and Open Tapestry. Open Assessment complements existing OER efforts with tools to allow instructors to embed assessments in any OER, thereby providing students with a richer learning experience. Faculty can also create shared collections of assessment items with other faculty. We will demonstrate the current state of Open Embedded Assessments as both a formative and a summative tool. We will discuss the opportunities and challenges of a CBE implementation.
As more institutions explore competency-based education the need for an open infrastructure will grow. Helix Education is developing CBE courses using OERs to show what is possible within the Helix platform. Open Embeddable Assessments allow OERs to be leveraged into richer learning environments. Enhanced with Open Embeddable Assessments, these environments can provide valuable information back to students, faculty, and instructional designers. This data can expose gaps and deficiencies in the course -- areas that should be strengthened. And with open content the opportunity for data-driven improvement can be fully realized because the OERs can be legally modified. Together, Open Embeddable Assessments and OERs create a virtuous cycle of continuous improvement that can serve competency-based education well.

Just as leaders can be found in many places in a business, there are many ways to
be a leader— different styles and approaches. The six leadership styles discussed
below are one way to look at leadership styles. Each of these styles sends a clear
message to the team about how the leader and the team interact. Some leaders
adopt one of these styles and use it every time they lead. But more effective
leaders master most or all of these styles, evaluate the team and goals at hand, and
choose the most appropriate style for the given situation.
A pacesetting leader says to the team, “Do as I do, now.”
The pacesetting leader is a high performer himself, and expects his team to
perform with excellence and speed. The leader models the desired behaviors and
expects the team to mirror it. This style works well with a highly skilled and
motivated team. It can create problems when a team gets overwhelmed, or when
more creativity is appropriate.
A visionary leader says to the team, “Come with me.”
The visionary leader sets out a common vision and goal for the team, and invites
each individual team member to find his or her way to achieve the necessary tasks.
This style works well when a new vision is appropriate and when there is latitude
in how a goal may be attained. It can be counter-productive when the group knows
more than the leader.
An affiliative leader says to the team, “People come first.”
Focuses first on the team and its emotional needs and the emotional health of the
team as a whole. This is an appropriate style in times of stress, when a team needs
some extra TLC. This style may not be appropriate when there are many pressing
deadlines for a project.
A coaching leader says to the team, “Try this.”
The coaching leader is focused on the team’s professional development and offers
team members opportunities to work on developing new skills or improving
weaknesses. This style works well when a leader is proficient at many things and
can truly help team members improve in various ways. When people are unwilling
to learn, this style may not be a good use of time and resources.
A coercive leader says to the team, “Do what I tell you.”
The coercive leader gives rigid instructions and requires total compliance. This can
be appropriate when there is an emergency, an extremely short time frame, or some
other unusual circumstances. This style should be used sparingly because it tends
to make people feel less valuable or important and often causes tension.
A democratic leader says to the team, “What do you think?”
A democratic leader encourages the participation of every team member and uses
consensus-based decision-making to make sure every person is on board. This is a
great method when the leader has a strong team and their buy-in is important to the

The latest survey by Robert Half International Inc on 150 executives from the largest US firms indicates that they consider leadership skills the most valuable asset in managers. Reality suggests that leadership is both a natural and acquired skill. Actively nurturing leadership skills in promising employees and providing them with opportunities to further their career will benefit all firms. Five practical steps are suggested that will enable firms to help develop leadership skills among their employees.

An assistant controller for a textile manufacturer in the south was asked recently to assume some of the training and development functions for his department. It was a challenging role for two reasons: The firm was in the midst of significant expansion, including opening additional plants and offices in two nearby states, and turnover has been an issue in recent years. Its rapid growth combined with a higher-than-average employee turnover rate elicited concerns that the company wasn't doing enough to actively develop future leaders.
In a recent Robert Half International survey of 150 executives from the nation's largest companies, leadership skills were identified as the most valued asset in managers. Some believe that leaders are born, not made, while others think that leadership is a quantifiable set of skills and ways of thinking that can be taught. Reality lies somewhere in between. While certain people do appear to have innate management capabilities, there are others who possess an identifiable potential that can be nurtured successfully. Actively cultivating leadership skills among promising staff members ensures that employees groomed to lead and manage have an in-depth knowledge of a firm's processes and long-term goals as well as a feel for its corporate culture.
Once leaders are developed, you don't want them to leave. By fostering an environment in which employees are given the means to enhance their management abilities and to continually expand their responsibilities, companies leave room for career growth, a key motivator and retention tool.
