Key Characteristics of Success
Business community realizes the gaps and opportunities for improving
national trade competitiveness.
Political good will and commitment at the highest-level government is
secured.
Political will must be institutionalized, e.g. through setting national
strategic, national master plan, and/or legislation.
Formal Inter-organizational collaborative platform with continuous
involvement of all key stakeholders
Individual leadership with strong relationship with the community and
deep business process knowledge.
Continously sharing of the vision with stakeholders at all levels
Self-sustainable business model* for the SW operation in the long run.
Continously reviewing, making recommendations, transforming the
recommendations into reality (to-be conditions) with passion.
* e.g. resources
9. 11
Overall Recommendations
For the participating countries
Proposed recommendations from this P2P project should be
seroiusly reviewed and considered for actual adoption.
Implementing IO measures to establish
the end-to-end paperless trade for the existing
e-transactions, and also implementing e-transactions for other
PGAs’ pre-clearance procedures.
Creating the political will and mandates to extend the current
formality SW to cover
cargo-community related procedures at the major sea ports,
and air ports in the country (CCS functions).
Still a lot of better to-be processes and more value-added
e-transactions can be further extended for both pre-clearance,
clearance and logisics, and post-clearance procedures.
10. 12
Overall Recommendations
For AACE and Donor/International Partners
A legal framework compendium consisting of the legal
regulations, processes, system functionalities and lessons
learnt be compiled and consolidated by all countries of the
review. This will provide an informed and comprehensive
guide for AACE members and other countries trying to build
or expand their Single Windows
Encouraging more countries to participate in the next
round of the SW peer-review assessment.
Continuously supporting capacity building through
lessons learn sharing sessions.
