3. Background and Purpose
Cameroon is in the process of modernising its procurement system. It
is in this context that there is a ministry exclusively dedicated to
public procurement.
Since 2018, a new code devotes the new regulatory provisions of
public procurement procedures and specific texts on dematerialization.
This is how the e-procurement project led to the COLEPS system
currently being used in cameroon.
The current organization of the e-procurement project aims to:

Current Status
The Minister of Public contracts is the principal actor responsible for the
implementation of the dematerialization of public
procurement in Cameroon.
The Ministry of Public Contracts elaborates specific texts related to
the organization and use of the Cameroon Online e-procurement system
(COLEPS). These texts are put in execution after the validation of the Presid
ency of the Republic ;
COLEPS is thus an important platform whose activities needs to be well
organized.

Project organization
At the Ministry of Public Procurement, a team in charge of
managing the e-procurement project has been set up and is placed
under the chairmanship of the Secretary General of the Ministry:
This team's mission is to :
1- ensure compliance with the Ministry's strategic priorities;
2- monitor the technology of the e-procurement system;
3- define e-procurement system security protocols;
4- ensure that the e-procurement system is widely used and
appropriated.

In legal terms: a staff member is responsible for publishing all related
information in the Coleps system.
At technical level : Engineers maintain the system and infrastructure of the
main and backup sites.
for security: The COLEPS platform is secured with PKI (public key
infrastructure) technology from the National Agency for Information and
Communication Technologies (ANTIC), the government institution in charge
of securing cyberspace in Cameroon.
ANTIC's role is to issue electronic certificates to applicants, enabling them
to secure their transactions on the COLEPS platform.
To facilitate the issuance of electronic certificates, ANTIC has established
MINMAP as a Local Registration Authority (LRA), by mutual agreement.
Regarding the use of COLEPS: MINMAP is in the process of popularizing
the system, training stakeholders and providing local assistance.

A participatory and inclusive implementation approach
Integrating stakeholders right from the project analysis and design
phases;
A progressive implementation approach based on a pilot sample
representative of all stakeholder categories;

Public contract autority: It organizes and ensures the smooth operation
of the public procurement system.
Regulator agency: it is a body whose role is to promote good governance
in the public procurement sector and encourage the effective realization of
investments..
Projects Owners: As a project sponsor, it's the client who defines the
specifications, and consequently the needs, the budget, the provisional
timetable and the objectives to be achieved. To carry out your project
Contracting authorities: is responsible for project execution and,
consequently, for awarding and monitoring project contracts.
Tenders boards: They are responsible for the prior control of public
procurement procedures within their remit, initiated by project owners or
delegated project owners.
Bidders: is an economic operator who submits a bid as part of a
procedure for awarding a public procurement contract.

the composition of the tenderers' administrative offer
- Antic: it is to issue electronic certificates to applicants, enabling

- MINFI: Ensures payment of benefits
- MINCOMMERCE: Produces the price catalog required for the e-
catalogue and e-shopping mall

Vulgarization and appropriation of the system
by stakeholders
Get all stakeholders on board by:
- training;
- local support
- online training documents
Since the implementation of phase 1, several training seminars of
stakeholders on the use of the system have been organized.
Over the entire national territory, 4000 stakeholders have been trained.

The Ministry of Public Procurement is currently considering setting up a
formal project management unit.
15. CONCLUSION
Online public procurement is a reality. However, to boost the performance
of the procurement system through the use of the COLEPS platform, the
Minister of the publics contracts (ACMP) intends to take the following
measures:
1- Implement a genuine change management policy based on
communication, awareness-raising, training and incentives;
2- Make the legal framework for electronic procurement binding;
To achieve these objectives, the ACMP is counting on the resolute
commitment and full involvement of all stakeholders.
