Rules in Offshore Africa
This workshop aims to give an in-depth understanding of the local content
and cabotage rules in Africa’s offshore marine industry. The course will
provide a comprehensive insight and practical approaches to meet local
content and cabotage rules. It will discuss ways to comply with requirements
in Africa’s key offshore hotspots with special focus on West Africa’s biggest oil
player, Nigeria.

Workshop Leader:
Frederick Festus Ntido is a Senior Associate in the Corporate/Commercial
Group specializing in Nigerian Content law, maritime, company securities,
banking, telecoms and aviation law.
Frederick has been involved in providing legal advice to multinational
companies in diverse areas of the law including regulatory, corporate
compliance and transactional issues. He also advised the Federal
Government of Nigeria during the Port Concession Programme as legal
counsel to the Nigerian Ports Authority and he is actively involved in providing
legal advice to several institutional and private establishments. He regularly
advises multinational and indigenous clients doing business in Nigeria on
compliance with local content legislations relating to the Cabotage Act
and the Nigerian Oil and Gas Industry Content Act. He also represents clients
before the Nigerian Content Development and Monitoring Board and other
regulatory agencies.
The West Africa Deepwater rush is on!
• Operated by BP, the $14 billion PVSM project is the largest deepwater
project in Africa
• Chevron will go ahead with the development of Lianzi field between the
Republic of Congo and the Republic of Angola.
• The $2-billion Tullow Oil TEN project development will include a subsea
production system and a 27-mi (43-km) electrically heated flowline, the
first of its kind at this water depth.
• Nigeria dominates with huge subsea projects such as Egina, Usan,
Agbami, Abana, Bonga, Ekpe and Yoho oil fields.
There is room not only for new tonnage but for new vessel technologies
and capabilities for installation, support and maintenance. The Subsea
Vessels Conference is the first and only one of its kind in West Africa to help
you forge partnerships.
