The modern software delivery process (or the CI/CD process) includes many tools, distributed teams, open-source code, and cloud platforms. Constant focus on speed to release software to market, along with the traditional slow and manual security checks has caused gaps in continuous security as an important piece in the software supply chain. Today organizations feel more susceptible to external and internal cyber threats due to the vast attack surface in their applications supply chain and the lack of end-to-end governance and risk management.
The software team must secure its software delivery process to avoid vulnerability and security breaches. This needs to be achieved with existing tool chains and without extensive rework of the delivery processes. Formulate an integrated economic, social, physical, and other development plans and
programs for implementation;
Conduct continuing studies, researches and training programs necessary to evolve

Monitor and evaluate the implementation of the different development programs,
projects and activities in the province in accordance with the approved development
plans;
Prepare comprehensive plans and other development planning documents for the
consideration of the Provincial Development Council;
Analyze the provincial income and expenditure patterns, and formulate and
recommend fiscal plans and policies for consideration of the finance committee of the
Province as provided under the local Government Code;
Promote people participation in development planning within the Province;
Exercise supervision and control over the Secretariat of the Provincial Development
Council;
Exercise general supervision and control of the day-to-day activities of office
personnel; and
Exercise such other powers and perform such other functions and duties as may be
prescribed by law or ordinance.
