reports. Created new reporting procedures and wbs code structure tailored for the alliance. Baton Rouge Tank
Farm Project Controls for Tank Farm refurbishment.
Sr. Cost Engineer – Project Controls
Contracted under System One to SGT (Steam Generating Team), a division of URS Corp. to support change
order management. Responsible for change order research, creation, scope, change estimation, and client
negotiation. Scope was replacement of four steam generators at the Sequoyah Nuclear Power Plant Unit 2 in
Tennessee. Approximate EPC value of project was $130 million.
Sr. Cost Engineer – Project Controls
Baseline restructuring, WBS creation, and Program Management Overview. Responsible for the development,
implementation and maintenance of cost reporting requirements for Site Management and Department of
Energy (DOE). Formulated and validated monthly actual cost reports. Maintained project trend log and
incorporated trends into project forecast. Prepared change control log documentation and updated change
control log. Created monthly cost vs. budget vs. earned reports and assisted multiple project managers with
variance analysis. Incorporated EVMS into government reporting documents.

2. Scope of the SRNS Recovery Act was Solid Waste Elimination of more than 90% of the plutonium-238 source
term from the old plutonium Fuel Fabrication Facility; Deactivation and decommissioning of two nuclear
materials production reactors and Soil and Ground Water Remediation (remediate the soil & ground water
contaminated with radioactive and hazardous constituents where nuclear fuel assemblies and targets were
manufactured during the Cold War). The ARRA Act was funded at $1.4 billion.
Sr. Cost Engineer – Project Controls
Senior Cost Engineer on multiple projects. Responsible for preparing cost estimates, budgets, forecasts, cash
flow analysis, cost and progress reports for the Client and for Fluor Management. Development and
processing of Change Orders and WBS. The scopes of service for these EPC projects ranged from Appraise
through Define Phase Engineering and into Execute Stage Work. Two major projects were installation of a new
reactor that doubled the volume for the hydrotreating operation and updated the refinery’s flare gas recovery
systems, comprised of compressors, pumps, heat exchangers and water seals to minimize the combustion of
vent gases in the flares. Approximate EPC value of projects was $170 million.
Sr. Cost Engineer IV - Project Controls
Lead Cost Engineer - Prepared and supervised preparation of cost estimates, budgets, forecasts, cost and
progress reports for the Client (BP) and Jacobs Engineering Management. Directly supervised the non-
billables and indirect costs for all projects under the Jacobs/BP Alliance umbrella, which managed over $220
million of EPC projects for the BP Carson Refinery. Developed a system of allocation of costs and revenues for
each of the projects. Prepared monthly revenue, cost and margin analysis and trend reports for Jacobs
Management. Developed, processed and managed change orders and WBS input, updated and analyzed
FLA’s. Developed the BP Alliance Annual Business Plan for Sr. Mgmt.
Lead Project Analyst
Developed work breakdown structure and invoicing requirements for many ICA/Fluor Daniel projects including
power plants based in Mexico and South America. Responsible for over 30 contracts valued at approximately
$500 million. Prepared client invoicing, cost and billing reconciliations. Responsible for final gross margin
reporting. Required international travel. Communicated with client representatives. Equiulon project in Carson,
CA, required client invoicing, cost and billing reconciliations, procurement and commitment reports, and final
gross magin reporting.
