The S.T.a.R. chart is used for budget planning, technology planning, and evaluating progress towards Texas' long-range technology goals in four key areas: teaching and learning, educator preparation, leadership and infrastructure. The chart measures progress in stages from early to target technology use, with target technology teachers meeting technology standards, collaborating across disciplines, and communicating with technology. A 2008-2009 S.T.a.R. chart review found progress and opportunities like integrating technology standards into content, supplementing instruction with technology, providing more online learning, and utilizing professional development.
