The document discusses reasons why a local cannabis dispensary should be allowed in Sonoma. It argues that dispensaries provide essential services to patients, help regulate the market, and do not increase crime rates. Research shows dispensaries have fewer robberies than other businesses and their presence is not linked to higher crime. The document also discusses regulations around dispensary security, potential economic benefits, and evidence that legal cannabis has not negatively impacted traffic safety.

Marijuana Will Be Legalized in 2021 Now That Georgia Voted In Two DemocratsCannabis News
1. Georgia voting for two Democratic Senators in runoff elections has significantly increased the chances of nationwide marijuana legalization in 2021.
2. With Democratic control of the presidency and both houses of Congress, bills like the MORE Act that would legalize marijuana at the federal level are likely to pass.
3. If marijuana is removed from the Controlled Substances Act, it would open up interstate commerce for the legal marijuana industry and allow more countries to legalize without fear of US intervention.

MADD Hawaii: Chief Robert L. Ticer - Meeting the Challenge when Marijuana is ...MADD Hawaii
Chief Ticer presented at MADD Hawaii's Drugs & Driving, A Call to Action conference in Oct. of 2018. He has been on the front line of impact since 2013 when Colorado passed a Constitutional Amendment to allow recreational marijuana. He spoke about the road to recreational, the challenges for law enforcement and traffic statistics relating to drugs and driving. He spoke in depth about law enforcement training that works and is needed. He also shared information about how partnerships are imperative for education about and prevention of impaired driving. His list of lessons learned is a good list of recommendations for Hawaii.
Federal laws and regulations intended to detect criminal activity have made it difficult for legal cannabis businesses to obtain banking services, despite operating legally under state laws. This creates public safety issues as businesses deal in large amounts of cash. In response, federal guidance was issued in 2014 by the DOJ and FinCEN clarifying how financial institutions can serve cannabis businesses in compliance with priorities focused on preventing diversion, criminal enterprises, and other issues. However, most banks remain hesitant due to money laundering statutes and obligations to monitor customers. Bipartisan legislation has been introduced to provide a safe harbor for banks working with legal cannabis businesses.
Long Term Growth In Support for Legalization shows that older cohorts are slow to change views on marijuana legalization, while younger baby boomers are becoming more supportive. Poll results from California Proposition 19 in 2010 found nearly half of California voters still supported legalization. Support may have been higher in a presidential election year with higher turnout. Colorado polls show increasing support for medical marijuana ballot measures over time, but rejection of a 2006 legalization initiative. Public education aims to shift voter opinion by 5-10 points in key states to reach the threshold of 60% support needed to pass marijuana reform initiatives.
The document discusses the results of the 2011 National Retail Federation survey on organized retail crime. It finds that organized retail crime significantly impacts nearly all retailers, with 95% reporting being victims in the past year. Organized retail crime costs retailers an estimated $15-30 billion annually and involves criminal rings stealing large quantities of merchandise from multiple stores to resell illegally. Major cities like Los Angeles, New York, and Miami are among the top locations targeted by these criminal organizations operating across state lines.

Why Are So Many Municipalities Opting out of Their State's Cannabis Marketplace?Evergreen Buzz
The document discusses why many cities and towns are opting out of participating in their state's legal marijuana programs, despite the potential financial benefits. Some municipalities worry about increased liability for police in cannabis arrests. Others want to restrict dispensaries but allow manufacturing. Many residents support legalization but do not want cannabis businesses in their neighborhoods due to "not in my backyard" (NIMBY) attitudes. Opting out means municipalities miss out on tax revenue that states generate from legal cannabis programs. Educating communities about cannabis' benefits could help change negative perceptions and reduce the number opting out.
The document provides an overview of the economics of the legalized recreational marijuana industry in the United States. It discusses the shifting public perception and legalization efforts in various states. It also summarizes some of the business challenges in the industry, including issues around taxation, banking access, funding, jobs, and the impact on state economies. The document concludes by predicting that the federal government will likely maintain the status quo and continue to allow individual states to determine their own marijuana policies.
The document discusses the legal and tax issues faced by businesses operating in the cannabis industry. Despite some states legalizing marijuana, it remains illegal under federal law. This creates challenges for such businesses in obtaining banking services and deducting business expenses when filing taxes. The IRS uses Section 280E to deny deductions for marijuana businesses. Recent cases and IRS guidance are discussed but provide no clear solution, leaving businesses at risk of penalties or higher tax burdens. The document also provides examples of representation opportunities that could arise involving a marijuana dispensary and delivery business under audit.

It also provides an overview of SAMHSA's Communities Talk initiative which uses town hall meetings to promote campus-community collaboration on underage drinking issues.
Cannabis Business Banking - Compliance ConsiderationsHypur Inc.
This document discusses banking regulations and compliance considerations for cannabis businesses. It summarizes the Cole Memorandum which provided guidelines for federal and state marijuana enforcement priorities. It also outlines FinCEN guidance for how banks can legally service state-legal marijuana businesses by following best practices like verifying licenses, ongoing monitoring, and SAR reporting. While the Cole Memo was rescinded in 2018, federal regulators are still applying FinCEN's rules and not taking enforcement actions, so banks can currently service the marijuana industry following these guidelines.
This document summarizes a presentation on the emerging issues related to legalized marijuana. It discusses how marijuana legalization is impacting various areas of law and insurance claims. Legalized marijuana directly impacts professional liability, transportation, employment, premises liability and other areas. While public opinion and usage is increasing, federal law still prohibits marijuana use. States are passing legislation to legalize medical and recreational marijuana use, creating conflicts with federal law. This is generating new types of lawsuits and insurance claims around issues like indemnity agreements and additional insured coverage. Presenters discussed open questions around how these legal and regulatory changes will further impact claims handling and different professions.
This document discusses road safety issues related to the legalization of recreational cannabis in Canada. It summarizes data from Colorado and Washington, the first U.S. states to legalize cannabis, which shows both a small increase and a doubling in the percentage of drivers involved in fatal crashes who recently used marijuana. However, the data is limited and inconclusive. It argues that establishing per se drug limits and effective enforcement of impaired driving laws will be important for maintaining road safety as legalization occurs in Canada.
Cannabis Science & Policy Summit - Day 1 - MillerCannabisSummit
This document analyzes the legal marijuana market in Washington state using traceability data from the state's seed-to-sale tracking system. Three key findings are: (1) Prices fell substantially over time due to increased supply and competition among producers and processors; (2) While product characteristics changed dramatically, retail quantities were not significantly affected by a tax change, suggesting demand is inelastic; (3) Entry into the market was high initially but has slowed, and supply has increased substantially.
This document from the Texas Police Chiefs Association discusses the myths and facts around the impacts of legalizing marijuana. It addresses impacts on crime, impaired driving, tax revenue, youth use, and health issues. Some key facts presented include that crime and traffic deaths increased in states that legalized marijuana, tax revenue was lower than predicted, and youth access and use increased. Health risks discussed include links to mental illness and increased risk of opioid use. The document concludes by providing observations for states that have legalized marijuana, noting increased youth use and crime from dispensaries in Colorado and Washington.

The document proposes a medical cannabis program for Kentucky to help address the state's increasing corrections costs. It suggests creating the Kentucky Cannabis Enforcement Department to regulate the program and license patients, cultivators, producers, compassion centers, and other participants. The program would establish a regulated supply chain from cultivation to sales at compassion centers. It projects the program could generate tax revenue for the state while reducing incarceration costs from non-violent marijuana possession arrests. Strict regulations are outlined to ensure public and road safety.
An Evaluation Of The Nashville Dmi Pullipbohannon88
The document summarizes an evaluation of Nashville's Drug Market Initiative (DMI) that targeted open-air drug dealing in the McFerrin Park neighborhood. The DMI used a "pulling levers" strategy in four stages: 1) Identifying drug markets through crime data analysis; 2) Preparing law enforcement and community partners; 3) Notifying and offering services to less serious drug offenders; and 4) Delivering resources and follow-up support. The evaluation found the DMI was associated with statistically significant reductions in property crimes, narcotics offenses, and calls for police assistance in the target area, with smaller comparable declines in surrounding areas. The results suggest the DMI was effective at reducing drug-related

This document summarizes research on the impacts of legalizing marijuana, including increases in public health and public safety issues. It finds that marijuana potency has increased significantly in recent decades to meet demand. Legalization is associated with higher youth, young adult, and overall marijuana use rates compared to national averages. States with legal marijuana also see greater increases in traffic collisions than neighboring states without legal marijuana. The document cautions that policy and laws are being created without long-term research on the effects of high-potency marijuana products.
The document summarizes The CannaBiz Report, which provides information on the emerging cannabis industry and issues surrounding public and private financing of cannabis companies. It covers many industries that support cannabis like real estate, agriculture, and banking. The legal cannabis market is estimated to be worth $1.53 billion currently and projected to reach $10.2 billion by 2018, though estimates vary. While some companies operate in cannabis-related businesses, none have conducted a traditional IPO due to cannabis being illegal federally. The SEC registration process provides disclosure on difficulties completing registration while operating in this industry.
The New York State Coalition of Hispanic Chambers of Commerce wrote to Congressman Boehner urging him not to delay or reverse debit card swipe fee reform. They represent over 20 chambers statewide. Swipe fees have skyrocketed in less than a decade, reaching over $48 billion and debit card fees alone have increased almost four-fold to over $16 billion annually. These fees are a significant operating cost for merchants and their customers are often unaware they are paying these high fees. Swipe fee reform is important for small businesses as fees are one of their largest expenses and have increased faster than other costs like healthcare. Reform would also benefit consumers through savings at stores and lower prices.

PGx Analysis in VarSeq: A User’s PerspectiveGolden Helix
Since our release of the PGx capabilities in VarSeq, we’ve had a few months to gather some insights from various use cases. Some users approach PGx workflows by means of array genotyping or what seems to be a growing trend of adding the star allele calling to the existing NGS pipeline for whole genome data. Luckily, both approaches are supported with the VarSeq software platform. The genotyping method being used will also dictate what the scope of the tertiary analysis will be. For example, are your PGx reports a standalone pipeline or would your lab’s goal be to handle a dual-purpose workflow and report on PGx + Diagnostic findings.
The purpose of this webcast is to:
Discuss and demonstrate the approaches with array and NGS genotyping methods for star allele calling to prep for downstream analysis.
Following genotyping, explore alternative tertiary workflow concepts in VarSeq to handle PGx reporting.
Moreover, we will include insights users will need to consider when validating their PGx workflow for all possible star alleles and options you have for automating your PGx analysis for large number of samples. Please join us for a session dedicated to the application of star allele genotyping and subsequent PGx workflows in our VarSeq software.
