Underage drinking continues to be a public health problem in the US. While rates of underage drinking and binge drinking have declined since 1988 when all states adopted a minimum legal drinking age of 21, challenges remain. A comprehensive approach using multiple strategies like education, enforcement of laws, and community programs working at different levels has shown effectiveness. Further research is still needed to identify the most cost-effective combination of policies and programs to reduce underage drinking.
This document summarizes strategies to reduce alcohol-related harms through policy. It discusses how problem-oriented policing was used successfully in Australia to identify high-risk bars through feedback audits. This allowed police to target enforcement at the small number of bars responsible for most alcohol-related incidents. The document also discusses how increasing the perceived probability of punishment, rather than punishment severity, is more effective at deterring criminal behavior related to alcohol. High-visibility enforcement campaigns that couple intense enforcement with publicity, such as "Drive Sober or Get Pulled Over", have been shown to reduce drunk driving deaths.

Underage drinking has negative consequences and contributes to health and social problems. While aggressive prevention efforts since the 1980s have led to positive changes like a 79% decline in alcohol-related traffic deaths among youth aged 16-20, challenges remain. Evidence-based strategies to reduce underage drinking include policies that limit youth access to alcohol, such as minimum legal drinking age laws. Enforcement of underage drinking laws is fundamental to prevention efforts.
Substance abuse is a major health issue in Washtenaw County. Youth in the county are more likely to initiate substance use like alcohol, marijuana, and cigarettes at an earlier age compared to a neighboring county. Deaths related to alcohol and drugs have been increasing in Washtenaw County between 2000-2009. Heroin and opioid overdoses are a growing problem, accounting for nearly half of emergency room visits for drug overdoses from 2011-2012. Treatment admissions for substances like prescription drugs and heroin have been decreasing in average age. A variety of factors contribute to substance abuse issues, including social and economic influences as well as the local physical environment.

This document proposes electoral reforms in India to reduce the influence of money and muscle power in elections. It notes that a large percentage of winning candidates in the 2009 elections had high assets and pending criminal cases. The key proposals are to make candidates more accountable by requiring constituency-specific manifestos and affidavits of assets/criminal cases. This would better inform voters. Candidates would also participate in constituency-level debates to discuss their visions. While costing around $150 million nationally, this could make elections fairer by empowering voters to make more informed choices based on candidates' merits rather than their party or resources. Challenges around enforcement would need mitigation strategies like strict monitoring.

Final executive summary for UB/Cornell Law BPD studyDavid Thompson
The Buffalo Police Department engages in widespread unconstitutional and discriminatory policing practices that disproportionately impact African Americans and other minorities. Since 2006, BPD has prioritized aggressive enforcement of minor crimes and traffic laws in minority neighborhoods to raise revenue and further urban renewal efforts. This has led to sharply increasing racial disparities, including African Americans being 5 times more likely to be arrested than whites by 2014. Community members perceive BPD as overly aggressive and unresponsive, acting with impunity. The report documents these unconstitutional patterns and their human and social costs.

The document summarizes the results of focus groups conducted with alcohol service users to understand their perspectives on a proposed voluntary restriction of high-strength, low-cost alcohol in one London borough. The main themes that emerged were:
1) The scheme was seen as a good start but unlikely to succeed as proposed due to alcoholics finding ways to obtain alcohol and retailers not following voluntary restrictions.
2) Drinkers would not switch to lower alcohol options but rather find alternatives like spirits or a black market.
3) For the scheme to have a chance of success, it would need to be mandatory across a larger area and accompanied by improved treatment services.

This document summarizes the work of the Circles of San Antonio Community Coalition in reducing underage drinking. It discusses the coalition's formation in 1998, funding sources, target areas and populations. Key strategies discussed include social host ordinances, alcohol outlet density reduction, and increasing alcohol taxes. The coalition brings together various sectors to develop and implement strategies with community-wide impact.
The document outlines 10 steps for developing and implementing a social host ordinance to address underage drinking: 1) develop a policy statement, 2) engage enforcement, 3) collect data, 4) make the case, 5) draft policy language, 6) use media advocacy, 7) mobilize support, 8) get the policy adopted, 9) ensure enforcement, and 10) evaluate effectiveness. It provides guidance and examples for each step, including developing a power analysis, framing the issue for media and decision-makers, and ensuring community support throughout the process.
Evidence and policy suggests that people with multiple needs and exclusions often struggle to engage with services because of the way those services are set up. People may be well known to agencies and professionals but may not have been able to make and sustain changes in their lives. This webinar will provide an overview of the issues facing adults with multiple needs and exclusions. Due to agreements with the individuals involved, in the recording we are unable to show Leah’s story and Tommy’s story. These segments have been removed from the recording. If you have any queries please email: help@ripfa.org.uk
The document provides information about the Substance Abuse and Crime Prevention (SACADA) organization and its youth prevention programs, adult and family services, and community coalition efforts. It details the purpose and services of the Prevention Resource Center (PRC) Region 8, including covering 28 counties in South Central Texas and enhancing substance abuse prevention. The document outlines how community members can partner with PRC Region 8 by providing data, assisting with coordination and networking, and promoting prevention efforts.
This document summarizes the key points from an annual state meeting on substance abuse prevention. It discusses the 8 strategic initiatives identified by SAMHSA, including the prevention of substance abuse and mental illness. The initiatives aim to promote emotional health and reduce risks in communities, schools, and workplaces. It also highlights the emphasis on mental health, given the high costs of untreated behavioral disorders. As prevention professionals, this initiative provides an opportunity to expand influence and bridge the fields of prevention and treatment. An example program from Riverside County that used problem identification and referral is discussed, showing cost savings and positive participant outcomes.
The document provides an overview of the new funding model being implemented by the Global Fund. It discusses key aspects such as the country dialogue process, concept note development, community system strengthening, gender equality, human rights, and CCM eligibility standards. Countries are encouraged to engage with civil society, key populations, and other stakeholders in developing national strategic plans and concept notes to apply for funding. The new process aims to provide more predictable, flexible, and streamlined funding based on country ownership and priorities.
Tobacco use is a major public health problem that causes preventable disease and death. Smoking kills over 393,000 Americans each year and costs the US over $193 billion annually. Tobacco use increases the risk of cancer, heart disease, COPD and other illnesses. Healthy People 2020 aims to reduce tobacco use and secondhand smoke exposure through policies, prevention programs, and healthcare interventions. Progress is monitored through objectives and national surveys to improve the nation's health.
This document summarizes preliminary findings from Drinkaware's 2014 survey on drinking attitudes and behaviors in the UK. It identifies 5 segments of UK adult drinkers based on risk levels, moderation techniques, drinking motivations, well-being, and demographics. The segments range from "comfortable social drinkers" who are mostly low-risk and drink for social reasons, to "risky social and coping drinkers" who are more likely to be increasing/high risk and drink to cope or conform. Overall drinking levels and risk behaviors vary across age groups.
