This document discusses linking data on the semantic web. It questions when data providers will value links enough to consistently create and maintain them between resources. It also questions how to link data in the absence of persistent identifiers. Specifically, it raises challenges around making persistent links without identifiers that remain constant over time.

Archive Assisted Archival Fixity Verification FrameworkSawood Alam
The number of public and private web archives has increased, and we implicitly trust content delivered by these archives. Fixity is checked to ensure an archived resource has remained unaltered since the time it was captured. Some web archives do not allow users to access fixity information and, more importantly, even if fixity information is available, it is provided by the same archive from which the archived resources are requested. In this research, we propose two approaches, namely Atomic and Block, to establish and check fixity of archived resources.

Summary: The web changes over time, and significant reference rot inevitably occurs. Web archiving delivers only a 50% chance of success. So in addition to the original URI, the link should be augmented with temporal context to increase robustness.
This presentation introduces the semantic web concepts that enable the publication of linked open data. It also introduces LodLive, a linked open data visualization, and discover-me-semantically, an RDF authoring tool.

Abstract: Governments collect a lot of data. Data on air quality, toxic chemicals, laws and regulations, public health, and the census are intended to be widely distributed. Some data is not for public consumption. This talk focuses on open government data — the information that is meant to be made available for benefit of policy makers, researchers, scientists, industry, community organisers, journalists and members of civil society.
We’ll cover the evolution of Linked Data, which is now being used by Google, Apple, IBM Watson, federal governments worldwide, non-profits including CSIRO and OpenPHACTS, and thousands of others worldwide.
Next we’ll delve into the evolution of the U.S. Environmental Protection Agency’s Open Data service that we implemented using Linked Data and an Open Source Data Platform. Highlights include how we connected to hundreds of billions of open data facts in the world’s largest, open chemical molecules database PubChem and DBpedia.

The promise of Linked Data is not that it is another way of aggregating data. For too long have library data been trapped within data-silos only accessible through obscure protocols.
