This Tool presents background to e objectives of EaSI, the new EU Programme aimed at sustaining employment, social innovation, social inclusion, and social entrepreneurship and micro-enterprises in the 2014-2020 programming period.
In accordance with Regulation (EU) No 1296/2013, EaSI (Programme for “Employment and Social Innovation”) extends political scope and support of three existing EU Initiatives:
the Programme for Employment and Social Solidarity (PROGRESS), established by the Decision No 1672/2006/EC;
EURES, the network of European Employment Services that promotes labour mobility within all the EU Member States, EEA Countries and the Swiss Confederation;

One of the demands that today’s society is making of the European Space of

Social enterprises acting in the social economy provide social and economic impact.They tend to
- involve a plurality of actors working together,
-adopt participatory democratic forms of governance,
- help to increase social capital
- contribute to widening the supply of social goods and services, creating inclusive new employment and growth
This is also one of the priorities of the European Social Fund in the new programming period. Social policy innovation is included in the "Operational Policy Guidance for applying the Social Investment Package through ESF and its synergies with other ESI Funds", recently developed, as well as in our contribution to the Guidance Fiche on Social Innovation. This guidance and screening of the ESF Operational Programmes ensure more systemic embedding of social policy innovation in the structural reforms undertaken in connection to the CSRs and supported through the use of ESI Funds.
Developing synergies between E@SI and ESF activities on social policy innovation activities (Possibility to establish a joint team/task force involving directorates D, E and F for ensuring best coherence between the policy and operational activities).
2. Ensuring that funding possibilities from the ESF are used in support of social policy innovations aligned with the Europe 2020 priorities.
• With the new programming period of the European Social Fund, there is much more scope to use the ESF in support of social policy innovation. Member States are required to identify the themes for social policy innovation corresponding to their specific needs in their Operational Programmes and during implementation. In addition, the ESF regulation for the new programming period now allocates 20% allocation of resources towards support to social inclusion.
• To ensure a proper connection between policy and operational levels, social policy innovation is now part of the “Operational Policy Guidance for applying the Social Investment Package through the ESF and synergies with other ESI funds” recently finalised. My services are analysing and commenting on the ESF Partnership Agreements and Operational Programmes on this basis.

Social innovation can take place in all areas failing under the scope of ESF, including with the aim of testing and scaling up innovative solutions.
For the ESF social innovation will be a horizontal tool which will be applied to policy themes, identified by the member states.
The latter will select the themes according to their needs. Since social innovation is intended to increase the effectiveness/efficiency of social policies, DG EMPL expects the authorities to select their most pressing social challenges, which should be addressed by the ESF investment priorities.
