The OECD LEED Forum for Social Innovation, chaired by Professor Andy Westwood, organizes studies, conferences, and evaluations to facilitate the international sharing of best social and economic policies and practices. The Forum seeks new answers to social problems by identifying and delivering new services and implementing new labor market integration processes. It operates along the lines of four pillars of the EU Employment Strategy: employability, entrepreneurship, adaptability, and equal opportunities.

Recovering From the COVID-19 Crisis and Building Resilience in Cities
How has the crisis accelerated the shift towards a more inclusive, green and smart urban paradigm?
Co-hosted by the OECD and the Ministry of Housing, City and Territory of Colombia, in the framework of the ongoing OECD Urban Policy Review of Colombia, and as part of the OECD policy dialogues on COVID-19 recovery and resilience in cities and regions, this webinar brought together policy-makers from across the OECD to discuss how their cities and regions are tackling long-term structural challenges exacerbated by the COVID-19 crisis, such as low productivity and employment levels, inequalities, weakening public trust, and mounting pressure to tackle climate change. The webinar provided an opportunity to exchange experiences and draw lessons to inspire place-based innovative policies to foster economic growth, well-being and resilience.

EQUAL was a 6-year, EUR 3 billion European research and development laboratory that involved over 20,000 partners and 3,180 development projects across 200,000 people. It found that social innovations can make labor market policies more effective, inclusive and acceptable by developing sustainable pathways between institutions and work environments, such as helping with unemployment, migration, parental leave, self-employment, and reconciling work and family life.

Vienna has experienced significant changes in the educational backgrounds of immigrants over the past decade, shifting from lower-skilled to higher-skilled. However, immigrants' job potential is underutilized as they often work in low-paying jobs that do not match their qualifications. Their foreign education and work experience is only partially recognized.
Several projects funded by the European Community Initiative EQUAL addressed this issue by providing mentoring, language training, and counseling to help immigrants have their foreign qualifications recognized and improve their employment opportunities in Austria. Many of these projects continue to operate in Vienna with different sources of funding.

Folding is a recent technique for building efficient recursive SNARKs. Several elegant folding protocols have been proposed, such as Nova, Supernova, Hypernova, Protostar, and others. However, all of them rely on an additively homomorphic commitment scheme based on discrete log, and are therefore not post-quantum secure. In this work we present LatticeFold, the first lattice-based folding protocol based on the Module SIS problem. This folding protocol naturally leads to an efficient recursive lattice-based SNARK and an efficient PCD scheme. LatticeFold supports folding low-degree relations, such as R1CS, as well as high-degree relations, such as CCS. The key challenge is to construct a secure folding protocol that works with the Ajtai commitment scheme. The difficulty, is ensuring that extracted witnesses are low norm through many rounds of folding. We present a novel technique using the sumcheck protocol to ensure that extracted witnesses are always low norm no matter how many rounds of folding are used. Our evaluation of the final proof system suggests that it is as performant as Hypernova, while providing post-quantum security.

Dandelion Hashtable: beyond billion requests per second on a commodity server
This slide deck presents DLHT, a concurrent in-memory hashtable. Despite efforts to optimize hashtables, that go as far as sacrificing core functionality, state-of-the-art designs still incur multiple memory accesses per request and block request processing in three cases. First, most hashtables block while waiting for data to be retrieved from memory. Second, open-addressing designs, which represent the current state-of-the-art, either cannot free index slots on deletes or must block all requests to do so. Third, index resizes block every request until all objects are copied to the new index. Defying folklore wisdom, DLHT forgoes open-addressing and adopts a fully-featured and memory-aware closed-addressing design based on bounded cache-line-chaining. This design offers lock-free index operations and deletes that free slots instantly, (2) completes most requests with a single memory access, (3) utilizes software prefetching to hide memory latencies, and (4) employs a novel non-blocking and parallel resizing. In a commodity server and a memory-resident workload, DLHT surpasses 1.6B requests per second and provides 3.5x (12x) the throughput of the state-of-the-art closed-addressing (open-addressing) resizable hashtable on Gets (Deletes).
