3. 中国循环经济的概念 Concept of Circular Economy in China

《循环经济促进法》中循环经济：是指在生产、流通和消费等过程中进行的减量化、再
利用、资源化活动的总称。
——减量化（Reduce）：是指在生产、流通和消费等过程中减少资源消耗和废物产生。
——再利用（Reuse）：是指将废物直接作为产品或者经修复、翻新、再制造后继续作为
产品使用，或将废物的全部或部分作为其他产品的部件予以使用。
——资源化（Recycle）：是指将废物直接作为原料进行利用或者对废物进行再生利用。
According to the Circular Economy Promotion Law of PRC, circular economy is an umbrella term
for 3R activities during production, circulation and consumption.
——Reduce refers to reducing resource consumption and waste creation during production,
circulation and consumption.
——Reuse refers to using waste as products directly or after being repaired, renewed and
remanufactured, or using the whole or part of the waste as parts of other products.
——Recycle refers to using waste directly as raw materials or waste recycling.

“十二五”期间资源产出率比2010年提高20%，
单位GDP能耗下降18.2%，单位工业增加值用水量
降低35%。
During the 12th Five-Year Plan period, resource output rate
is increased by 20% compared to 2010, while energy
consumption for per capita GDP decreased by 18.2% and
water consumption for per capita industrial added value
decreased by 35 %.

pollutant disposal, green infrastructure, standardized management.
实施目标
Targets
到2020年，国家重点支持100家园区进行循环化改造，推
动75%的国家级园区和50%的省级园区开展循环化改造。
By 2020, China will support 100 industrial parks to carry out circulation
reconstruction, and promote 75% national-level industrial parks and
50% provincial-level industrial parks to carry out circulation
reconstruction.
