Green Talks LIVE | International Trade and the Circular EconomyOECD Environment
A circular economy aims to transform the current linear economy into a circular model to reduce consumption of finite material resources by recovering materials from waste streams for recycling or reuse, using products longer, and exploiting the potential of the sharing and services economy. Circular economy policies and initiatives largely take place domestically at the national or regional level. However, they have important interlinkages with international trade.
International trade plays an important role in circular supply chains in materials and products, end-of-life value chains in waste and scrap, secondary raw materials and second-hand goods. In this light, how can trade contribute to a more resource efficient and circular economy? How would the circular economy transition have an impact on global trade patterns? And in what ways can we secure coherence in these two policy areas?
On 25 March 2021, Shunta Yamaguchi, Rob Dellink and Elisa Lanzi of the OECD Environment Directorate discussed the role of international trade in the transition to a resource efficient and circular economy during an OECD Green Talks LIVE webinar. The presentation highlights findings from a series of recent OECD reports, including: "The consequences of a more resource efficient and circular economy for international trade patterns" and "International trade and circular economy: Policy alignment".

Science Based Targets: Scope and Goals of the Transport Refinement ProjectScience Based Targets
The Science Based Targets initiative champions science-based target setting as a powerful way of boosting companies’ competitive advantage in the transition to the low-carbon economy.
Since officially launching in June, 2015, up to 23 June 2017:
279 Companies Part of SBTi Call to Action
157 Committed companies have submitted targets
51 Approved and listed targets
2.6 Companies joining the initiative on average every week
The goals of the Transport Refinement Project are to:
Produce an SDA Transport Tool that a broader range of companies can use to model transport GHG reduction targets, consistent with the long-term temperature goals adopted in the Paris Agreement.
2) Produce a Technical Paper explaining main projections and assumptions embedded in the decarbonization models useful for companies to inform their carbon strategies. This document will also explain the methodological choices adopted after consultation.
3) Produce Target-setting Guidance, for different end- users (i.e. passenger transport companies, logistic companies, vehicle & autopart manufactures, other transport emissions in the value chain) on how to use the SDA transport tool to set GHG reduction targets.

This workshop focused on key issues related to Regional Trade Agreements (RTA) and the environment. It had three main objectives: (i) to take stock of current experience and insights on RTAs and the environment from different stakeholders, and to establish a stakeholder dialogue on this topic; (ii) to investigate how RTAs can serve as a vehicle to advance a resource efficient and circular economy transition; and (iii) to explore the potential of RTAs in addressing the nexus of illegal trade and environmental crime

• International trade flows may shift according to structural changes induced by a circular economy
– Decrease in import demand for primary and secondary materials
– Decrease in exports of waste and scrap
• Potential opportunities
– CE transition may provide new opportunities for trade in services

– How resource dependent developing countries may need to shift their economies in terms of
infrastructure and labour force.

Reuse, remanufacturing – second hand goods
• Potential opportunities
– Promoting re-use of products through exports of second-hand goods (e.g. used cars, second-
hand textiles).
– Trade can provide opportunities for refurbishment and remanufacturing.
• Potential challenges
– “Leakage” from the official system (e.g. EPR schemes).
– Second-hand good imports may hinder the transition towards energy efficient and low carbon
economies due to slower market transformation or place additional pressures on the
management of end-of-life products.
– Issues in recovering end-of-life products across borders for refurbishment and remanufacturing
as they are often legally classified as waste.
– No comprehensive data on second-hand goods and goods for refurbishment and
remanufacturing.
