Shirley Miles established the Internal Review and Operations Research (IROR) Office at the State Department's Bureau of Overseas Buildings Operations (OBO) in 2002. As the Director of IROR, she stood up the new office and recruited expert staff to conduct reviews and analyses of OBO's programs. She gained buy-in from stakeholders by reminding them that IROR was established to help enhance operations and address deficiencies. Over 10 years, IROR conducted 220 reviews, identified numerous deficiencies, and saved $328 million through efficiencies. Miles also recommended and established the Small Projects Assistance Branch within OBO in 2004 to provide technical assistance for post-funded projects.
