Smart Cities Are Broadly Defined
▪ “The digital transformation of an urban ecosystem to meet
environmental, financial and social outcomes.”
▪ Cities, towns, counties or states (stadiums and airports) that
use data and technology to enable this urban transformation.

…to provide solutions to business problems,
outcomes, and measurable goals
• Tying IT investments to city-wide
outcomes
• With trusted partners that will allow
experimentation and co-innovation
• At affordable cost, with lowered risk, to
improve operations
• Using Open Data, Open IT, Open APIs
Siloed
Tactical, experimental
ad hoc projects or pilots;
department-based
planning without formal
governance or citywide
coordination
Intentional
Stakeholder buy-in
begins led by executive
sponsor, proactive
collaboration within and
between some
departments
Integrated
Recurring projects,
events, and processes
identified for
integration and build-
out based on improved
outcomes .
Operationalized
Technology and data
assets shared and
governed by formal
systems for work/data

Sustainable
A sustainable, citywide
platform providing agile
innovation, strategy, IT,
and
governance for an
integrated system of
systems
• Framework of stages, measure,
actions, and outcomes required to
effectively transform

Ways to Think about Gigabit in Cities
▪ In 2016:
• 48% of people in world had internet access; 76% in US
• Only 14% with broadband access in US; 32% in US
• Mobile devices used to access internet surpassed PCs in 2015
• Globally its about evenly divided between access via wireless or
wireline connection, though wireless surpasses in 2017
• People spend on average 262 hours a month online

Data: More is Not Always Better
14© IDC
By 2025, every added billion devices drives 2 Zb of data, up from 1.4Zb in 2020; 50% increase in 5 years
Requires Investment in Tools to Extract
Value

▪ Only 10% of data is useful
information
▪ May not need high speed
connection (Wifi, cellular
etc)
▪ Over 40% of IoT data will be
processed at the edge
▪ Data is not useful in
quantity; to extract value
need tools (cleansing,
normalizing, analysis)

Data
Survivors Thrivers
▪ Thrivers more mature in using
analytics to:
• Support workflows in near real time
• To detect patterns and root causes
with algorithms built to continuously
enhance automation
▪ Proactively promote data sharing via
guidelines or policies and data
standards
• Using open data platforms
▪ Survivors have much higher
frequency of data access limited to
single organizations due to issues
with data integrity, privacy/security,
and integration.
Work to Respond Directly to City Complexities
18© IDC
▪ Long To Do Lists and Many Top
Priorities
▪ Tight Budgets
▪ Many stakeholders, partners and
suppliers
▪ Difficult RFP development
▪ Mix of old and new IT environments
▪ Public pressure (residents, tourists,
businesses) and political cycles
▪ Develop Strategic Plan and Top 10
Priorities List
▪ Educated city council and community
▪ Test out partners quickly; learn
from others
▪ Do a lot of pre-RFP development
work
▪ Focus on Open IT
▪ Implementation Sprints with key
timelines in mind
