Evaluation experts and scientometricians have more to offer to the practices they analyse. The evaluative inquiry approach presented here understands academic performance or impact as an effect of translations within and between networks of actors that make up academic research and its environments. The aim is to find out what are the central issues or ambitions, how they are operationalised, what kind of output this yields and where the output travels to (building on Joly et al. 2015; Molas-Gallart et al. 2015; Matt et al. 2017; Spaapen & van Drooge 2011). We also move beyond tracing ‘productive interactions’ (Spaapen & Van Drooge, 2011) by proposing to use the potential of the form(s) evaluation can take. Our approach treats evaluation as a ‘situated intervention’ (Zuiderent-Jerak, 2015). It is designed to help organisations or groups give an overview of goals and missions and the ways these are embedded within the organisation (goal > mobilisation > output > reach).
The Managerial work Process: Understanding of Nurses at a Hospitalinventionjournals

A paper contributing to EU learning layers project,:Scaling up Technologies for Informal Learning in SME Clusters
A 9.9 million EU Framework Project (2012-2016)
Abstract
Taking innovation from concept through to scalable delivery is complex, contested and an under-theorised process. In this paper we outline approaches to scaling that have influenced in our work in the EU Learning Layers Integrating Project, a consortium consisting of 17 institutions from 7 different countries. The two industries identified for the initial work are the Health sector in the UK, and the Construction sector in Germany. The focus of the EU project is scaling informal learning in the workplace through the use of technologies; the focus of our paper, the ‘Help Seeking’ tool, an online tool developed by co-design with GP Practice staff in the North of England. Drawing upon three Scaling taxonomies to underpin our work, we map the complex and interrelated strands influencing scaling of the ‘Help-Seeking’ tool, and go on to suggest that the typical measure of scaling success ‘by number’ needs a more nuanced analysis. Furthermore, we will propose that the emerging framework enables the orchestration of team discourse about theory, the production of artefacts as tools for design discourse, the identification of scalable systemic pain points, and is thus throwing light on the ‘missing middle’ (where key scaling factors reside between top down strategy and bottom up initiatives).

Abstract:
This paper introduces the evolving understanding and conceptualization of innovation process models. We categorize the different approaches to understand and model innovation processes into two types. First, the so-called innovation management approach focuses on the evolution of corporate innovation management strategies in different social and economic environments. The second type is the conceptual approach which analyses the evolution of innovation models themselves as well as the models’ theoretical backgrounds and requirements. The focus in this second approach is the advantages and disadvantages of different innovation models in how far they can describe the reality of innovation processes.
The paper focuses on the advantages and disadvantages as well as the potential and limitations of the approaches. It also proposes potential future developments of innovation models as well as the analysis of the driving forces that underlie the evolution of innovation models.
The article concludes that the predominant open innovation paradigm requires rethinking and further development towards an ‘active innovation’ paradigm.

Transitioning From Closed to Open Systems
How do effective nurse leaders and others approach problem solving and decision making in organizations? As suggested in this week’s Learning Resources, systems theory provides a valuable way to assess situations and prepare to address problems.
For this week’s Discussion, you identify an issue or process that could be improved and apply knowledge and strategies related to systems theory.
Note:
You may find it helpful to view the Assignment instructions and use the same problem for this Discussion.
To prepare:
·
Review the information presented in this week’s Learning Resources on systems theory and the difference between open and closed systems.
·
Reflect on the practices and processes with which you are familiar in your organization. Identify one problematic issue or process that could be improved.
·
Consider the problem from a closed-system perspective. Then think about how the issue or process you selected could be addressed by viewing it from an open-system perspective. How would the transition from a closed- to an open-system view help you and others to address the problem and improve outcomes?
Please answer these questions for my assignment:
1.
Description of the problem that you identified in your selected organization.
2.
Explain the problem from a closed-system perspective.
3.
Then, describe how the problem could be addressed by viewing it from an open-system perspective, and explain how this modification would help you and others improve health care outcomes.

An Analytical Study on Knowledge Sharing within the Organizationijcnes
The better management of knowledge within the organization will lead to improved innovation and competitive advantage. The main goal of the firm better utilization of internal and external knowledge. This core knowledge is found in individuals, communities of interest and their connections. An organizations data is found in its computer systems but a companys intelligence is found, in its biological and social systems. Though it is acclaimed as a good method, there are some setbacks in the process of knowledge sharing[KS] among the employees. This paper explores the possible ways to establish organization using social computing tools to facilitate Knowledge Sharing and create a social data mining among all the members of organization. Social Data Mining Network Analysis (SDMNA) techniques have been used to study KS patterns which take place between employees and departments. This SDMNA graph reveals the structure of social data mining network highlighting connectivity, clustering and strength of relationships between employees.
Artifacts for the Systemic Design of Flourishing Enterprises - OCADU Research Peter Jones
Human commerce utilizes the most significant share of natural resources and produces the largest aggregate impact on the earth’s environment. As a consequence of modern employment and work cultures, commerce, corporations as opposed to governments, also construct much of the social contract and social organizational forms in developed societies. Sustainable development movements to conserve resources and to democratize or enhance organizational practices have called for culture change or transformation. However, these approaches have not yielded results that will significantly enhance human flourishing in the face of globalized commerce, which has no common governance system. We suggest that the goals of alignment toward sustainable development or so-called corporate sustainability are misguided and systemically depreciative, as they purport to sustain activities that foreseeably accelerate ecological degradation. We propose a modeling practice for stakeholder design of strongly sustainable enterprises for the intention of whole system flourishing across living ecosystems and organized social systems. This systemic design approach to business transformation functions at the level of the business model. We claim that business model design affords the highest leverage across all modes of organizing for collective cultural adoption ecosystemic practices.

Key Topics in Health Care Technology Evaluation
The amount of new information and data, and the number of available technologies are growing at an ever-accelerating rate. Did you know that during any given 24 hours, humanity generates enough new information to fill the Library of Congress 70 times (Smolan & Erwitt, 2012)? As a nurse informaticist, it is important to keep current on new developments in the field, but with the rapid pace of change, that effort can be overwhelming. It is easier to keep current with key trends if nurse informaticists focus on selected issues.
In this Discussion, you consider key topics in the field of health care technology. You then consider the different approaches you could take when designing an evaluation in these areas. For example, if you are interested in usability, your goal could be to determine if a system is user friendly from the viewpoint of a nurse. A different goal might be to determine if the location of the system facilitates ease of use from the viewpoint of physicians.
Note:
This Discussion serves as practice for the first part of your Evaluation Project. What you derive from your Discussion with colleagues will likely inform the work that you do in Part 1 of the Evaluation Project.
The Discussion focuses on the following major topics in the health care information field:
Implementing HIT Systems
Consumer health information
Computerized Physician Order Entry (CPOE)
Decision support systems
Electronic health records (EHR)
Tele-medicine and eHealth
Nursing documentation
Other Issues Related to the Use of HIT Systems
Interoperability

Knowledge sharing innovation_and_firm_performance_evidence_from_turkeyMesut DOĞAN
The aim of this study is to determine relationship between knowledge sharing, innovation and firm performance. In the current study, a survey was conducted on a total of 150 high-tech companies operating in Istanbul, Ankara and Antalya. In the analysis results, it is seen that innovation speed and quality affect both the operational and financial performance of firms. In other words, as innovation speed and quality increase, so does the operational and financial performance of firms. Another important finding obtained in the current study is that explicit knowledge sharing, and tacit knowledge sharing have a positive effect on firm performance. A high level of innovation encompasses new products, processes or applications in most company activities. As a result, innovation can create a competitive advantage by creating synergy in the activities of companies and encourage creativity. Toward performance dialogue in public administration: the case of city of Tam...Harri Laihonen
IRSPM2016 Hong Kong. Public services are increasingly provided by networks of hybrid organization structures in which more than one public, private or nonprofit organization depends on another to perform a task. This structure adds ambiguity to public performance management, results in cultural tensions and, in many ways, challenges the ability of an individual manager to master the complexity of the operating environment. This paper sheds light on the change needed in performance management practices when a local government, a city in this case, aims to transform its management culture from an internally focused bureaucracy to an open and dialogue-based community in order to respond to the ongoing change in public management. The paper describes the case of the city of Tampere, Finland, and analyzes the evolution of the city’s performance management practices between 2010 and 2015. The results suggest that the future of public performance management should increasingly rely on continuous and iterative performance dialogue. The paper offers an approach for formalizing the dialogue.

The case study discusses the potential of drone delivery and the challenges that need to be addressed before it becomes widespread.
Key takeaways:
Drone delivery is in its early stages: Amazon's trial in the UK demonstrates the potential for faster deliveries, but it's still limited by regulations and technology.
Regulations are a major hurdle: Safety concerns around drone collisions with airplanes and people have led to restrictions on flight height and location.
Other challenges exist: Who will use drone delivery the most? Is it cost-effective compared to traditional delivery trucks?
Discussion questions:
Managerial challenges: Integrating drones requires planning for new infrastructure, training staff, and navigating regulations. There are also marketing and recruitment considerations specific to this technology.
External forces vary by country: Regulations, consumer acceptance, and infrastructure all differ between countries.
Demographics matter: Younger generations might be more receptive to drone delivery, while older populations might have concerns.
Stakeholders for Amazon: Customers, regulators, aviation authorities, and competitors are all stakeholders. Regulators likely hold the greatest influence as they determine the feasibility of drone delivery.

3. Systems conference gave new ideas and
resulted to a journal article
1. Laihonen, H. (2006) “Knowledge flows in self-organizing processes”,
Journal of Knowledge Management, Vol. 10(4), pp. 127-135.
• This article aims to point out the essential role of knowledge flows
when studying new ways of organizing in a knowledge‐intensive
service sector where organizations operate in rapidly changing
markets. The purpose of this article is to analyze the concept of
self‐organization and its basic characteristics from a knowledge flow
point‐of‐view.
4. Next few years I focused on my doctoral thesis and only published some
conference papers…
9. • Budapest was the first time I presented a paper on health care
ecosystem and knowledge flows – the main idea of my doctoral thesis
began to crystallize (final title: The knowledge flows of health system
management)
10. • When finalizing my doctoral thesis I moved on to Performance
management team and a whole new world opened to me
• Knowledge-intensive services, intellectual capital and service
performance became my main focus areas
14. Two important journal papers resulted from
the discussions in the previous conferences
2. Laihonen, H. and Lönnqvist, A. (2010) “Knowledge-based value creation:
grasping the intangibility of service operations in Finland”, Int. J. Knowledge-
Based Development, Vol. 1, No. 4, pp.331–345.
3. Käpylä, J., Laihonen, H., Lönnqvist, A. and Carlucci, D. (2011) ”Knowledge-
intensity as an organisational characteristic”, Knowledge Management Research
& Practice, 9(4), pp. 315-326
• These both aim to understand how knowledge assets are turned into value in
service operations – dynamics of knowledge assets. The latter paper also points
out that there are different types of knowledge-intensity profiles, which lead to
different strategies in value creation.
16. Ideas presented in World productivity
congress led to an important journal paper
4. Lönnqvist, A. and Laihonen, H. (2012) “Welfare service system
productivity: the concept and its application”, International Journal
of Productivity and Performance Management, 61(2), pp. 128 –
141.
• This paper examines productivity at the level of a welfare service
system. This approach aims at optimizing the performance of the
whole system and to avoid sub-optimizing the production of
individual services or organizations. A definition for the concept of
welfare service system productivity is developed and its applicability
is demonstrated.
18. In Nice we presented a first version of
measurement framework, which was later
published as a journal article
5. Laihonen, H., Jääskeläinen, A. Lönnqvist, A. and Ruostela, J. (2012)
”Measuring the productivity impacts of new ways of working”,
Journal of Facilities Management, 10(2), pp. 102-113.
• “New ways of working” refers to non-traditional work practices,
settings and locations with information and communication
technologies (ICT) to supplement or replace traditional ways of
working. They are being deployed in knowledge work context in order
to increase employees working motivation, job satisfaction and
productivity. However, these benefits are not self-evident. This paper
aims to examine the task of measuring the expected benefits.
19. Also a paper based on my doctoral thesis got
published in health management journal (!)
6. Laihonen, H. (2012) “Knowledge structures of a health ecosystem”,
Journal of Health Organization and Management, 26(4), pp. 542-
558.
• This paper aims to hypothesize that modern health systems are
transforming towards what has been called a health ecosystem in
complexity-based health care literature. It has been argued that
complexity arises from the interconnectedness, which in this paper is
equated with knowledge flows between actors. The paper seeks to
discuss the possible implications of a health ecosystem approach to
health system management
21. In Matera we presented a paper on knowledge
work productivity, which received an outstanding
paper award from Emerald later on
7. Jääskeläinen, A., and Laihonen, H. (2013) ”Overcoming the Specific
Performance Measurement Challenges of Knowledge-intensive Service
Organizations”, International Journal of Productivity and Performance
Management, 62(4), pp. 350-363.
• The purpose of this paper is to identify practical ways to overcome the
specific performance measurement challenges of knowledge-intensive
organizations. By reviewing performance measurement, service
management and human resources management literature the paper
recognizes two aspects that are crucial for the success of knowledge-
intensive organizations: the performance and well-being of individual
knowledge workers and the ability to provide value for the customer. The
authors evaluate three measurement solutions for measuring these
aspects, in three empirical settings.
24. In Cambridge we continued with the agenda of system-
level performance measurement. A revised paper was
awarded with an outstanding paper award
8. Laihonen, H., Jääskeläinen, A.
and Pekkola, S. (2014)
“Measuring Performance of a
Service System – from
organizations to customer-
perceived performance“,
Measuring Business
Excellence, 18(3), pp. 73-86.
Purpose
The purpose of this paper is to
investigate the implications of the
networked and open nature of the
service business on performance
measurement. The literature has
acknowledged that the value of
service is increasingly produced by
service systems, but solutions for
measuring the performance of a
service system are still lacking.
25. • The year 2013 was different.
• In Dubai we presented a paper with key ideas published later on in a
Finnish book(let) on knowledge management (Tietojohtaminen)
• I also spent three weeks in Italy to write a conference paper (among
many other things), which was later on presented in Barcelona. It was
an important paper although it wont get published as a journal
version. These papers and related discussions laid the foundation to
much of my work since.
32. Discussions in Zagreb led to a journal article
linking KM and PM
8. Laihonen, H. and Sillanpää
V. (2014) “What is the role
of knowledge
management in
establishing the
effectiveness of public
welfare services?”,
Knowledge and Process
Management, 21(2), pp.
112-121.
Purpose:
Because of the increasing cooperation of
actors in public service systems, the
evaluation of service outcomes involves a
complex set of information sources and
processes. Organization-specific evaluation
practices yield only a partial picture of the
effectiveness of services. To address this
issue, the paper studies the information
processes in the context of Finnish social
services and analyzes knowledge-related
problems in system-level performance
measurement. As a result, this paper
proposes that more systematic knowledge
management is needed in order to provide
valid information on the effectiveness of
public welfare services.
34. • Barcelona was dealt with earlier – basis for my current agenda
35. In 2014 we harvested the results of earlier
hard work

features of service performance measurement”, Journal of
Operations and Production Management, 34(12), pp. 1466-1486.
10. Jääskeläinen, A. and Laihonen, H (2014) “A strategy framework for
performance measurement in the Public Sector”, Public Money &
Management, 34(5), 355-362.
- These papers point out the special nature of service performance
measurement and suggest a strategy framework for measuring
performance in the public sector.
38. In Aarhus system-level performance remained on
the agenda with a special focus on knowledge
flows
• And I’m pretty sure there will be plenty more that in the future
39. At that time we also started couple of interesting
new projects (which I had to leave after moving to
a new organization)

Be patient, there will be more on knowledge management in public
service systems, inter-organizational knowledge flows and system
performance, just to give some examples. Hopefully, something about
knowledge work as well.
