The energy services market is the youngest, compared to other types of energy markets, but also the most actively expanding worldwide in two priority areas: energy efficiency and renewable energy sources. At the same time, the incompleteness of the theoretical foundations substantially slows down its development. This paper provides an overview of the legal and regulatory frameworks associated with energy services market formation, brings together conceptual ideas and innovation studies from developed countries, and offers a theoretical foundations (model) of the energy services market formation based on the synergetic combination of energy systems requirements analysis and set theory. A new organizational structure of the energy services market clients’ interaction with energy-and-fuel markets, markets of energy efficiency and renewable energy technologies and markets of consumers, as well as a new organizational mechanism for supporting the effective functioning of the energy services market based on a system of corresponding equations are proposed. In general, the proposed framework allows the researchers and engineers to define in more depth and more clearly the system-coordinated pathways to improve the energy services market functioning.
Since 2010, the world has added more solar photovoltaic (PV) capacity than in the previous four decades. New systems were installed in 2013 at a rate of 100 megawatts (MW) of capacity per day. Total global capacity overtook 150 gigawatts (GW) in early 2014. The geographical pattern of deployment is rapidly changing. While a few European countries, led by Germany and Italy, initiated large-scale PV development, PV systems are now expanding in other parts of the world, often under sunnier skies. Since 2013, the People’s Republic of China has led the global PV market, followed by Japan and the United States. PV system prices have been divided by three in six years in most markets, while module prices have been divided by five. The cost of electricity from new built systems varies from USD 90 to USD 300/MWh depending on the solar resource; the type, size and cost of systems; maturity of markets and costs of capital. This roadmap envisions PV’s share of global electricity reaching 16% by 2050, a significant increase from the 11% goal in the 2010 roadmap. PV generation would contribute 17% to all clean electricity, and 20% of all renewable electricity. China is expected to continue leading the global market, accounting for about 37% of global capacity by 2050. Achieving this roadmap’s vision of 4 600 GW of installed PV capacity by 2050 would avoid the emission of up to 4 gigatonnes (Gt) of carbon dioxide (CO2) annually. This roadmap assumes that the costs of electricity from PV in different parts of the world will converge as markets develop, with an average cost reduction of 25% by 2020, 45% by 2030, and 65% by 2050, leading to a range of USD 40 to 160/MWh, assuming a cost of capital of 8%. To achieve the vision in this roadmap, the total PV capacity installed each year needs to rise rapidly, from 36 GW in 2013 to 124 GW per year on average, with a peak of 200 GW per year between 2025 and 2040. Including the cost of repowering – the replacement of older installations – annual investment needs to reach an average of about USD 225 billion, more than twice that of 2013.

The Italian white certificates scheme (WhC) has been in place for nine years and a lot of experience has been gathered. More than this, it has become an effective mechanism, mostly based on measured energy savings, to promote and implement energy efficiency in industry.
The scheme is based on an energy efficiency obligation, imposed on electricity and gas distributors, and on a tradable market for certificates, thus acting as an incentive for medium and large end-users and energy service companies (the voluntary parties).
The WhC targets started from 0.2 Mtoe/year in 2005 and shall reach 7.6 Mtoe/year in 2016, covering more than 60% of the national target set by the 2006/32/EC directive. After the first phase dominated by deemed saving projects - in particular CFL lamps and other civil sector applications - "progetti a consuntivo" (a.k.a. monitoring plans) in the industrial sector have started to rise under the effect of the "tau" coefficient, the multiplier introduced in 2011 that adds to the yearly additional savings the discounted future savings for technologies with a lifespan of more than 5 years (WhCs are usually released for a lifetime of 5 years).
The result has been dramatic: in 2013 around 95% of the certificates due to new projects has been related to energy efficiency in the industrial sector. An interesting point is that all this projects are monitored and savings are effectively measured through on-site metering.
The proposed paper shows in detail this transformation and how a WhC scheme has been able to become effective for industrial energy efficiency projects. The paper is based on an extensive research carried on from FIRE on monitoring plans, showing what kind of interventions have been implemented, how they performed compared to the expected savings, and what kind of advice can be given to other countries that are considering the introduction of an energy efficiency obligation (EEO) scheme according to the 2012/27/EU directive.

According to the Asian Development Bank, a total of $944 billion of investment will be needed in energy savings opportunities by 2020 in order for China, India, and Southeast Asian countries to meet their national targets for EE and greenhouse gas emission reductions. Yet only a fraction of this investment is currently being planned. This talk will address the proverbial $20 bill lying on the ground and describe why there are so few takers, and what is needed to “sex” up energy efficiency so that it becomes a more broadly bankable business opportunity. It will describe different business and regulatory models for stimulating investments in energy efficiency in buildings, factories, and the transport sector.

PowSyBl is an open source project hosted by LF Energy, which offers a comprehensive set of features for electrical grid modelling and simulation. Among other advanced features, PowSyBl provides:

- Visualization tools to display your network;
- Grid simulation tools, such as power flows, security analyses (with or without remedial actions) and sensitivity analyses;
The framework is mostly written in Java, with a Python binding so that Python developers can access PowSyBl functionalities as well.

sustained EE improvement
During 1945-1978 the annual energy used by a typical
refrigerator quadrupled
In 1978, refrigerator standards were introduced in
California – other states followed
Since 1978, the annual energy used by a typical refrigerator
has declined steadily - reached 1945 levels in 2010
This has not interrupted the long-term decline in real purchase
price – declined from $1,000 to $600 (2009$)
