In 2018, the IEA conducted a survey of over 25 national ESCO associations to inform a more in-depth analysis of the global ESCO market. The survey covered ESCO financing models, energy performance contracting, and related policy measures.
Overall, the survey covers 80% of the major emerging economies (Brazil, China, India, Indonesia, Mexico and South Africa), 80% of the G20, and 60% of IEA membership. The global ESCO association analysis and country pages will be regularly updated to reflect market growth and relevant policy changes.

The Italian white certificates scheme (WhC) has been in place for nine years and a lot of experience has been gathered. More than this, it has become an effective mechanism, mostly based on measured energy savings, to promote and implement energy efficiency in industry.
The scheme is based on an energy efficiency obligation, imposed on electricity and gas distributors, and on a tradable market for certificates, thus acting as an incentive for medium and large end-users and energy service companies (the voluntary parties).
The WhC targets started from 0.2 Mtoe/year in 2005 and shall reach 7.6 Mtoe/year in 2016, covering more than 60% of the national target set by the 2006/32/EC directive. After the first phase dominated by deemed saving projects - in particular CFL lamps and other civil sector applications - "progetti a consuntivo" (a.k.a. monitoring plans) in the industrial sector have started to rise under the effect of the "tau" coefficient, the multiplier introduced in 2011 that adds to the yearly additional savings the discounted future savings for technologies with a lifespan of more than 5 years (WhCs are usually released for a lifetime of 5 years).
The result has been dramatic: in 2013 around 95% of the certificates due to new projects has been related to energy efficiency in the industrial sector. An interesting point is that all this projects are monitored and savings are effectively measured through on-site metering.
The proposed paper shows in detail this transformation and how a WhC scheme has been able to become effective for industrial energy efficiency projects. The paper is based on an extensive research carried on from FIRE on monitoring plans, showing what kind of interventions have been implemented, how they performed compared to the expected savings, and what kind of advice can be given to other countries that are considering the introduction of an energy efficiency obligation (EEO) scheme according to the 2012/27/EU directive.

As part of the Clean Growth Grand Challenge within the Government’s Industrial Strategy, a £420m Construction Sector Deal was announced in 2018. A key part of the Sector Deal is an investment by the Government of £170m in the Transforming Construction Industrial Strategy Challenge Fund (ISCF) in line with the Transforming Infrastructure Performance (TIP) Strategy and the Transport Infrastructure Efficiency Strategy (TIES).
£10m MMC, Digital and Whole-Life Performance (CR&D) Programme: UK businesses can apply for a share of up to £10m for CR&D projects that go beyond the state-of-the-art in improving productivity, quality and performance of the UK construction sector.
£26m Demonstrator Programme: An investment of up to £26m is available in Demonstrator projects that demonstrate improvements in productivity, quality and performance of the UK construction sector. These will include new validations of business models, digital approaches to design, construction and management, advancements in modern methods of construction and approaches to whole-life performance of a building or assets.

Italy, shifting focus from renewables’ towards energy efficiencyLeonardo ENERGY
Italy has already achieved most of its energy objectives for 2020, mainly due to the decreased energy consumption related to the economic crisis. Thus, the challenge remains to keep achieving these targets as the economy escapes recession. To do so, it has already committed to an even greater market penetration of renewables and more stringent energy efficiency measures. As part of the incentives, the public cost of energy per MWh is more than 20 times lower than the public cost to support renewables.
On the 23rd of January 2008, the European Commission launched a proposal for a Directive on promoting the use of renewable energy. The Directive is designed to address all sectors of the renewable energy sector with the goal of reaching a target of 20% of Europe's energy being produced from renewable sources by 2020.
The national targets and action plans are presented, as well as indicative trajectories. Accounting rules are also detailed. The Directive describes how Guarantees of Origin will work as a control and trading instrument through issuing, cancelling and transferring. The text includes strong guidelines and recommendations for administrative procedures, regulations and codes. Finally, attention will be given on issues related to electricity grid access.

D.M. 10 maggio 2018 introduced some important modification to the guidelines of the Italian white certificate scheme, mostly to deal with issues such as the lack of certificates to fulfil the targets and the excessive rigid rules introduced in 2017 to present new energy efficiency projects. The presentation shows the main changes and some results in terms of issued certificates and prices and summarises some hints on the future of the scheme.
