2. What is MSP or “plan solaire”
• The Mediterranean Solar Plan (MSP), or “Plan
Solaire Méditerranéen”, is one of the key projects
of the newly founded Union for the Mediterranean
(UfM).
• It has also become the common denominator of
efforts to use the renewable energy resources of
the Southern Mediterranean for the energy supply
of MENA and Europe,
• and has provided politic momentum to the concept
which used to be known under the name
DESERTEC or similar, proposed by a group of
experts for many years.

• “Have a scheme in place, by around 2020,
in which significant new electricity
generating capacities exist on the
Southern side of the Mediterranean, on
the basis of renewable energy sources, in
particular solar, supplying electricity to the
domestic markets and to export markets, a

5. Actors, stakeholders and
framework conditions
Such infrastructure and trade scheme can only be
implemented by many commercial actors, in particular
utilities, which invest in generation and transmission
capacity, and produce, transmit, contract and sell
electricity as a business.
• Other stakeholders include equipment manufacturers,
public and private financing institutions, regulatory and
development agencies, research and education
facilities.
• To make the system a reality and work, the actors and
stakeholders need an appropriate framework, which
must be created by national governments, in case of
Europe coordinated within the European Union.
• In addition, enabling conditions (capacity
development, technology transfer, private sector
participation, financing schemes need to be
developed) must be created
