1. The Clean Technology Fund (CTF):
Opportunity for MENA Renewable Energy Scale-up
Jonathan Walters
Sector Manager, Energy
MENA Region
RECREE Meeting, Cairo
February 4, 2009
2. What is the CTF?
A new, multi-billion fund for climate change mitigation to
finance “transformational” projects ($5 billion so far)
Terms are very concessional
Governed by Trust Fund Committee (8 developing countries, 8
donor countries).
MENA members of TFC are Egypt and Morocco
Donors to CTF so far are Australia, France, Germany, Japan,
Spain, Sweden, UK, USA…
Directly-participating MDBs are ADB, AfDB, EBRD, IDB and
the World Bank Group
Other public financing institutions are interested: e.g. Arab and
Islamic Funds, EIB, KfW, AFD....
Private sector is engaging
3. Clean Technology Fund
Country Eligibility:
Eligible for development assistance (on “DAC list”)
An active MDB country program
Criteria to prioritize projects:
Significant GHG savings,
Demonstration potential at scale
Development impact
Implementation potential
Additionality
CTF fits with MSP objectives
4. MENA is a dry, sunny region with lots of land, and rapid
electricity demand growth
Next door to Europe with high demand for green electricity
Europe Load Centers
MENA
EU 25
World
Viable Areas for CSP Road Density
Unsuitable Gradient Lower Radiation
5. Development of the MSP
A key initiative under the UfM (Union for the
Mediterranean)
UfM governed under the co-presidency of
France and Egypt
MSP calls for 20 GW of new installed capacity
by 2020 with focus on Concentrating Solar
Power
Also includes other Renewables and Energy
efficiency
6. MSP- Priority Areas of Action
Adequate legal and regulatory framework for
renewable energy scale-up (including domestic
and export markets)
Development of electricity interconnections to
promote green electricity trade
Facilitating MNA development of new
technologies and local employment
Adequate subsidies for CSP start-up
8. Clean Technology Fund for MSP could
contribute to..
The MSP 20 GW solar target
Reducing global cost of CSP through
economies of scale (MENA potential is
unique)
Achieving MENA and EU renewable
energy objectives
Increasing regional integration
Fiscal stimulus in the recession
9. Possible Scope of CTF Support
A regional CTF Investment Plan will be
prepared to access CTF funds to support the
MSP
CTF could contribute up to US$ 750 million
toward total US$6-8 billion concessionary
funding
Open to all interested partners
