What is the CTF?

A new, multi-billion fund for climate change mitigation to
finance “transformational” projects ($5 billion so far)
Terms are very concessional
Governed by Trust Fund Committee (8 developing countries, 8
donor countries).
MENA members of TFC are Egypt and Morocco
Donors to CTF so far are Australia, France, Germany, Japan,
Spain, Sweden, UK, USA…
Directly-participating MDBs are ADB, AfDB, EBRD, IDB and
the World Bank Group
Other public financing institutions are interested: e.g. Arab and
Islamic Funds, EIB, KfW, AFD....
Private sector is engaging
Clean Technology Fund

Country Eligibility:
  Eligible for development assistance (on “DAC list”)
  An active MDB country program

Criteria to prioritize projects:
   Significant GHG savings,
   Demonstration potential at scale
   Development impact
   Implementation potential
   Additionality


CTF fits with MSP objectives
MENA is a dry, sunny region with lots of land, and rapid
electricity demand growth
Next door to Europe with high demand for green electricity

 prepared to access CTF funds to support the
 MSP

 CTF could contribute up to US$ 750 million
 toward total US$6-8 billion concessionary
 funding
