EMPLOYMENT HISTORY:
Los Angeles Department of Water and Power May 2003-Present
Electrical Engineer
 Overseeing the preparation, implementation and manage the $700 million annual IPP
budget and coordinate fuel purchase with the Fuel Group. Oversee the budget and
operations of IPP with over 450 employees.
 Review and approve O&M schedule and plans, capital Improvements and equipment
purchases for IPP, Adelanto and IPP converter stations and transmission lines and
Linden Wind Farm with expenditures totaling over $50 million annually.
 Implemented a safety program at the Linden Wind Farm by meeting with the operators of
the wind turbines and the Balance of Plant and leading and directing them to develop
joint safety goals for Linden. Monitor the safety programs at IPP and Renewable
facilities.
 Chair of the SCPPA Renewable Operating Project Committee, IPP Greenhouse Gas
Subcommittee and the IPP Salvage Committee.
 Managed the purchase and replacement of the failed Adelanto Converter Transformer
with a total budget of over $15 million. Coordinating the replacement with ISS and
Adelanto Operating Personnel.
 Serving as the Engineering and Operating Committee Member for the Hoover
Generating Station and the Project Manager for several Renewable Projects such as,

Windy Point/Windy Flats, Manzana, Pleasant Valley and Don Campbell Geothermal
Facility.
 Providing input into Integrated Resource Plan; integrate renewable resources into the
system for delivery to southern California. Participating in Strategic Planning process for
transitioning IPP from coal fired to natural gas combined cycle generation and renewable
energy, and use of existing and developing new transmission resources.
 Reviewing and participating in the development of Renewable Projects, Power Purchase
Agreements and purchase of Renewable Facilities.
 Working with legislative and regulatory agencies, including, NERC and WECC and
environmental affairs group dealing with generation and transmission issues.
 Member of the Management team for IPP Labor Union Negotiations.
 Project Manager for developing natural gas generation at the IPP Site to replace the
coal-fired generation
 Negotiating contracts with telecommunication companies, utilities, Renewable Energy
Developers, and others regarding interconnections at IPP, Right-of-Way agreements,
and microwave facilities.
 Supervising and training personnel to prepare the future leaders for the Department.

 Administered the Intermountain Power Project generation and transmission agreements.
Reviewed and authored IPP Unit 3 transmission requirements and coordinate system
studies.

Directed, supervised and conducted power flow, transient stability and post-transient
studies, and was involved in conceptual design of major projects. Extensively involved in

such as, Mead-Adelanto, Pacific DC Intertie, rating increase for Victorville-Lugo 500 kV

 Chaired System Review Work Group and the Technical Studies Subcommittee’s NERC
Reliability Planning Standards Task Force. Municipal/State representative on the NERC
Planning Standards Subcommittee.

Electrical Engineer Associate II and III
Design Engineer in the High Voltage DC Station Group. Reviewed and evaluated
manufacturer system studies and design for DC projects. Authored design specifications for
high voltage DC stations.
 Member of the Commissioning team on the Sylmar Upgrade Project
 Monitored the reliability and availability of the Sylmar Upgrade Project after it was put in-
service.
 Monitored insulator contamination testing at NGK and IREQ high voltage laboratories in
Japan and Canada.
 Researched the operation of the Sylmar Converter Station resulting in an increase of
160 MW transfer capability without incurring any capital expense.

Municipal/State representative on the NERC Planning Standards Subcommittee.

Reviewed and evaluated manufacturer system studies and design for DC projects. Authored design specifications for high voltage DC stations.  Member of the Commissioning team on the Sylmar Upgrade Project  Monitored the reliability and availability of the Sylmar Upgrade Project after it was put in- service.  Monitored insulator contamination testing at NGK and IREQ high voltage laboratories in Japan and Canada.  Researched the operation of the Sylmar Converter Station resulting in an increase of 160 MW transfer capability without incurring any capital expense.
