REVISED VERSION OF THE TELEVISION CODE
PREAMBLE
WE BELIEVE
THAT broadcasting in the Philippines encapsulizes and reflects the
hopes and dreams of a freedom loving people;
THAT broadcasting is a dynamic factor in
our country’s cultural, social and economic
growth and development;
THAT broadcasting possesses a uniquely immediate and
lasting impact on the public, which demands a high sense of
responsibility, and discerning judgment of morality, fairness
and honesty at all times;
THAT broadcasting has an obligation to uphold the properties and
customs of civilized society; to maintain the respect of the rights and
sensitivities of all people; to preserve the honor and the sanctity of the
family and home; to protect the sacredness of individual dignity; and
to promote national unity.

PROGRAM
STANDARDS
A. GENERAL PROGRAM STANDARDS
Crime, violence, illicit sexual relations or any form of perversion shall never
be presented as good or attractive

Programs which feature the abuse of liquor and/or the use of
dangerous drugs shall always present these as socially undesirable
and unacceptable.

Gambling shall never be presented as a good habit, nor
shall the public be encouraged to engage in it.

The presentation of superstitions or pseudo-scientific beliefs associated
with the foretelling of the future is not desirable except as required for the
development of a story, when it shall be treated with discretion.

Cruelty, greed, selfishness, unfair exploitation of others and similar
unworthy motivations shall not be presented in a favorable light.

A.1 COMMUNITY
RESPONSIBILITY
A. GENERAL PROGRAM STANDARDS
Broadcasters shall acquaint themselves with the culture, mores,
traditions, needs and other characteristics of their coverage area
and its people to best serve the welfare of the community.
A.2 SUPPORT TO NATIONALISM AND DEVELOPMENT
1. All stations shall strive to contribute to national development
and promote the social and economic uplift of the people.
2. All stations shall actively provide for the continuing of the
Filipino national identity, and shall encourage the development
and preservation of traditional and indigenous forms of culture.
A.3 SEX, OBSCENITY AND VIOLENCE
1. Crime shall always be condemned. When required by the story, care
should be taken in its presentation in order to minimize/eliminate THE
inducement to commit crime.
2. Unnecessary or excessive violence and horror shall not be allowed.
3. Speech or action likely to incite any person to violence or anti-societal
behavior shall not be allowed.
A.4 SUPERSTITION AND OCCULTISM 1.
Superstition, evil, supernatural powers, foretelling of
the future, character reading, witchcraft, occultism,
mass hypnotism, astrology, phrenology, palm
reading, numerology, mind-reading, character-
reading, or subjects of a like nature shall be featured
with responsibility in programs in such a manner that
it should not foster belief in said activities [and] in
order NOT to take undue advantage of and unfairly
exploit the gullible, the innocent, the illiterate, the
hopeless and the ignorant.
B. NEWS AND PUBLIC
AFFAIRS
3.1 News reporting shall be factual, fair and as objective as possible.
Unconfirmed reports shall be identified as such and verified for accuracy at
the soonest time possible. 3.2 Good taste shall prevail in the selection and
handling of news. Morbid, sensational, or alarming details not essential to
factual reporting shall NOT BE ALLOWED

RADIO CODE
ARTICLE 1. NEWS AND PUBLIC AFFAIRS News and public affairs
programs should basically aim to inform the public about news, updates,
current events, issues and the like. NEWS SCHEDULE • News of not less
than 30 minutes shall be part of a station’s daily programming.
FAIRNESS AND OBJECTIVITY
• News reports shall be presented in a fair, factual and objective
manner.
• Bribes/gifts/privileges that would lead to bias of reporting and
broadcast is highly prohibited.
• Side comments expressing personal opinions and insights while
news is being reported is prohibited.
NEWS SOURCES
Rumors or gossips shall not be aired in the pretext of news. Only
news that can be traced to a reliable and authentic source shall be
aired.
ARTICLE 2. ANALYSIS AND COMMENTARIES
The airing of public affairs programs and
commentaries are encouraged so as to give the
public the opportunity to responsibly participate in
the discussion of current issues, concerns and
events from all sectors of the society. However,
opposing or conflicting sides of public issues should
be properly and fairly presented. Also, personal bias
or prejudgment shall not be allowed.
ARTICLE 3. COVERAGE INVOLVING
CHILDREN
The child’s dignity and right to privacy must always
be respected at all times. The child should not be
degraded or his/her innocence be demoralized.
Moreover, identities of children who are victims,
suspects, accused of a crime, arrested or detained
and children who are undergoing a trial shall be held
confidential. • Any interview involving children shall
be done upon the consent of the parent/guardian
and shall be conducted only by lawful and
authorized people.
ARTICLE 4.
PERSONAL ATTACKS
• Personal attacks (attacks honesty, integrity, and
personal qualities) to person, institution, more so to
a fellow broadcaster and programs intended to
unfairly criticize a person on the matters that does
not concern on public interest are prohibited.
ARTICLE 5.
CORRECTING MISTAKES
• When a mistake is committed during
broadcast, it must be identified and
corrected as soon as possible by
stating the error and correction.
ARTICLE 15.
MUSIC
• Stations must strive to endorse the development
and enrichment of Filipino music. Hence, radio
stations must play at least four (4) Original Pilipino
Music (OPM’s) per hour. Also, music with lyrics that
are vulgar, promote gender discrimination, racism,
violence, perversion or those that counter Filipino
values shall not be played.
ARTICLE 19.
NATIONAL DEVELOPMENT
• Radio stations should support the
pursuit national growth in the country,
especially in terms of social and
economic well-being.

Rules and regulation broadcasting

  • 2. A non-government, non- profit organization of the broadcast media in the Philippines. Its aims include the promotion of an independent and free broadcast media, responsible broadcasting, enhanced public service by broadcasters, advancement of innovation in broadcasting, and the development of Philippine broadcasting.   • 3. KAPISANAN NG MGA BRODKASTER NG PILIPINAS REVISED VERSION OF THE TELEVISION CODE PREAMBLE WE BELIEVE THAT broadcasting in the Philippines encapsulizes and reflects the hopes and dreams of a freedom loving people;
  • 4. THAT broadcasting is a dynamic factor in our country’s cultural, social and economic growth and development;
  • 5. THAT broadcasting possesses a uniquely immediate and lasting impact on the public, which demands a high sense of responsibility, and discerning judgment of morality, fairness and honesty at all times;
  • 6. THAT broadcasting has an obligation to uphold the properties and customs of civilized society; to maintain the respect of the rights and sensitivities of all people; to preserve the honor and the sanctity of the family and home; to protect the sacredness of individual dignity; and to promote national unity.
  • 8. A. GENERAL PROGRAM STANDARDS Crime, violence, illicit sexual relations or any form of perversion shall never be presented as good or attractive
  • 9. A. GENERAL PROGRAM STANDARDS Programs which feature the abuse of liquor and/or the use of dangerous drugs shall always present these as socially undesirable and unacceptable.
  • 10. A. GENERAL PROGRAM STANDARDS Gambling shall never be presented as a good habit, nor shall the public be encouraged to engage in it.
  • 11. A. GENERAL PROGRAM STANDARDS The presentation of superstitions or pseudo-scientific beliefs associated with the foretelling of the future is not desirable except as required for the development of a story, when it shall be treated with discretion.
  • 12. A. GENERAL PROGRAM STANDARDS Cruelty, greed, selfishness, unfair exploitation of others and similar unworthy motivations shall not be presented in a favorable light.

  • 15. A. GENERAL PROGRAM STANDARDS Broadcasters shall acquaint themselves with the culture, mores, traditions, needs and other characteristics of their coverage area and its people to best serve the welfare of the community.
  • 16. A.2 SUPPORT TO NATIONALISM AND DEVELOPMENT 1. All stations shall strive to contribute to national development and promote the social and economic uplift of the people. 2. All stations shall actively provide for the continuing of the Filipino national identity, and shall encourage the development and preservation of traditional and indigenous forms of culture.
  • 17. A.3 SEX, OBSCENITY AND VIOLENCE 1. Crime shall always be condemned. When required by the story, care should be taken in its presentation in order to minimize/eliminate THE inducement to commit crime. 2. Unnecessary or excessive violence and horror shall not be allowed. 3. Speech or action likely to incite any person to violence or anti-societal behavior shall not be allowed.
  • 18. A.4 SUPERSTITION AND OCCULTISM 1. Superstition, evil, supernatural powers, foretelling of the future, character reading, witchcraft, occultism, mass hypnotism, astrology, phrenology, palm reading, numerology, mind-reading, character- reading, or subjects of a like nature shall be featured with responsibility in programs in such a manner that it should not foster belief in said activities [and] in order NOT to take undue advantage of and unfairly exploit the gullible, the innocent, the illiterate, the hopeless and the ignorant.
  • 19. B. NEWS AND PUBLIC AFFAIRS
  • 20. 3.1 News reporting shall be factual, fair and as objective as possible. Unconfirmed reports shall be identified as such and verified for accuracy at the soonest time possible. 3.2 Good taste shall prevail in the selection and handling of news. Morbid, sensational, or alarming details not essential to factual reporting shall NOT BE ALLOWED
  • 22. ARTICLE 1. NEWS AND PUBLIC AFFAIRS News and public affairs programs should basically aim to inform the public about news, updates, current events, issues and the like. NEWS SCHEDULE • News of not less than 30 minutes shall be part of a station’s daily programming.
  • 23. FAIRNESS AND OBJECTIVITY • News reports shall be presented in a fair, factual and objective manner. • Bribes/gifts/privileges that would lead to bias of reporting and broadcast is highly prohibited. • Side comments expressing personal opinions and insights while news is being reported is prohibited. NEWS SOURCES Rumors or gossips shall not be aired in the pretext of news. Only news that can be traced to a reliable and authentic source shall be aired.
  • 24. ARTICLE 2. ANALYSIS AND COMMENTARIES The airing of public affairs programs and commentaries are encouraged so as to give the public the opportunity to responsibly participate in the discussion of current issues, concerns and events from all sectors of the society. However, opposing or conflicting sides of public issues should be properly and fairly presented. Also, personal bias or prejudgment shall not be allowed.
  • 25. ARTICLE 3. COVERAGE INVOLVING CHILDREN The child’s dignity and right to privacy must always be respected at all times. The child should not be degraded or his/her innocence be demoralized. Moreover, identities of children who are victims, suspects, accused of a crime, arrested or detained and children who are undergoing a trial shall be held confidential. • Any interview involving children shall be done upon the consent of the parent/guardian and shall be conducted only by lawful and authorized people.
  • 26. ARTICLE 4. PERSONAL ATTACKS • Personal attacks (attacks honesty, integrity, and personal qualities) to person, institution, more so to a fellow broadcaster and programs intended to unfairly criticize a person on the matters that does not concern on public interest are prohibited.
  • 27. ARTICLE 5. CORRECTING MISTAKES • When a mistake is committed during broadcast, it must be identified and corrected as soon as possible by stating the error and correction.
  • 28. ARTICLE 15. MUSIC • Stations must strive to endorse the development and enrichment of Filipino music. Hence, radio stations must play at least four (4) Original Pilipino Music (OPM’s) per hour. Also, music with lyrics that are vulgar, promote gender discrimination, racism, violence, perversion or those that counter Filipino values shall not be played.
  • 29. ARTICLE 19. NATIONAL DEVELOPMENT • Radio stations should support the pursuit national growth in the country, especially in terms of social and economic well-being.
