• As an emerging economy and a universal voice for
the Global South, India once again needs to play
leadership role while promoting the Responsible
Research and Innovation (RRI) framework in the
country.
• Indian Researchers are keen to learn how RRI
Framework can be integrated in their research
ecosystem.
• Research funding agencies, such as, Department of
Science and Technology (DST), Government of India,
are now auditing RRI framework and approaches for
research projects related to STI.

6. The 4th INDIALICS Conference 2017 (IndiaLICS 2017), with theme
“Innovation for Sustainable Development: Perspectives, Policies
and Practices in South Asia”, was organized in New Delhi during
2nd to 4th November. The Conference had a Plenary Session on
Responsible Research and Innovation.

10. • Two HEIRRI training workshops (pilots) on RRI in
India were convened to raise awareness and
sensitize the doctoral students, other academic
researchers and administrators of research
ecosystem in Indian universities/ HEIs.
• There is further requirements many of such
training workshops in future as the country’s
GERD (Gross Domestic Expenditure on R&D) is
getting huge as compared to other developing
countries and emerging economies.
11. The first HEIRRI training workshop (pilot) in
Kolkata, covering Eastern India
• The program was organized at University of
Calcutta on 20th January 2018 as a post-seminar
event of the International Seminar on Digital
Humanities and Digital Societies in the
Contemporary World (DHDS2018).
• The Seminar, organized during 18th-19thJanuary
2018 in the city of Kolkata in West Bengal, had a
good number of papers related to some elements
of RRI framework, namely, open access and
publication ethics.

15. • It was a natural choice to have a “HEIRRI Train
the Trainers Workshop (ToT) on Facilitating
Reflection on of Responsible Research and
Innovation” in this International Seminar.
• The first workshop was based on the HEIRRI
‘Train the Trainers’ course module titled
“Facilitating Reflection on Responsible
Research and Innovation”.
16. • This course aims to support university teaching
and administrative staff to better comprehend
the concept and practice of RRI, and this way help
to promote it in their daily work.
• The Workshop was attended by 16 participants
from universities and colleges in West Bengal,
India, with a background in social sciences (such
as library and information science, journalism,
management, and others) and several levels of
experience, ranging from professors to head of
departments.
17. The Second HEIRRI training workshop
(pilot) in New Delhi, North India
• The second HEIRRI training workshop (pilot) in
India was organized at the School of Social
Sciences, Jawaharlal Nehru University (JNU) in
New Delhi on 5th February 2018.
• The Workshop was attended by 14 participants
from the host university and a few local
universities around Delhi with a background in
social sciences (such as science policy studies,
innovation studies, international relations,
biomedical science, management, and others).
19. Responsible PhD: RRI and PhD Research Projects
Date: 5th February 2018
Venue: Jawaharlal Nehru University (JNU), New Delhi
20. • The workshop was open to the pre-doctoral and
doctoral students, enrolled in the universities and
other higher education institutions. Online
Registration was prerequisite for participation.
• In this interactive workshop HEIRRI self-learning
module “Responsible PhD: Integrating
Responsible Research and Innovation in PhD
Research” was discussed and analyzed.
21. • The workshop was aimed at sensitization and
awareness raising of research students about the
main characteristics of different concepts of
Responsible Research and Innovation (RRI) and their
implications for research practices, particularly in
the academic research projects.
• In the workshop, participants further discussed how
RRI framework would be integrated into doctoral
and postdoctoral academic research projects. Here
HEIRRI self-learning modules, when published, will
help in outreaching the researchers’ communities in
different parts of the world.
22. • Dr. Anup Kumar Das from Jawaharlal Nehru
University (India) was involved as a resource
person for both the HEIRRI pilots in India.

the HEIRRI pilots in India.

25. (c) Obstacles faced to introduce RRI approach
in High Education Training schemes
• Doctoral and pre-doctoral students are not
aware of the whole of RRI Framework (e.g.,
research ethics, societal engagement, etc.)
• However, they are familiar with the publication
ethics, open access, science education, gender
equity/ diversity, etc.
• They also need much deeper understanding on
each element of RRI Framework .
26. (e) Lessons Learnt
• In India, where principles of access, inclusion and equity
(AIE) are prominent, participants favoured advocating a
broader concept of equity which not only included
gender diversity but also rural-urban equality. They also
advocate that open access should be a broader concept
that includes not only access to research publications
but also access to basic needs such as safe drinking
water, healthcare and education. Other members
express concerns that societal engagement could be
conducted in a strategic, rhetorical way with little input
into decision making.
27. (f) Compelling Open Challenges
• The course materials lack self-learning or self-tutorial
approach.
• More Structured Materials could be produced for facilitating
self-learning.
• Importance be given on cases from the developing countries/
emerging economies.
• Failure stories need also be shared to understand what don’t
work.
• India’s concerns related to the Access, Equity and Inclusion
(AEI) in RRI Framework need to be addressed, which are more
paramount than the general ideas of ethics, engagement,
science education, etc.
• Other RRI Related websites such as www.rri-tools.eu and
www.rri-practice.eu may be introduced to the HEIRRI
learners.
