Oplan Kalinga
Program
• In July 2020, “Oplan Kalinga” was
created under the direction and
guidelines of the National Task Force
against COVID19. “Oplan Kalinga” is a
joint collaboration among DOH, BCDA,
DILG, MMDA, DOT and OCD to assist the
government in providing quarantine and
isolation efforts.
• NTF Against COVID-19 Order No. 03-A,
s. 2020 designated the Metropolitan
Manila Development Authority (MMDA)
and Office of Civil Defense (OCD) as
implementing agencies of the Oplan
Kalinga Program.
Oplan Kalinga Program
1. Isolates confirmed COVID19 patients from their place of residence to
(Hospital Isolation Facilities) HIFs. OK isolates confirmed COVID19
patients with mild symptoms to Temporary Treatment and Monitoring
Facilities (TTMF).
2. Arranges and coordinates transportation services to transport the
confirmed COVID19 patients 1) from the community to their
designated HIF and TTMF 2) from the HIF to their community, or drop
off points.
3. Records, collects, evaluates, and reports data of status of the
confirmed COVID19 patients within the ambit of its responsibility; and
4. Coordinates with the LGU, OHCC, MMDA, and DOH to ensure smooth
day-to-day operations of Oplan Kalinga (OK).
Roles of LGUs in COVID-19 Management
• Implement PREVENT-DETECT-ISOLATE-
TREAT-REITERGRATE (P-D-I-T-R) strategies
especially in emerging areas of increased
COVID-19 cases

• Implement the Philippine National COVID-19
Vaccination Deployment Plan
Vaccination
• Formulate and implement action plans that will
facilitate the restarting of social and economic
activities
Recovery
Summary
• LGUs, operating as Local Task Forces, have the main
responsibility to implement COVID-19 response and recovery
measures within respective areas of responsibility
• National agencies and other members of the National Task
Force will serve as support to the operational and logistical
requirements of the LGUs

of hotels, food and transportation to be used for the
COVID-19 response and recovery program by the Office

  1. TO BEGIN WITH, HERE IS THE NATIONAL ACTION PLAN FOR COVID-19. NOW ON ITS PHASE III, THE PLAN PROVIDES FOR THE OPERATIONAL FRAMEWORK WITH CORE STRATEGIES FOR COVID-19 RESPONSE, VACCINATION AND RECOVERY TO BE IMPLEMENTED BY ALL STAKEHOLDERS FOLLOWING THE WHOLE-OF-SOCIETY-APPROACH. SAID FRAMEWORK SHALL BE OPERATIONALIZED AT THE LOCAL LEVEL WITH THE SUPPORT FROM THE NATIONAL GOVERNMENT.
  2. WITH REFERENCE TO NTF MEMO CIRCULAR NO. 4 S 2021, ALL LDRRMCS OPERATING AS LOCAL TASK FORCES AGAINST COVID-19 ARE REORGANIZED WITH UPDATED FUNCTIONS. THE LOCAL CHIEF EXECUTIVES (LCES) OF THE PROVINCIAL, CITY, MUNICIPALITY AND BARANGAYS SHALL BE THE CHAIRPERSON LOCAL TASK FORCES AND THE LDRRMOS SHALL LEAD THE EMERGENCY OPERATIONS CENTER. THE RESPONSE AND VACCINE CLUSTERS SHALL BE LED BY THE LOCAL HEALTH OFFICE WHILE THE RECOVERY CLUSTER SHALL BE LED BY THE LOCAL PLANNING OFFICE, AND TASK GROUPS SHALL BE ORGANIZED ACCORDINGLY. FUNCTIONS OF THE TASK GROUPS OF THE RESPONSE, VACCINE, AND RECOVERY CLUSTERS AND OTHER RELEVANT OPERATIONAL FUNCTIONS SHALL CONTINUE TO BE PERFORMED BY CONCERNED OFFICES IN ACCORDANCE TO RESPECTIVE MANDATES AND AUTHORITIES.
  3. IN JULY 2020, “OPLAN KALINGA” WAS CREATED UNDER THE DIRECTION AND GUIDELINES OF THE NATIONAL TASK FORCE AGAINST COVID19. “OPLAN KALINGA” IS A JOINT COLLABORATION AMONG DOH, BCDA, DILG, MMDA, DOT AND OCD TO ASSIST THE GOVERNMENT IN PROVIDING QUARANTINE AND ISOLATION EFFORTS. WITH THE “OPLAN KALINGA” PROGRAM, LOCAL GOVERNMENT UNITS (LGUS) ARE TASKED TO DIRECTLY FETCH COVID-19 PATIENTS, EITHER ASYMPTOMATIC OR WITH MILD SYMPTOMS, FROM THEIR HOMES AND BRING THEM TO THE QUARANTINE FACILITIES, ESPECIALLY THOSE WHO DO NOT HAVE THEIR OWN ROOM AND OWN TOILET AT HOME WHERE THEY CAN ISOLATE THEMSELVES, OR THOSE LIVING WITH ELDERLY PEOPLE WITH UNDERLYING HEALTH CONDITIONS AND COMORBIDITIES, AND PREGNANT WOMEN. THIS IS TO REDUCE LOCAL TRANSMISSION WITHIN COMMUNITIES AND HOUSEHOLDS. THE METROPOLITAN MANILA DEVELOPMENT AUTHORITY (MMDA) AND OFFICE OF CIVIL DEFENSE (OCD) ARE DESIGNATED IN-CHARGE OF THE IMPLEMENTATION OF THE OPLAN KALINGA PROGRAM WITH THE AUTHORITY ON BEHALF OF THE NTF TO NEGOTIATE, CONTRACT AND MAKE PAYMENTS FOR THE LOGISTICAL AND OPERATIONAL REQUIREMENTS OF THE FACILITIES ABLE AND WILLING TO ACCOMMODATE COVID-19 ASYMPTOMATIC PATIENTS. THE MMDA AND OCD IS COORDINATING TO EXPEDITE THE PAYMENT OF ALL OUTSTANDING OPLAN KALINGA PAYABLES FOR THE HOTELS, TRANSPORTATION AND ANCILLARY SERVICES.
  4. THE GENERAL FUNCTIONS OF THE OPLAN KALINGA PROGRAM ARE AS FOLLOWS: ISOLATES CONFIRMED COVID19 PATIENTS FROM THEIR PLACE OF RESIDENCE TO (HOSPITAL ISOLATION FACILITIES) HIFS. OK ISOLATES CONFIRMED COVID19 PATIENTS WITH MILD SYMPTOMS TO TEMPORARY TREATMENT AND MONITORING FACILITIES (TTMF). ARRANGES AND COORDINATES TRANSPORTATION SERVICES TO TRANSPORT THE CONFIRMED COVID19 PATIENTS 1) FROM THE COMMUNITY TO THEIR DESIGNATED HIF AND TTMF 2) FROM THE HIF TO THEIR COMMUNITY, OR DROP OFF POINTS. THE TRANSPORTATION SERVICES CAN BE: CHARGED TO THE LGU UPON THE AVAILABILITY OF ITS SERVICE VEHICLE; OR CHARGED TO OK SERVICE VEHICLES, WHEN AVAILABLE AND UPON REQUEST RECORDS, COLLECTS, EVALUATES, AND REPORTS DATA OF STATUS OF THE CONFIRMED COVID19 PATIENTS WITHIN THE AMBIT OF ITS RESPONSIBILITY; AND COORDINATES WITH THE LGU, OHCC, MMDA, AND DOH TO ENSURE SMOOTH DAY-TO-DAY OPERATIONS OF OPLAN KALINGA (OK).
  5. THE FOLLOWING ARE THE PARTICULAR ROLES OF THE LGUS IN COVID-19 MANAGEMENT. IN TERMS OF COVID-19 RESPONSE, THE RESPONSE CLUSTER SHALL HAVE THE MAIN OBJECTIVE TO CONTINUE AND INTENSIFY IMPLEMENTATION OF THE APPROPRIATE PREVENT-DETECT-ISOLATE-TREAT-REITERGRATE (P-D-I-T-R) STRATEGIES ESPECIALLY IN EMERGING AREAS OF INCREASED COVID-19 CASES TO MINIMIZE MORBIDITY AND MORTALITY THE VACCINE CLUSTER IS PATTERNED ON THE RECENTLY RATIFIED PHILIPPINE NATIONAL COVID-19 VACCINATION DEPLOYMENT PLAN, WITH PARTICULAR ROLES ON PLANNING AND CAMPAIGN MANAGEMENT, COLD CHAIN AND LOGISTICS, COORDINATION, SAFETY AND SURVEILLANCE, AND ADVOCACY. THE RECOVERY CLUSTER SHALL HAVE THE PRIMARY OBJECTIVE TO FORMULATE AND IMPLEMENT ACTION PLANS THAT WILL FACILITATE THE RESTARTING OF SOCIAL AND ECONOMIC ACTIVITIES, WHILE ENGAGING ALL OF SOCIETY IN PREVENTING THE SPREAD AND MITIGATING THE ILL EFFECTS OF THE COVID19 PANDEMIC.
  6. TO SUMMARIZE, THE LGUS, OPERATING AS LOCAL TASK FORCES, HAVE THE MAIN RESPONSIBILITY TO IMPLEMENT COVID-19 RESPONSE AND RECOVERY MEASURES WITHIN RESPECTIVE AREAS OF RESPONSIBILITY NATIONAL AGENCIES AND OTHER MEMBERS OF THE NATIONAL TASK FORCE WILL SERVE AS SUPPORT TO THE OPERATIONAL AND LOGISTICAL REQUIREMENTS OF THE LGUS.
  7. PURSUANT TO SECTION 10(S) OF THE BAYANIHAN TO RECOVER AS ONE ACT, OCD WAS APPROPRIATED FOUR BILLION FIVE HUNDRED MILLION PESOS FOR THE CONSTRUCTION AND MAINTENANCE OF COVID-19 ISOLATION FACILITIES NATIONWIDE INCLUDING PROVISION OF ANCILLARY SERVICES SUCH AS HOTEL ACCOMMODATION, FOOD, TRANSPORTATION, WASTE MANAGEMENT, SUPPLIES AND OTHER OPERATING REQUIREMENTS.
  8. OUT OF THE 4.5 BILLION APPROPRIATION, DBM ALREADY RELEASED AROUND 3.9 BILLION PESOS ALLOTMENT OF WHICH 2.4 BILLION PESOS WAS ALREADY UTILIZED BY OCD, TRANSLATING TO A 61 PERCENT BUDGET UTILIZATION RATE. DBM WILL RELEASE THE REMAINING APPROPRIATION OF 612 MILLION UPON REQUEST BY OCD. WITH THE EXTENSION OF THE BAYANIHAN 2 PER RA 11519 UNTIL 30 JUNE 2021, CONTINUOUS OPERATIONS IS BEING IMPLEMENTED BY OCD SUPPORTING VARIOUS REQUESTS NATIONWIDE.
  9. SHOWN IS THE DISTRIBUTION OF BAYANIHAN 2 FUNDS BY REGION. THE NCR, UNDERSTANDABLY, RECEIVED THE MOST WITH 1.048 BILLION PESOS OR 44 PERCENT OF THE TOTAL EXPENDITURES CONSIDERING THAT MAJOR COVID-19 FACILITIES ARE ESTABLISHED IN THE SAID REGION. FUND AUGMENTATIONS ARE BEING RELEASED TO OCD REGIONAL OFFICES, UPON REQUEST, TO IMMEDIATELY ADDRESS REQUIREMENTS AND MOBILIZE RELATED RESPONSE ACTIVITIES AMIDST COVID-19 PANDEMIC. OCD SHALL CONTINUOUSLY PROVIDE ASSISTANCE THROUGH JUDICIOUS AND EFFICIENT USE OF FUNDS WHILE ENSURING TIMELY AND RESPONSIVE SUPPORT TO THE HEALTH CARE WORKERS AND FRONTLINERS, COVID-19 FACILITIES, LOCAL GOVERNMENT UNITS AND OTHER GOVERNMENT AGENCIES.
