The LDRRMO is under the Office of the Governor, City or
Municipal Mayor, and Barangay Captain. Each office will be
headed by a DRRM Officer to be assisted by three staff (Sec.
12.b).

10. 1. The National Council shall recommend to the President of the
Philippines the declaration of a cluster of barangays, municipalities,
cities, provinces, and regions under a state of calamity, and the lifting
thereof, based on the criteria set by the National Council.
2. The President's declaration may warrant international humanitarian
assistance as deemed necessary.
3. The declaration and lifting of the state of calamity may also be issued
by the LOCAL SANGGUNIAN, upon the recommendation of the
LDRRMC, based on the results of the damage assessment and needs
analysis.
11. What are remedial measures during State of Calamity?
Remedial measures are the mandatory courses of action which shall immediately be
undertaken during the declaration of a state of calamity (Sec. 17). These are as follows:
1. Imposition of a PRICE CEILING on basic necessities and prime
commodities
2. Prevention of overpricing/profiteering and hoarding of prime
commodities, medicines and petroleum products
3. Programming/reprogramming of funds for the repair and
upgrading of public infrastructure
4. Granting of no‐interest loans by government financing
institutions to the most affected population
