In this policy area, the Commission acts both as a policymaking and as a funding body. As policymaker, it defines policies within the context of European research and ICT policy. As a funding body, it lays down rules on access to the results of the research it funds within the Framework Programme for research development. This contribution introduces the European Commission's general approach regarding access to scientific information, presents specific initiatives in the field of open access to peer-reviewed scientific publications, and develops a first approach to open access to data.

KTN Global Alliance and UK National Contract Points (NCPs) present a series of Horizon Europe Consortia Building webinars to support participants in brokering partnerships for European Research and Innovation collaborations and networking.
The CareNet project is aimed at developing a critical set of ICT competences for 2 identified ‘at risk’ target groups: care-workers and older persons. The project is designed to work in a synergistic way to tackle identified problems in the low skilled and under professionalised care-worker sector while at the same time promoting social inclusion and enhancing the quality of life of older people. The CareNet project will design, develop and pilot learning paths and resources based on cooperative learning between care workers and care recipients to promote improved quality of care and quality of life through the acquisition of care related digital competences. In addition, to answer specific needs, learning modules for individual learning, addressing ICT competences for employability and self-development (care workers) and ICT competences for active ageing (older people) will be created. In this way the project will contribute to: (1) the identified needs for professionalisation of care workers; (2) increased access to learning opportunities; (3) personal development of care workers and, ultimately, (4) overcoming the isolation of both care workers and older people by promoting social enterprise, active citizenship and active ageing.

As the global knowledge economy grows each year, the importance of intellectual property (IP) policy also grows for non-profit organizations such as universities. Pretty much every organization has an IP portfolio of some kind and value, whether or not the organization realizes it as such. As a result, almost every organization needs an IP policy model, even if it’s a simple one.
This presentation is intended to help the universities and other research organizations to set IP policy model to optimise the benefits from the intellectual assets created by their staff and students. The presented model, which was adopted at the University of Maribor, does not provide an IP policy that can be applied across all organizations as there is no “one size fits all” approach to IP management. But, it identifies the key features that need to be considered in order to build a strategic framework for the managing of IP, as for example the issues of ownership, protection and sharing of the economic benefits arising from the commercial exploitation of IP created by researchers in the course of their duties or activities at the university.

In October 2022, as part of a strategic commitment to Open Research, Sheffield Hallam University’s new institutional policy for research publication and copyright, based on rights retention, came into effect.
As part of its role to provide access to knowledge, Hallam’s library led a partnership between the University’s research community and professional services to develop this new policy and implement rights retention as a new practice. This transformation in Hallam’s approach to copyright and scholarly communication took place alongside the development of UK HE sector requirements for transitional agreements and negotiation with publishers.
In this presentation, Nick Woolley (Director of Library and Campus Services) will share how the policy was developed and implemented and what the experience has been so far, including insight from the first six months of activity and data. Nick will show how Hallam’s policy is already making a positive impact on scholarly communication and argue why rights retention as disruptive innovation is relevant for all institutions who create knowledge.
